The Permanent Settlement (1793), mainly in Bengal, fixed the land revenue demand with zamindars and gave them proprietary rights subject to payment. The Ryotwari system made settlement directly with cultivators and was associated with Thomas Munro and Alexander Read in parts of Madras and Bombay. The Mahalwari system treated the village or mahal as the revenue unit and operated in parts of the North-Western Provinces and Punjab. These systems differed in the revenue intermediary, not in the underlying pressure on cultivators.
