Correct answer: (D) Brother's wife's father
E is father of N, N is sister of T (so both are E's children), T is wife of R, and R is brother of Y. Since T (E's daughter) is R's wife, E is R's father-in-law, i.e. E is related to Y as 'brother's wife's father'.
