Why This Chapter Matters
Roads, ports, airports and electricity are the four things a country cannot fake its way past, and SSC and RRB examiners know it. Expect at least one question from this chapter in almost every GA section, and often two, because infrastructure schemes generate fresh news every quarter: a new UDAN route inaugurated, a Bharatmala corridor completed, a green hydrogen export deal signed. Static GK and current affairs overlap nowhere more than here.
This chapter covers six schemes that between them touch every physical thing you use to get to your exam centre and every watt of power that keeps your phone charged while you revise: Bharatmala Pariyojana (highways), Sagarmala (ports), UDAN (regional air travel), Saubhagya (rural electrification), PM Surya Ghar (rooftop solar) and the National Green Hydrogen Mission. The single biggest mistake aspirants make here is treating these as a flat list of names to cram in one sitting. They are not random. Three of them (Bharatmala, Sagarmala, UDAN) are about moving goods and people faster; three of them (Saubhagya, PM Surya Ghar, Green Hydrogen Mission) are about moving power to more homes and cutting the fossil fuel bill. Learn them as two families of three and you will stop mixing up their ministries, which is exactly where most marks get lost.
1. Bharatmala Pariyojana — Roads for a Growing Economy
Bharatmala Pariyojana was launched in 2017 by the Ministry of Road Transport and Highways (MoRTH). Its one-line objective: build and upgrade India's highway network so that goods and people move faster between production centres, ports, border areas and markets, cutting logistics costs that were historically among the highest in the world for a large economy.
Bharatmala is an umbrella programme, not one road. It absorbed and expanded on the older National Highways Development Project (NHDP). Phase I alone targeted roughly 34,800 km of highways, with a strong focus on economic corridors (connecting production and consumption centres), inter-corridor and feeder routes, border and international connectivity roads (especially near China, Nepal, Bhutan, Bangladesh and Myanmar), coastal roads, and port connectivity roads that feed traffic straight into Sagarmala's ports.
Exam trap: do not confuse Bharatmala with the Golden Quadrilateral. The Golden Quadrilateral, launched in the late 1990s under NHDP, connected Delhi, Mumbai, Chennai and Kolkata in a single loop. Bharatmala is a much bigger, newer, 2017-era umbrella scheme with a different focus: economic corridors and border connectivity, not just the four-metro loop. Questions love to swap these two dates and objectives.
Think of Bharatmala like the body's circulatory system, and NHDP's old Golden Quadrilateral as just the four biggest arteries. Bharatmala adds the capillaries: the border roads, the feeder routes, the last-mile connections into ports, that actually get economic value to every corner of the body, not just the four big organs.
2. Sagarmala — India's Ports Get a Master Plan
Sagarmala was launched in 2015 by the Ministry of Ports, Shipping and Waterways (then called the Ministry of Shipping). Its one-line objective: modernise India's ports and reduce the cost and time of moving cargo by sea, using India's roughly 7,500 km coastline as an economic asset instead of an underused edge on the map.
Sagarmala rests on four pillars you should be able to name: port modernisation and new port development, port connectivity enhancement (rail, road and inland waterway links straight to ports, which is where it hands off to Bharatmala), port-linked industrialisation (coastal economic zones near ports so factories do not need to truck goods far to ship them), and coastal community development (skill development and livelihoods for people in fishing and coastal villages).
Exam trap: Sagarmala is frequently confused with the Maritime India Vision 2030, which is a later, more specific target-setting document for the shipping sector, not the original 2015 umbrella port scheme. If a question asks which scheme is the foundational, ministry-launched port programme from 2015, the answer is Sagarmala.
Memory hook: for Sagarmala's four pillars, remember MoCoIn-C: Modernise ports, Connectivity to ports, Industrialisation near ports, Coastal community welfare. Say it as one word and the four pillars line up in the order examiners usually list them.
3. UDAN — Flying for the Common Citizen
UDAN, short for Ude Desh ka Aam Nagrik, was launched in 2016 under the Ministry of Civil Aviation as the Regional Connectivity Scheme (RCS-UDAN). Its one-line objective: make air travel affordable and accessible to ordinary citizens by connecting unserved and underserved airports, not just the dozen big metro hubs airlines already fly to profitably.
The scheme works by capping airfares on notified regional routes (historically pegged around ₹2,500 for a roughly one-hour flight, though exact caps have been revised over time) and giving airlines Viability Gap Funding (VGF): a subsidy that makes it worth an airline's while to fly a half-empty route to a small town, funded partly through a small levy on flights on the busy metro routes. This is the scheme's cleverest design feature, and one worth remembering on its own: profitable routes quietly subsidise unprofitable ones so that a tier-3 town gets an airport connection without the government footing the whole bill.
Exam trap: UDAN is about regional and domestic connectivity to small and unserved airports. Do not confuse it with international civil aviation policy or with AAI (Airports Authority of India), which is the body that runs and develops the airports themselves. UDAN is the connectivity scheme; AAI is the infrastructure operator. Questions sometimes test whether you know UDAN does not build airports from scratch, it revives and connects existing small/unused airstrips.
If you have ever seen a small town suddenly get its first flight and the local news treat it like a festival, that is UDAN doing exactly what it was designed to do: it puts air travel within reach of a district that never had it, the same way a new railway station once put a village on the map.
4. Saubhagya — Light to the Last Household
Saubhagya, formally the Pradhan Mantri Sahaj Bijli Har Ghar Yojana, was launched in September 2017 by the Ministry of Power. Its one-line objective: achieve universal household electrification by providing free electricity connections to every willing rural and urban poor household that did not already have one.
Exam trap, and an important one: Saubhagya is not the same as DDUGJY (Deen Dayal Upadhyaya Gram Jyoti Yojana), launched in 2014-15, also under the Ministry of Power. DDUGJY focused on separating agricultural and non-agricultural power feeders and strengthening rural electricity infrastructure at the village level. Saubhagya came three years later and focused on the last-mile connection: actually wiring individual households that still had no meter and no bulb, using DDUGJY's strengthened network to reach them. Think of DDUGJY as laying the pipes down every street, and Saubhagya as the plumber who finally connects your specific house to that pipe. One is infrastructure at the village level, the other is the household connection. India was declared to have achieved near-universal village electrification earlier (under the Deendayal Upadhyaya scheme's rural push and preceding programmes), and near-universal household electrification was reported achieved by around March 2019 under Saubhagya.
Memory hook: remember the pair as "Gram before Ghar": DDUGJY strengthens the gram (village) grid first, Saubhagya lights up the ghar (household) second. Same ministry, sequential jobs.
5. PM Surya Ghar: Muft Bijli Yojana — Solar on Every Roof
PM Surya Ghar: Muft Bijli Yojana was launched in February 2024 by the Ministry of New and Renewable Energy (MNRE). Its one-line objective: put rooftop solar panels on one crore households and give each of them roughly 300 units of free electricity every month, cutting both power bills for families and the country's dependence on coal-fired grid power.
The scheme works through central financial assistance (subsidy) for rooftop solar installation, so a household pays only part of the panel cost and recovers even that gradually through free units and, in many cases, by selling surplus power back to the grid (net metering). It is aimed squarely at ordinary domestic consumers, unlike the older Jawaharlal Nehru National Solar Mission (2010), which was much broader and aimed at scaling up utility-level solar capacity across the country, not putting panels on individual rooftops.
Exam trap: if a question mentions "one crore households" and "free electricity" in the same line, the answer is almost certainly PM Surya Ghar, not the older National Solar Mission or the International Solar Alliance (which is a coalition of solar-resource-rich countries, not a household subsidy scheme). Keep the scale and the beneficiary type in mind: crores of individual homes, not gigawatts of utility capacity.
Picture a household that used to dread the monthly electricity bill during summer, air conditioner running non-stop. PM Surya Ghar turns that same roof, which was doing nothing but absorbing heat, into a small power plant that pays the family back every month instead of billing them. That is the whole scheme in one image.
6. National Green Hydrogen Mission — Fuel for the Next Decade
The National Green Hydrogen Mission was launched in January 2023 by the Ministry of New and Renewable Energy (MNRE). Its one-line objective: make India a global hub for the production, use and export of green hydrogen, hydrogen produced using renewable electricity (through electrolysis of water) rather than fossil fuels, so that industries like steel, fertiliser and heavy transport can decarbonise without depending on imported oil and gas.
The mission's headline target is 5 million metric tonnes (MMT) of green hydrogen production annually by 2030, alongside roughly 125 GW of associated renewable energy capacity that will be needed to power all that electrolysis. This mission connects directly to the renewable-energy story you will read in solar and wind schemes elsewhere in this book: green hydrogen is only "green" if the electricity used to make it is itself clean.
Exam trap: do not confuse green hydrogen with grey hydrogen or blue hydrogen. Grey hydrogen is made from natural gas and releases carbon dioxide. Blue hydrogen is made the same way but with the carbon captured and stored. Green hydrogen alone uses renewable electricity and water, with no fossil fuel input at all. If a question describes hydrogen "produced using renewable energy through electrolysis," that is green hydrogen, and that is what this mission is about.
Think of grey, blue and green hydrogen like three ways of making the same cup of tea: grey hydrogen is brewing it on an open coal fire, blue hydrogen is brewing it on the same fire but capturing the smoke before it escapes, and green hydrogen is boiling the water with a solar cooker. Same tea, very different footprint.
How These Six Schemes Connect
You will remember these schemes far better if you see them as two working systems rather than six isolated facts.
The movement family, Bharatmala, Sagarmala and UDAN, all fall under the broader vision of PM Gati Shakti, the National Master Plan for multimodal connectivity launched in 2021, which coordinates road, rail, port, waterway and air infrastructure planning across ministries on one shared digital platform, so a highway and a port and a railway line built near each other are actually planned together instead of in silos. You do not need deep detail on PM Gati Shakti for this chapter, but knowing it exists explains why Bharatmala's port-connectivity roads and Sagarmala's port projects are designed to meet each other exactly where they are needed.
The power family, Saubhagya, PM Surya Ghar and the Green Hydrogen Mission, tells the story of Indian electrification in three acts: first, in 2017, get a wire and a bulb into every home (Saubhagya). Then, from 2024, make that home generate its own clean power instead of only consuming it (PM Surya Ghar). Finally, from 2023 onward, take that same renewable electricity and turn some of it into a storable, exportable, industrial fuel (Green Hydrogen Mission) that can power a steel plant or a truck the way electricity alone cannot. Connect, generate, convert: that is the arc.
Exam trap: because Saubhagya (2017) is discussed alongside PM Surya Ghar (2024) so often in the same news cycle, students frequently swap their years, or swap their ministries, both are Ministry of Power / MNRE-adjacent but Saubhagya sits under the Ministry of Power while PM Surya Ghar sits under the Ministry of New and Renewable Energy, two related but separate ministries. Do not assume "power scheme" always means the same ministry.
