What is a Nuclear Doctrine?

A nuclear doctrine is a country's official policy on:

  • When it will use nuclear weapons (under what conditions).
  • How it will use them (strategic, tactical, first strike, or retaliation only).
  • Against whom (specific adversaries or general deterrence).
  • What outcomes it seeks (destroy the enemy, minimize civilian casualties, escalation control).

India's nuclear doctrine, finalized in 2003, reflects a unique perspective: credible minimum deterrence and No First Use (NFU).

India's Nuclear Doctrine: The Four Pillars

1. No First Use (NFU)

India pledges never to initiate a nuclear strike, even if attacked with nuclear weapons first.

  • But India will never launch the first nuclear strike.

2. Credible Minimum Deterrence

India maintains the minimum number of nuclear weapons necessary to ensure that any adversary suffers unacceptable damage if it attacks India.

  • Compare: Russia has ~6,000 warheads; USA has ~5,500 warheads.

Why "credible"? The deterrent must be believable—i.e., India must have:

  • Working nuclear weapons (tested proven; India tested 5 warheads in 1998).

  • Survivability (submarines at sea ensure second-strike capability even if land-based missiles are destroyed).

3. Second-Strike Capability (The Nuclear Triad)

  • Collapse of the attacker's economy and society.

Strategic purpose: By promising massive retaliation, India deters any first strike. An attacker knows that launching nuclear weapons at India would be suicidal.


The Command Structure: Who Controls India's Nuclear Arsenal?

India's nuclear weapons are controlled by political leadership, not the military. This prevents military officers from starting a nuclear war independently.

The Command Chain:

  1. Prime Minister: Ultimate authority over nuclear weapons. Can authorize nuclear strikes only in case of existential threat to the nation.

  2. Cabinet Committee on Security (CCS): Comprises senior cabinet ministers. Reviews nuclear doctrine and approves major policy decisions.

  3. National Security Advisor (NSA): Civilian official who advises the PM on security matters.

India's response: Credible minimum deterrence assumes that even if China has more weapons, India's second-strike capability (submarines) ensures unacceptable retaliation. No rational leader wants to exchange nukes with India, even if China has the advantage.


3. The Two-Front Problem

India faces potential nuclear threats from both Pakistan and China simultaneously.

The scenario: A nuclear war with Pakistan while China threatens India from the north. India's modest arsenal would be insufficient to deter both.

India's response: This is theoretical. In practice, India's strategic partnerships with Russia and the USA are meant to deter a two-front nuclear scenario. The US security umbrella (if activated) would deter China from striking India while India is fighting Pakistan.


International Treaties & India's Position

Nuclear Non-Proliferation Treaty (NPT, 1970)

The NPT divides countries into two categories:

  • Nuclear Weapon States: USA, Russia, UK, France, China (countries that tested nukes before 1967).
  • Non-Nuclear Weapon States: Everyone else. These countries pledge not to develop nukes and accept international inspections.

India's position: India did NOT sign the NPT because:
