12 | Polavaram: geography, law and people

Polavaram lies on the Godavari upstream of the delta. It aims to support irrigation, transfer water toward the Krishna basin, supply water for people and industry, and generate hydropower. Its location is a river-gap and reservoir geography question; its national-project designation is a legal question; land acquisition and rehabilitation are human geography questions. Good preparation keeps these layers separate rather than reducing the project to one memorised figure.

Section 90 of the AP Reorganisation Act, 2014 declares Polavaram a national project. Official Ministry of Jal Shakti material describes central funding of the remaining irrigation component under the Act and the role of Polavaram Project Authority. The hydropower component is handled separately. The fact that a project has a national designation does not mean it is complete, that all costs are covered under one head, or that affected families' resettlement is finished.

The proposed transfer of 80 TMC toward the Krishna basin is a design feature in official project descriptions. TMC means thousand million cubic feet and is a volume unit, not a flow rate. One must not compare '80 TMC diversion' directly with a reservoir's MW hydropower rating: they measure different things. Numbers in project documents may describe designed command area, potential created or actual irrigation; write the label with the value.

The new Polavaram district name and the project name are related, but their administrative boundaries and the engineering footprint are not interchangeable.

Then add a separate human geography layer for villages, land and rehabilitation. The legal phrase 'national project' answers who has a statutory role; it does not tell you that all components have finished or that social impacts have disappeared.
