12. Morley–Minto, Lucknow Pact and Home Rule

The Indian Councils Act 1909, known as Morley–Minto Reforms, introduced separate electorates for Muslims and enlarged legislative councils. The Lucknow Pact (1916) brought the Congress and Muslim League together temporarily on constitutional demands. Annie Besant and Bal Gangadhar Tilak launched Home Rule Leagues in 1916, demanding self-government while using political education and public mobilisation.
