What is the APPSC Group-III (Panchayat Secretary) exam pattern?
The Commission scheme for the Panchayat Secretary (Grade-IV) post has a Screening Test of 150 questions, 150 minutes and 150 marks, followed by a Mains of two papers of 150 marks each (300 marks): Paper-1 General Studies and Mental Ability, and Paper-2 Rural Development and Problems in Rural Areas with special reference to Andhra Pradesh. The scheme document carries no negative-marking line, so check the rule in the notification you apply under. Group-III selection has been district-wise.
| Section | Questions | Max Marks |
|---|---|---|
| Screening Test: general and rural-governance syllabus | 150 | 150 |
| Mains Paper-1: General Studies and Mental Ability | 150 | 150 |
| Mains Paper-2: Rural Development and Problems in Rural Areas (AP) | 150 | 150 |
What is the APPSC Group-III (Panchayat Secretary) syllabus?
The Screening syllabus has thirteen items: seven general (current affairs, general science, modern Indian history and the national movement, economic development since independence, reasoning and data interpretation, the Constitution, and the bifurcation of Andhra Pradesh) and six on rural development. Mains Paper-2 covers the evolution of Panchayat Raj in India and Andhra Pradesh, the role of the Panchayat Secretary, rural sociology and schemes, the rural economy and credit, community-based organisations and self-help groups, and revenue, expenditure and accounting of local bodies.
What is a good APPSC Group-III (Panchayat Secretary) cut-off?
The Commission published district-wise cut-offs, with relaxed cut-offs for BC, SC, ST and disability categories, for Notification No. 13/2018 (Screening Test held on 21 April 2019). Those figures belong to the thirteen districts of that time and are not a guide to a future cycle. No newer Group-III cut-offs exist because no newer notification has been issued.
How should I prepare for APPSC Group-III (Panchayat Secretary)?
Nearly half of the screening syllabus is rural and Panchayat Raj material, so do not prepare general studies alone. Build the Panchayat Raj backbone first (Balwant Rai Mehta Committee 1957, the 73rd Amendment in force from 24 April 1993, Part IX and the Eleventh Schedule, the A.P. Panchayat Raj Act 1994), then the general layer, then the rural layer, and finish with timed 150-question practice and an error log. The preparation overlaps strongly with Group-II, Group-IV and rural-cadre recruitments, so it is not wasted while you wait for a notification.

Who recruits Panchayat Secretaries now?
Under G.O.Ms.No.148 of 2019, Grade-V and Grade-VI (Digital Assistant) are direct-recruitment posts with the District Collector as appointing authority, and Grade-IV is filled by promotion from Grade-V for future vacancies. Follow the recruiting authority notification for who conducts the test.
What is the Group-III exam pattern?
A 150-mark Screening Test (150 questions, 150 minutes) and a Mains of two 150-mark papers: General Studies and Mental Ability, and Rural Development and Problems in Rural Areas with special reference to Andhra Pradesh.
