Animal Husbandry Extension and AP Schemes
What to remember
- Extension is informal education that carries research results from laboratories to farmers and helps them adopt better practices. Methods are grouped as individual, group and mass contact methods.
- A village Animal Husbandry Assistant in the Village/Ward Secretariat system is the first point of contact for farmers: vaccination, artificial insemination support, deworming, awareness and scheme help. Veterinary hospitals, mobile veterinary clinics and Rythu Seva Kendras (formerly Rythu Bharosa Kendras) support this work.
- Central and state schemes cover breed improvement (Rashtriya Gokul Mission), disease control (National Animal Disease Control Programme), infrastructure (AHIDF), credit (Kisan Credit Card), livestock insurance and fisheries (PMMSY). Scheme names and amounts change; always check the latest official release.
Extension: meaning, aims and methods
- Extension education means teaching farmers outside the school system, so that they can solve their own problems. The extension worker is a friend, guide and teacher.
- Aims: raise production and income, spread new technology, improve skills and living standards, develop local leaders.
- Principles: start with local needs, involve farmers in planning, teach by doing, use local language and examples, respect local culture, follow up after teaching.
- Adoption process (stages): awareness, interest, evaluation, trial, adoption. Farmers who adopt first are innovators and early adopters; others are the majority and laggards.

- Method demonstration shows how to do a practice (for example, how to prepare urea-treated straw, how to wash an udder, how to give a vaccine). Result demonstration shows the final effect of a practice over a period (for example, a silage pit or a comparison of two feeding methods).
- Livestock camps: health camps, infertility camps, vaccination camps, deworming drives, calf rallies, cattle shows and animal fairs. These are group methods that use demonstration and competition.
- Training and Visit (T&V) was a system with fixed visit schedules. ATMA (Agricultural Technology Management Agency) is a district-level body that links research, extension, farmers and line departments. Krishi Vigyan Kendra (KVK) is a district-level farm science centre run under ICAR; it conducts on-farm trials, frontline demonstrations and training. The first KVK started in 1974 near Puducherry.
- Audio-visual aids help understanding. Charts, posters, models, slides and films increase learning; the best aid is the real object or animal.
Records, identification and census
- Animal identification: ear tagging with a unique 12-digit number (Pashu Aadhaar) is used for traceability, insurance, vaccination records and breeding records. The national database for animal health and productivity is INAPH.
- Records kept: breeding record (heat date, AI date, bull used, calving date), milk yield record, health and vaccination record, feed record, income and expense record.
- Livestock census counts animals and poultry and is held every five years by the Department of Animal Husbandry and Dairying (Government of India).
- Basic Animal Husbandry Statistics and surveys such as the Integrated Sample Survey estimate milk, egg, meat and wool production.

- NDDB (Anand, 1965; headquartered in Gujarat) promotes dairy cooperatives and runs the national dairy plan. National Dairy Plan aimed to raise milk production in major states.
- NABARD (National Bank for Agriculture and Rural Development) gives refinance for dairy and livestock loans.
- Veterinary councils: the Veterinary Council of India regulates veterinary education and practice.
Andhra Pradesh: institutions and services
- The Animal Husbandry Department of Andhra Pradesh runs veterinary hospitals, dispensaries, rural livestock units and area veterinary hospitals for treatment, vaccination, breeding and extension.
- Village/Ward Secretariat system (since 2019) brings services at the village level. The Animal Husbandry Assistant looks after vaccination, AI, deworming, record entry and scheme enrolment, and works with the local veterinary hospital. The Fisheries Assistant helps fishers and aqua farmers with training, registration, seed and feed information, and welfare scheme enrolment.
- Rythu Bharosa Kendras (RBKs), renamed Rythu Seva Kendras in 2024, are village-level centres providing agricultural inputs and advice, and also information for livestock owners. Many are linked to the digital agricultural platform and training programmes.
- Mobile veterinary services: a veterinary ambulance service through a toll-free helpline (such as 1962 used in several states) brings an animal doctor to the farmer's door for treatment of sick animals.
- Milk cooperative links: the state dairy cooperative federation (Vijaya brand) and private and cooperative partners buy milk at village collection centres; special programmes have been run to link women's self-help groups to dairy companies and to supply good dairy animals.
- Breed support in AP: indigenous breeds like Ongole cattle, Punganur cattle, Nellore sheep and Godavari buffalo types are conserved. Semen stations and frozen semen banks supply AI services. Ongole cattle are bred for draught and as a source of improved breeding bulls.
- Animal husbandry polytechnics and the Sri Venkateswara Veterinary University in Tirupati train veterinarians and farmers.
- Livestock farm schemes have supported poultry units, sheep and goat units and dairy units for poor families and women's groups. Check current official lists for names and amounts.
Fisheries and aquaculture schemes (linked)
- Fisheries include marine (sea), inland (rivers, reservoirs, tanks) and aquaculture (brackish water shrimp and freshwater fish). AP is usually cited as having the second-longest coastline of the mainland states (about 974 km), though the 2023-24 re-measurement (about 1,053 km) puts it third after Gujarat and Tamil Nadu, and is a leading state in aquaculture, especially shrimp and carps.
- Major carps: Catla, Rohu and Mrigal; exotic carps: silver carp, grass carp and common carp. Shrimp species: Penaeus (Litopenaeus) vannamei and Penaeus monodon.
- Pradhan Mantri Matsya Sampada Yojana (PMMSY) (launched 2020) supports fish production, productivity, cold chain, boats, safety, fish landing and welfare of fishers. It follows the earlier Blue Revolution scheme.
- Fishermen welfare: insurance, relief during the fishing ban period, KCC for fishers, fishing harbours and landing centres, Fisheries Cooperative Societies.
- Seasonal ban: there is a ban on marine fishing in the monsoon season to protect breeding of fish, notified by states and the centre.
- Marine Products Export Development Authority (MPEDA) promotes export of marine products; the Coastal Aquaculture Authority regulates coastal shrimp farms.
Worked examples
- 1. Cost-benefit: a farmer spends Rs 3,000 on feed and Rs 500 on medicine for a month and sells milk worth Rs 6,000. Net return = 6,000 - 3,500 = Rs 2,500. Benefit-cost ratio = 6,000 / 3,500 = 1.71.
- 2. Vaccination coverage: a village has 400 cattle and buffalo; 340 are vaccinated. Coverage = 340 / 400 x 100 = 85 %.
- 3. Subsidy: a unit costs Rs 2,00,000 and the subsidy rate is 25 %. Subsidy = Rs 50,000; farmer share = Rs 1,50,000.
- 4. Insurance: an animal valued at Rs 60,000 is insured at 3 % premium (before subsidy). Premium = Rs 1,800. If government pays half, farmer pays Rs 900. (Rates are examples only.)
- 5. Per capita: if a village produces 1,200 litres of milk and has 600 people, milk per person = 2 litres per day.
