Chapter 3 — Decision making from stated rules

Treat conditions as a checklist

Decision questions describe eligibility rules and an applicant's profile. Convert every rule into a condition with an outcome: pass, fail or referral. Apply the conditions as written even if a real institution might use a different policy. A candidate who fails a mandatory condition is generally ineligible unless the stem explicitly supplies an exception. A referral range is not the same as a pass, and a value on a boundary must be handled by the stated inclusive or exclusive sign.

Make a compact decision table

If membership requires age at least 18, income no more than ₹50,000 and residence for three years, write three rows. A 17-year-old fails the age row even if income and residence pass. A 20-year-old earning exactly ₹50,000 passes an inclusive “no more than” limit. If the stem says ₹50,000–₹60,000 must be referred to a committee, inspect whether ₹50,000 belongs to the regular pass range or the referral range as actually worded; ambiguous boundaries should not be silently guessed. Record the applicant's fact beside each rule before reading the options.

Prioritise explicit exceptions

Sometimes a special category relaxes one requirement but leaves the others intact. Apply that exception only to the named condition. Do not turn a referral into approval. When two exceptions apply, check whether the rules specify their order. In the explanations, the decisive condition should be visible. In review, classify a wrong answer as boundary error, skipped condition, misapplied exception or confusion between “refer” and “eligible.”

Work boundary cases explicitly

A rule may require age at least 21 and service for more than three years. A person aged exactly 21 satisfies the first condition, while exactly three years of service fails the second. Translate “at least” into ≥, “more than” into >, “no more than” into ≤ and “below” into <. Mark those symbols beside each rule before reading profiles. Boundary values are popular distractors because the arithmetic is trivial but the language changes the result.

Suppose a scholarship rule has three steps: applicants with a score of 75 or above qualify; scores from 65 through 74 go for review; all lower scores are rejected. An applicant with 74 is not qualified, although a review may later approve them. An applicant with 75 qualifies immediately. If a separate rule requires residence in the district, both applicants must also meet it unless the question explicitly says the residence rule is waived. Do not apply a waiver to unrelated conditions.

Separate evidence from a decision

A profile may omit a required certificate. “Not stated” is not always the same as “failed”; the answer choices may distinguish incomplete information from ineligible. Follow the stem's stated procedure. If it says absence of evidence leads to referral, refer. If it says a valid certificate is mandatory for approval, do not approve an applicant whose certificate is unknown. A tidy table has one row per condition and three possible entries: passes, fails or unknown. This is more reliable than reading the profile as a narrative and forming an early impression.

Review a decision trace

After choosing an option, write the decisive rule number or phrase. If the candidate is rejected because of age, later favourable conditions cannot rescue them unless an explicit exception applies. If a special rule covers only age, keep checking education and experience. A wrong answer can then be traced to one precise mistake: a boundary, a missing fact, an exception applied too broadly or a confusion between referral and approval. This trace is useful for any rule-based reasoning question, not just eligibility cases.
