AP Education Bodies: SCERT, DIET, CSE, APREIS and Samagra Shiksha

What to remember

  • SCERT is the academic brain of school education: it designs the curriculum, prepares textbooks, trains teachers and does research. DIET is its district-level training arm.
  • The Commissioner of School Education (CSE) is the administrative head of the School Education Department, while APREIS runs the residential (gurukulam) schools and colleges.
  • Samagra Shiksha is one umbrella scheme that joined the older SSA, RMSA and teacher-education schemes, and it covers pre-school to Class 12.

The big picture: who does what

School education in Andhra Pradesh is run by a Government Department (the School Education Department) with several bodies under it. A simple way to remember is to divide the work into four jobs: policy and administration, academics, examinations, and special schools.

  • Policy and administration: the Department and the Commissioner of School Education.
  • Academics: SCERT, DIETs and other teacher-education institutions.
  • Examinations: the Board of Secondary Education (Class 10 public exam) and the Board of Intermediate Education (Intermediate exams).
  • Special schools: residential societies such as APREIS and its sister societies.

Sitting above the State bodies are national bodies: NCERT (curriculum and textbooks at national level), NCTE (regulates teacher education) and NUEPA/NIEPA (educational planning). State bodies follow the national framework and adapt it to local needs.

SCERT (State Council of Educational Research and Training)

SCERT is the State-level academic authority. It was created on the pattern of NCERT, which is the national body. Its main functions are:

  • 1. Developing the State curriculum framework and syllabus for school classes.
  • 2. Preparing textbooks, teacher handbooks and workbooks in Telugu, English and other languages used in AP schools.
  • 3. Organising in-service training for teachers and head masters.
  • 4. Conducting research, surveys and achievement studies (for example, learning outcome surveys).
  • 5. Guiding the DIETs and giving them academic support.
  • 6. Preparing academic standards, teaching-learning material and assessment guidelines.

The head of SCERT is called the Director. SCERT works closely with the Government Textbook Press, which prints and supplies the free textbooks. A useful rule: SCERT writes the books, the Textbook Press prints them, the school department distributes them.

DIET (District Institute of Education and Training)

DIETs were started under a centrally sponsored scheme to restructure teacher education that followed the National Policy on Education 1986. The idea was to have one strong academic institute in every district so that elementary teachers would get quality training near their work place.

  • DIET is a district-level institute; the head is the Principal.
  • It conducts the pre-service course for elementary teachers (the Diploma in Elementary Education, D.El.Ed) and in-service training for teachers of Classes 1-8.
  • It carries out action research, resource support to schools and monitoring of academic quality.
  • The same scheme also created CTEs (Colleges of Teacher Education) and IASEs (Institutes of Advanced Study in Education), which prepare secondary-level teachers and trainers.

Commissioner of School Education (CSE)

The Commissioner of School Education is the head of the Department at the operational level. The office controls the school system: appointments and transfers of teaching staff within rules, school recognition, inspection, textbooks distribution, scholarships and welfare schemes, and implementation of State and Central programmes. In many programmes, such as Samagra Shiksha, the CSE or a senior officer of the department also plays a leading role in running the scheme.

Field-level officers under the Department are the District Educational Officer (DEO) at district level, Deputy Educational Officers at division level and the Mandal Educational Officer (MEO) at mandal level. Each school has a Head Master and, in many programmes, a School Management Committee (SMC), which was made compulsory under the Right to Education Act.

APREIS (AP Residential Educational Institutions Society)

Residential schools are meant to give quality education, boarding and care, especially to children from weaker sections. APREIS runs residential educational institutions and also gives a common academic identity to a family of societies that were set up for particular communities.

These institutions are called gurukulams in popular use. Teachers in these schools are expected to live close to the students and look after studies and welfare.

Do not confuse these societies with KGBV (Kasturba Gandhi Balika Vidyalaya), a Central scheme for residential upper primary schools for girls from disadvantaged groups in educationally backward blocks. KGBV is now merged into Samagra Shiksha.

Samagra Shiksha AP

Samagra Shiksha is an integrated Centrally Sponsored Scheme that treats school education as a continuum from pre-school to Class 12. It combined three earlier schemes:

  • 1. SSA (Sarva Shiksha Abhiyan): elementary education, Classes 1-8.
  • 2. RMSA (Rashtriya Madhyamik Shiksha Abhiyan): secondary education.
  • 3. Teacher Education: support for teacher-education institutions.

In the State, Samagra Shiksha is implemented through a State Project Director and District Project Officers, with the help of Mandal-level resource persons. Typical activities include free textbooks, uniforms for eligible children, school grants, training for teachers, inclusive education for children with special needs, support for KGBVs, and strengthening of infrastructure. At the community level, Samagra Shiksha works through school committees and mother committees.

The old structure still exists in the field: you will hear terms like Mandal Resource Centre (MRC) and School Complex. A School Complex groups nearby schools so that they can share resources, teachers and activities.

Textbook bodies and exam boards

  • Textbook development: done by SCERT with subject experts and serving teachers.
  • Printing and distribution: Government Textbook Press, with distribution through the Department.
  • Board of Secondary Education (Andhra Pradesh): conducts the Class 10 (SSC) public examination.
  • Board of Intermediate Education (Andhra Pradesh): conducts Intermediate (Classes 11-12) examinations.
  • Directorate of Government Examinations: conducts several State-level exams and teacher-related tests.

Legal anchors teachers should know

  • Article 21A: free and compulsory education for children aged 6-14 as a Fundamental Right (added by the 86th Amendment).
  • RTE Act: came into force on 1 April 2010. It requires neighbourhood schools, 25% reservation in private unaided schools at entry level for weaker sections, no detention up to Class 8 (as originally enacted), and minimum teacher qualifications (including a Teacher Eligibility Test).
  • Pupil-teacher ratio under RTE: 30:1 at primary and 35:1 at upper primary level.

Classroom and pedagogy angle

A teacher meets these bodies in daily work. The DIET and SCERT give training and teaching-learning material, so a teacher should treat them as support, not as inspectors. The Mandal Educational Officer visits schools to check attendance, records and learning levels. The School Management Committee, made up mainly of parents, helps to prepare a school development plan. A good head master uses the School Complex meetings to share ideas with nearby schools.

Teacher training works in cycles: a need survey, a training module prepared by SCERT, cascade training through DIETs and resource persons, and follow-up in school. Training modules stress activity-based learning, child-friendly assessment and inclusion of children with special needs. Inclusive education means that children with disabilities study in regular schools with extra support such as resource teachers, ramps and learning aids.

How the pieces connect in one example

Suppose a new Class 6 Science textbook is needed. SCERT forms a team of subject experts and teachers and writes the book using the curriculum framework. The Government Textbook Press prints it. The Commissioner's office arranges supply through district and mandal offices. DIETs and Mandal Resource Persons train teachers to use the book. Samagra Shiksha provides money for training and for teaching aids. Finally, the Board and the school assessments check how well children learn. This chain shows why exam questions often ask "which body does X?".
