Why This Chapter Matters
SSC and RRB papers pull 2-3 questions from this chapter almost every cycle, and they are some of the easiest marks in the whole geography syllabus if you know the zoning logic instead of memorising a list of place names. Seismic zones, cyclone coasts, flood basins and NDMA structure show up in CGL Tier 1, CHSL, MTS and RRB NTPC papers on a regular rotation, usually as one-line factual questions: which zone is Delhi in, which basin floods the most, who chairs the NDMA.
Here's the shape of what's coming: five disaster types, each tied to a specific part of the map, followed by the institutional side (NDMA, disaster management law) that examiners love to test separately. The single biggest mistake aspirants make here is treating "high seismic risk" and "high earthquake frequency" as the same thing. Zone V is about the intensity a region could face, not how often tremors actually happen there. Assam sits in Zone V and does get frequent quakes, but so does the entire Himalayan belt from Kashmir to Arunachal, precisely because of how the zone is drawn, not because someone counted past earthquakes. Get that logic right and half the seismic-zone questions answer themselves.
1. Seismic Zones — Reading India's Earthquake Risk Map
India is divided into four seismic zones, numbered II to V, based on the Bureau of Indian Standards (BIS) seismic zoning map. There is no Zone I anymore; it was merged into Zone II in the 2002 revision. The number tells you expected intensity, not frequency of tremors.
- Zone V (highest risk): the entire Northeast, Kashmir valley, parts of Himachal Pradesh and Uttarakhand, the Rann of Kutch, and the Andaman & Nicobar Islands. This zone can see intensity IX and above on the MSK scale.
- Zone IV (high risk): most of the Indo-Gangetic plain including Delhi, parts of Bihar, Sikkim, the rest of J&K and Himachal, and coastal Gujarat.
- Zone III (moderate risk): most of peninsular India including Mumbai, Kolkata, Chennai, Bengaluru, and Kerala.
- Zone II (lowest risk): parts of Rajasthan, Madhya Pradesh, and the Deccan interior.
Why this pattern? The Indian plate is pushing north into the Eurasian plate at roughly 5 cm a year, and the entire Himalayan arc absorbs that collision. That is why Zone V hugs the mountain belt so tightly. The Kutch region is the odd one out on the peninsular side. It sits on an active fault system left over from ancient rifting, which is why the devastating 2001 Bhuj earthquake happened nowhere near the Himalayas.
Exam trap: Delhi is Zone IV, not Zone V, even though it sits close to the Himalayas and has felt several major tremors originating in Nepal. Students routinely bump Delhi up a zone by association. Remember, Delhi's own ground shaking risk is rated one notch below the mountain states themselves.
Analogy: Think of the seismic zone map like a railway ticket's distance-based fare slab. It doesn't measure how many times you've travelled that route, it measures how far the plate boundary "shock" can reach before it weakens. Zone V is the platform right next to the tracks; Zone II is the waiting room three streets away.
There is a second layer to this that examiners like to probe: the difference between the epicentre (the point on the surface directly above where the rupture starts) and the focus/hypocentre (the actual point underground where the rupture begins). A shallow-focus quake near a densely populated Himalayan town does far more damage than a deep-focus quake of the same magnitude, because less energy gets absorbed by rock on the way up. This is part of why the 2005 Kashmir earthquake and the 2015 Nepal earthquake, both shallow and both close to India's northern border, caused heavy damage on the Indian side too, even though their epicentres sat outside Indian territory. Magnitude, measured on the Richter scale, tells you the energy released at the source; intensity, measured on scales like MSK or the Modified Mercalli scale, tells you how strongly the shaking was actually felt at a given place. A single earthquake has one magnitude but many different intensities depending on distance and local soil conditions, and that distinction shows up regularly in GK papers.
2. Flood-Prone River Basins
Roughly 12% of India's land area is chronically flood-prone, and the pattern maps almost exactly onto the northern river systems you studied in Chapters 3 and 4. Floods here come from three causes working together: heavy monsoon rainfall in a short window, rivers carrying enormous silt loads that raise their own beds, and low-lying deltaic land that cannot drain fast enough.
- Brahmaputra basin (Assam): the single most flood-affected basin in the country. The Brahmaputra is a braided river with a wide, shifting channel, and Assam's flat valley floor floods almost every monsoon, often more than once a season.
- Ganga basin (Bihar, eastern UP): Bihar is called India's flood capital for good reason; nearly three-quarters of its geographical area is flood-prone. The Kosi river, a Ganga tributary, is nicknamed the "Sorrow of Bihar" because it repeatedly shifts course across the flat plain, sometimes by tens of kilometres between floods.
- Damodar basin (Jharkhand-West Bengal): historically so flood-prone before dam construction that the Damodar was once called the "Sorrow of Bengal." The Damodar Valley Corporation, modelled on America's Tennessee Valley Authority, was set up after independence specifically to control this.
- Coastal deltas (Godavari, Krishna, Mahanadi, Cauvery): flat delta land near the east coast floods when heavy rain coincides with cyclonic storm surge from the Bay of Bengal.
Memory hook: For the three rivers nicknamed after sorrow, remember "BK-D": Brahmaputra (valley overflow), Kosi (course-shifting), Damodar (pre-dam Bengal floods). Three different flood mechanisms, three different states, one shared nickname pattern.
You have probably seen flood visuals from Assam or Bihar on the news nearly every July or August. That is not random timing; it is the southwest monsoon peak, discussed in Chapter 5, arriving over basins that are geologically built to hold too much water for too little time.
There is also a category of flood that has nothing to do with the monsoon calendar: the Glacial Lake Outburst Flood (GLOF), common in the high Himalayan states of Uttarakhand, Himachal Pradesh, and Sikkim. A moraine-dammed glacial lake bursts suddenly, sending a wall of water and debris downstream within minutes, often with almost no warning. The 2013 Kedarnath disaster in Uttarakhand and the 2023 South Lhonak Lake outburst in Sikkim, which damaged the Teesta III dam, are the two events most likely to appear in current-events-linked GK questions. Unlike monsoon river flooding, which builds up over days, a GLOF is a flash event, and that speed is exactly what makes it so dangerous for hydropower and settlements built along narrow mountain valleys.
Government flood-control work generally takes three forms: embankments (raised earthen walls along a river, the most common method on the Kosi and Brahmaputra), dams and barrages that regulate release timing, and flood forecasting networks run by the Central Water Commission, which issues advance warnings for major river gauges across the country.
3. Cyclone-Prone Coasts
India's roughly 7,500 km coastline faces tropical cyclones from two different seas with very different behaviour.
East coast (Bay of Bengal): far more cyclone-prone than the west coast. The Bay of Bengal is warmer, shallower and narrower than the Arabian Sea, which lets cyclones form more easily and intensify quickly before making landfall. Odisha, Andhra Pradesh, and West Bengal take the brunt. The 1999 Odisha super cyclone and 2020's Cyclone Amphan (Bay of Bengal, hit West Bengal) are the standard textbook references. October-November and April-May are the two peak cyclone windows, bracketing the two monsoon transition periods.
West coast (Arabian Sea): historically calmer, but cyclone frequency has been rising here in recent years. Gujarat and coastal Maharashtra are the main exposure zones; Cyclone Vayu (2019) and Cyclone Tauktae (2021) both tracked along this coast.
Exam trap: Don't assume Kerala and Tamil Nadu see equal cyclone risk just because both sit on a coastline. Tamil Nadu (east coast, Bay of Bengal side) is meaningfully more cyclone-exposed than Kerala (west coast, Arabian Sea side), especially around the November northeast monsoon.
Analogy: Picture the Bay of Bengal as a narrow lane and the Arabian Sea as a wide ground. A cricket ball hit into a narrow lane gathers speed off the walls and comes back hot; the same shot on open ground loses pace. The Bay's narrower, shallower, warmer waters "pump up" storms the way that lane pumps up the ball, which is exactly why the east coast eats more cyclones than the west.
It also helps to know how cyclones get named, because this trips up students in current-affairs-linked questions. The India Meteorological Department (IMD) is the regional naming authority for the North Indian Ocean, covering both the Bay of Bengal and the Arabian Sea, under a panel system where member countries (India, Pakistan, Bangladesh, Sri Lanka, Myanmar, Thailand and others) each contribute names in rotation. This is why cyclone names in this basin sound so varied, drawn from many regional languages rather than a single national list. IMD also runs the country's cyclone warning system, issuing colour-coded alerts (yellow, orange, red) as a storm approaches the coast, which state disaster authorities use to plan evacuation.
Coastal states have also built physical defences against the recurring damage: cyclone shelters raised on stilts along the Odisha and Andhra coast, and mangrove forests, discussed in Chapter 7, which act as a natural buffer absorbing storm-surge energy before it reaches inland villages. Odisha's post-1999 shift toward mass evacuation planning is widely credited with the sharply lower death tolls in later cyclones of similar strength, a genuine policy success story worth remembering for essay-type or interview-round questions.
4. Drought-Prone Areas
Drought in India is almost entirely a rainfall-shortfall story tied to monsoon failure, and it clusters in a predictable belt.
The classic drought-prone zone runs through interior peninsular India: parts of Rajasthan (especially the Thar desert districts), Gujarat (Kutch and Saurashtra), Maharashtra (the Marathwada and Vidarbha regions), interior Karnataka, Andhra Pradesh (Rayalaseema), and parts of Telangana and Odisha.
These regions share a common cause: they lie in the rain-shadow of the Western Ghats or simply too far from any moisture-bearing branch of the monsoon, so a below-average monsoon year hits them hardest. Maharashtra's Marathwada belt is the most frequently cited example in exam questions, because it combines low, erratic rainfall with heavy dependence on rain-fed farming.
The Desert Development Programme (DDP) and Drought Prone Areas Programme (DPAP) were the original central schemes targeting these belts; both were later merged into broader watershed development schemes.
Exam trap: Don't confuse "arid" (permanently low rainfall, like the Thar) with "drought-prone" (rainfall that is normally adequate but fails periodically). Rajasthan qualifies as both, which is why it's the most-cited state in this section, but a region like Marathwada is drought-prone without being a desert.
Meteorologists classify drought into three types, and exam papers occasionally test the distinction: meteorological drought (a straightforward rainfall shortfall against the long-period average for that region), hydrological drought (when that shortfall drains reservoirs, wells and groundwater below usable levels), and agricultural drought (when soil moisture drops so far that standing crops fail, regardless of whether it technically rained "enough" on paper). A region can slide through all three stages in a single bad monsoon year: rainfall fails first, then reservoirs and borewells run dry weeks later, and crop losses show up last, which is why drought relief often reaches farmers only after damage is already done. If you have ever seen news footage of cracked farmland or a dried-up village pond in Marathwada or Bundelkhand during a weak monsoon year, that visual is agricultural drought in its most visible form.
5. Landslides and Other Regional Hazards
Landslides cluster along the same young, unstable mountain belts as high seismic zones: the Western Ghats' steep monsoon-soaked slopes, and the Himalayan states of Uttarakhand, Himachal Pradesh, and the Northeast. Heavy rainfall loosening slopes already weakened by earthquakes or deforestation is the usual trigger, which is why landslide warnings spike during the monsoon in hill states.
Heatwaves are an increasingly tested hazard, concentrated over interior peninsular and northern plain states (Rajasthan, MP, UP, Andhra Pradesh, Odisha) during April-June, just before the monsoon breaks. IMD declares a heatwave when a station's maximum temperature crosses 40°C in the plains (or 30°C in hilly regions) and departs from the normal by a defined margin, with a severe heatwave tag applied at higher thresholds still. These interior belts suffer most because they sit far from any moderating sea breeze, unlike coastal cities, which stay comparatively cooler even in peak summer despite higher humidity.
The Western Ghats and the young Himalayan ranges share a landslide mechanism worth understanding rather than memorising as two separate facts. Both are steep terrain with loose, weathered rock or soil sitting on slopes that were never geologically stable to begin with; add monsoon rainfall that saturates the top soil layer, and gravity does the rest. Deforestation and unplanned hill-road construction make this worse by removing the root systems that would otherwise bind loose soil in place, which is why states like Kerala, Himachal Pradesh, and Uttarakhand see landslide warnings intensify almost every monsoon season, often triggering road and rail closures on hill routes for days at a stretch.
6. Disaster Management Framework — NDMA and the Legal Backbone
India's modern disaster-management system traces back to the 2004 Indian Ocean tsunami, which exposed how badly coordinated the country's disaster response was. Parliament passed the Disaster Management Act, 2005 in direct response, and this Act created the institutional structure you need to know.
- National Disaster Management Authority (NDMA): the apex body, set up under the 2005 Act. The Prime Minister is its ex-officio Chairperson. NDMA lays down policies, plans and guidelines for disaster management at the national level.
- State Disaster Management Authority (SDMA): chaired by the respective Chief Minister, mirrors NDMA's role at the state level.

You have likely seen NDRF teams on the news after almost every major flood or cyclone in the last decade, in their distinctive uniforms doing water rescues. That visible, boots-on-ground force is the operational arm; NDMA itself is a policy and coordination body, and exams frequently test which one actually does the rescuing versus which one plans.
Exam trap: NDMA was constituted under the Disaster Management Act, 2005, but is a statutory body, not a constitutional one. Don't tick "constitutional body" if that option appears; it's a common trap in multi-body GK questions comparing NDMA with bodies like the Election Commission.
The 2005 Act also introduced a funding structure that examiners occasionally test at the state level: the State Disaster Response Fund (SDRF) and National Disaster Response Fund (NDRF, confusingly sharing an acronym with the response force) are the two main financial mechanisms for relief spending, with the state fund handling routine, localised disasters and the national fund stepping in for disasters of a severity that overwhelms state resources. Before 2005, India's disaster response ran on an older, more reactive relief-and-rehabilitation model managed largely by individual state governments and the Ministry of Home Affairs, with no single national body responsible for preparedness planning.
