08 | Services, tourism and the urban economy

Services are not limited to software or tourism. They include wholesale and retail trade, public services, transport, education, health, finance, hospitality and professional work. Visakhapatnam and the Vijayawada-Guntur-Amaravati belt have different service mixes, while pilgrimage and heritage destinations create periodic demand for transport, food, lodging and local trade. The value of tourism to a district depends on length of stay, local procurement and the share of spending captured by residents, not only visitor counts.

Urban growth can raise productivity by bringing workers, firms and infrastructure together. It also increases pressure on housing, water, waste management, drainage and commuting. A flood-prone low-lying settlement can turn a transport advantage into a public-safety problem. Exam preparation should link municipal services and economics: sanitation and mobility are inputs into workforce health and business costs. They are not merely social spending.

The 2026-27 budget sectoral table records “Urban Development” at ₹14,538.68 crore BE. This broad line contains revenue and capital components and should not be confused with all spending by municipal bodies, which have their own revenues and transfers. When comparing urban and rural allocations, check the departmental scope and the population served rather than drawing a conclusion from a single line.

Worked example: A pilgrimage town may receive many visitors for one day but fewer overnight stays. The second pattern tends to create more local demand for lodging and food, while both create transport and sanitation needs. Municipal drainage, clean streets and reliable water influence the town's ability to serve visitors and residents. Service-sector output therefore includes more than IT, and tourism receipts cannot be inferred from visitor counts alone.
