Scheme questions are among the easiest marks in the Andhra Pradesh general studies paper and also among the easiest to lose. Names change with administrations, benefits are dated, and examiners like to swap one scheme's amount or agency into another option. These notes give you a method, a status table and the rules of the main schemes, drawn from our Reading Room book AP Government Schemes 2026 and re-checked for this revision against government orders, the State Budget analysis for 2026-27 and dated news reports.

Scheme rules are time-sensitive. Every amount, eligibility rule and count below is labelled "as on October 2026" and tied to what we could read. Where we could read the government order, the order is named. Where we could only read a dated report, the report is described as a report. Always verify against the current government order or official portal before your exam. This post does not name any office-holder; it names offices and orders. 1. A five-question method for any scheme

Ask the same five questions every time: who administers it, who qualifies, what is the benefit, how is it delivered, and which dated order controls the answer. Then classify the benefit as a cash transfer, in-kind service, subsidy, insurance, price support, infrastructure or concession. This works better than memorising slogans, because names change while mechanisms continue or stop independently of the name.

Add a sixth step for this topic: put the scheme into one of three status boxes.

  • Exists: there is an order or a statute, money is budgeted or paid, and the benefit is being delivered.
  • Renamed: an earlier scheme continues under a new name, with the same or a changed mechanism. Do not claim a successor unless the mechanism genuinely continues.
  • Announced only: a promise or a policy statement exists, but we could not read an operative order or evidence of payment. Treat these as "announced", never as "implemented".

2. From announcement to payment

A policy announcement, a government order, a budget provision, beneficiary verification, sanction, release and payment are separate stages. A target of ten lakh beneficiaries is not proof that ten lakh accounts were credited. Direct Benefit Transfer is fast and traceable but can fail through wrong accounts, name mismatches or inactive bank accounts. When you read a number in a news item, label its stage: announced, sanctioned, allocated, released, paid or served.

A worked example: the State Budget for 2026-27 allocates a stated sum to a scheme. That is an allocation. A news item saying money was "released" in a month is a release. A figure of beneficiaries "eligible" is an eligibility count. Only a sum that a report says was "credited" to accounts is a payment. An examiner can write four options that use four different stages of the same scheme.

4. Social security pensions: NTR Bharosa

This is the scheme with the best official paper trail. G.O.Ms.No.43 of the Panchayat Raj and Rural Development Department, dated 13 June 2024, enhanced the pensions and restored the name "NTR Bharosa Pension Scheme". The earlier name was YSR Pension Kanuka, so this is a renamed scheme whose mechanism continued with higher rates.

Rules worth knowing from the order: the enhanced Rs 4,000 was payable from 1 April 2024 and disbursed from 1 July 2024 with three months of arrears, so July 2024 saw Rs 7,000 for that group, and Rs 4,000 monthly afterwards; the other enhanced rates were disbursed from 1 July 2024. The Chief Executive Officer of the Society for Elimination of Rural Poverty (SERP) and the Commissioner of Panchayat Raj and Rural Development were to take action.

So the statement "NTR Bharosa pays between Rs 4,000 and Rs 15,000" is a good summary of the main categories, but it is not a flat rate and it excludes the Rs 500 Abhayahastam line. A question that says "Rs 15,000 for all pensioners" is wrong, and so is "Rs 6,000 for fully disabled persons".

Other facts, all as reports as on October 2026:

  • A report on the fresh-application window states that around 62 lakh beneficiaries receive monthly assistance, with about Rs 2,694 crore distributed monthly among about 61.92 lakh pensioners. Applications are submitted at the village and ward secretariats, now named Swarna Gramam and Swarna Wardu, with Aadhaar and a rice card or income certificate and category documents (for example disability certificates).
  • A report on the central share says that from 1 October 2026 the Union share for about 9.34 lakh pensioners under the National Social Assistance Programme (Rs 382.82 crore) is to be transferred to Aadhaar-linked bank accounts through the SNA-SPARSH model, while the State share continues to be delivered in cash at home by secretariat staff. For old-age pension in the 60 to 79 age group, a report splits Rs 4,000 into Rs 200 from the Union and Rs 3,800 from the State.
  • Budget provision: the PRS Legislative Research analysis of the 2026-27 Budget lists Rs 27,719 crore for the NTR Bharosa scheme. A separate news report on the central-share change quotes a figure of Rs 33,485.10 crore for 62 lakh beneficiaries. The two figures differ, probably because of different scope or stage, so quote the figure with its source and do not mix them.
  • The same analysis notes that the 16th Finance Commission report observed Andhra Pradesh as having the highest per-capita expenditure on social security pensions and that a sample verification found some ineligible entries. That is a lesson in why verification drives are announced.

5. Education and food: Thalliki Vandanam and school schemes

Thalliki Vandanam is "per child", not per family. It provides Rs 15,000 per eligible child per year for students from Class I to Intermediate in government, private aided and private unaided schools and junior colleges. Reports on the first disbursal (12 June to 5 July 2025) say Rs 13,000 goes to the mother or guardian's bank account and Rs 2,000 is retained for school maintenance, sanitation and hygiene, and that about 67 lakh students and 43 lakh mothers were covered. A trap built on this: "Rs 15,000 is credited to the mother" is not what the reports say. Eligibility conditions reported by aggregator pages include a rice card, an Aadhaar-linked and NPCI-enabled account in the mother's name, an attendance requirement of 75 per cent and limits on land and electricity use. We could not read the order that fixes them, so check the latest guidelines before treating any single threshold as a fixed rule. The Budget for 2026-27 allocates Rs 8,456 crore.

School meals and kits. Reports state that the mid-day meal scheme was renamed Dokka Seethamma Madhyahna Badi Bhojanam and the school kit scheme Sarvepalli Radhakrishnan Vidya Mitra in 2024, replacing earlier names. These are in-kind services; a cash transfer is a different mechanism. A well-built question places a transfer, a meal, a kit and an infrastructure programme in one set of options, so classify each by what reaches the student: cash (Thalliki Vandanam), a cooked meal, a kit of bag, books and uniform, or a building upgrade. We could read the names in secondary reports only, so keep the renaming as "reported".

6. Women: Stree Shakti and Deepam 2.0

Stree Shakti gives free travel to girls, women and transgender persons holding Andhra Pradesh domicile, on presenting valid identity proof, from 15 August 2025. Reports list the covered services as Pallevelugu, Ultra Pallevelugu, City Ordinary, Metro Express and Express. Excluded are non-stop, interstate, contract carriage, chartered and package-tour services, and the Saptagiri Express, Ultra Deluxe, Super Luxury, Star Liner and air-conditioned services. Beneficiaries receive a zero-fare ticket, and the State reimburses the Andhra Pradesh State Road Transport Corporation (APSRTC). The launch estimate was about Rs 1,942 crore a year; the 2026-27 Budget allocates Rs 1,420 crore. "Free travel on every bus" is therefore wrong. The earlier text of this post gave a government order number for the scheme; we could not confirm that number from a primary source, so it has been removed.

Deepam 2.0 supports LPG use for women through three free cylinders per year, one every four months. Reports describe an advance-payment mechanism: the beneficiary pays the cylinder price and the amount is reimbursed to the bank account within 48 hours. Eligibility is reported as a white ration card holder with a gas connection and a linked bank account. Reports give the launch as 31 October or 1 November 2024, with a second phase beginning on 1 April 2025, and an annual cost of about Rs 2,684 crore at launch. Treat a beneficiary count as an eligibility figure, not a count of cylinders delivered.

7. Farmers, fishers, weavers and drivers

Annadatha Sukhibhava-PM Kisan combines the Union's PM-Kisan Rs 6,000 per year with a State contribution of Rs 14,000 to give Rs 20,000 per eligible farmer family in three instalments. The first instalment of Rs 7,000, made up of Rs 5,000 from the State and Rs 2,000 from PM-Kisan, was deposited on 2 August 2025 for about 47 lakh farmers, at a reported cost of Rs 3,174 crore. The 2026-27 Budget allocates Rs 6,600 crore. The Rs 20,000 figure already includes the Union's Rs 6,000, so do not add it twice. The earlier text of this post quoted a precise farmer-family count and a few other figures that we could not verify; they have been dropped.

Keep three instruments apart: input or investment support (Annadatha Sukhibhava), output-price intervention or procurement, and insurance. Their triggers and evidence differ.

Matsyakarula Sevalo is the fisher-family support for the fishing-ban period. A report dated 19 May 2026 states that Rs 20,000 each was released to 1,30,796 fisher families, a total of Rs 261.50 crore. The scheme is the continuation of an earlier fisher-support scheme under another name, so it is "renamed", and the earlier text of this post said the amount was raised from Rs 10,000 to Rs 20,000. We could confirm the present Rs 20,000 but not the earlier rate, so treat the "raised from" statement as unverified.

Free power for weavers rests on G.O.Ms.No.44 of the Industries and Commerce Department, dated 26 March 2025: free power up to 200 units a month for handloom weaver households and up to 500 units a month for powerloom units, with charges as per discom rules above those limits. The order recites about 93,000 handloom households and 10,534 powerloom units and an estimated Rs 125 crore a year, and says a Standard Operating Procedure would follow. Reports state the scheme took effect on 1 April 2026 with figures of about 93,000 handloom and 11,488 powerloom families and about Rs 150 crore a year, which differ from the order's numbers because they come from a later stage. The same order notes that the handloom weaver pension had been raised from Rs 3,000 to Rs 4,000 since April 2024, which links back to NTR Bharosa.

Auto Driver Sevalo provides Rs 15,000 a year to eligible auto, taxi and maxi-cab drivers who own and drive their vehicles. It was launched on 4 October 2025 with more than 2.9 lakh drivers identified and Rs 436 crore allocated for direct transfer, as reported. A report notes it was designed partly to offset the impact of free bus travel on drivers. Livestock insurance, women's self-help group programmes and similar items depend on specific orders; check the order before answering about eligibility.

8. Health: universal health policy and the NTR Vaidya Seva Trust

The Cabinet approved a universal health policy on 4 September 2025 in a hybrid model: the insurance company covers up to Rs 2.5 lakh and the Dr NTR Vaidya Seva Trust covers claims up to Rs 25 lakh, using the Ayushman Bharat-PMJAY framework, with approval within six hours of admission and settlement within 15 days. A report in our search results states that the scheme started on 1 April 2026 and covers 1.63 crore families, but we could not open an official page confirming the start date or the count, so treat the start date as "check the notification". The 2026-27 Budget analysis lists Rs 4,000 crore for the Dr Nandamuri Taraka Ramarao Vaidya Seva Trust. For an exam, the stable concept is the two-tier structure: insurer for the lower band, trust for the higher band.

9. Food and urban support

Anna Canteens serve subsidised meals in towns at Rs 5 per meal. They reopened on 15 August 2024 with 100 canteens, with a plan to reach 203 by the end of September 2024, as reported. Reports from 2026 mention over 200 canteens, but the count changes with openings and closures, so do not memorise a number. The Budget analysis also lists Rs 3,344 crore for rice subsidy, which belongs to the public distribution system and is a different programme from the canteens.

Rural works. The Budget analysis lists Rs 8,365 crore under the VB-G RAM G scheme in rural development, which is a Union-framework rural employment scheme. Treat it as a centrally framed scheme implemented through the State, and check the Union Act for its rules.

10. Renamed or continued: reading name changes correctly

Name changes are a favourite theme. The safest approach is to separate what was verified from what was reported.

Two points follow. A renaming does not by itself change the benefit, and a change in benefit does not always change the name. And a scheme in a "Navaratnalu" package from one period and a "Super Six" label from another do not map one to one; never claim a successor unless the mechanism genuinely continues.

11. Announced only: what not to treat as implemented

Two promises from the 2024 election period are often quoted in scheme tables: an unemployment allowance and a monthly cash transfer for women. In the sources we could read, the first was described as something the Government would roll out soon and as neither paid nor budgeted, and no official announcement of the second was reported. We could not find an operative order or evidence of payment for either. In an exam, if an option says "paid every month" or "now being implemented" for either, treat it with suspicion and look for the dated order. If a question is written as "announced in", the answer can reference the announcement. If you cannot verify, say "check the latest notification".

12. Reading numbers in the Budget

The State Budget for 2026-27 (presented on 14 February 2026) proposes total expenditure of Rs 3,32,205 crore. The PRS analysis lists these scheme-level provisions:

Two habits protect you in the exam. First, never add an initiative amount to a department total that already contains it; broad welfare totals and individual pension lines overlap. Second, always attach a date to a beneficiary count, because a speech or report gives reach as of its date and rules can change later without the old statement being false.

Also separate policy authority, financing, implementation and grievance contact for each scheme. Annadatha Sukhibhava-PM Kisan involves a Union framework with State implementation, while a State-funded pension or a local canteen follows a different fiscal and administrative route. Disability support is another example: NTR Bharosa pensions and the APSRTC disability pass are different programmes with different proofs, so match the agency (SERP, APSRTC, the school department or a local body) before choosing an answer.

13. Roles, records and grievances

Scheme literacy matters for police candidates. The competent civil department decides eligibility; police handle public order. A budget allocation is not an entitlement, and a district count from the old 26-district arrangement cannot be pasted onto the current 28 districts. Delivery usually runs through the village and ward secretariats, which now carry the Swarna Gramam and Swarna Wardu names under Act 17 of 2026, and that Act says the Mahila Police functionary in the secretariat is not "Police" under the Police Act, 1861. For the institutions that deliver schemes locally, read the polity and Panchayati Raj notes. For the money side, read the AP economy and budget notes. Agriculture-linked benefits connect with the agriculture and irrigation notes.

14. Worked questions

  1. "A pensioner who is fully disabled receives Rs 4,000 under NTR Bharosa." False. Under G.O.Ms.No.43, fully disabled persons (for example, paralysis confining to wheelchair or bed) receive Rs 15,000; Rs 4,000 is for old age, widow and similar categories.
  2. "Thalliki Vandanam gives Rs 15,000 per family." False on two counts: it is per child, and reports say Rs 2,000 of the Rs 15,000 is retained for school maintenance.
  3. "Free power for handlooms is 500 units." False. The 500-unit limit is for powerloom units; handloom households get up to 200 units (G.O.Ms.No.44 of 2025).
  4. "The Rs 20,000 under Annadatha Sukhibhava is paid on top of PM-Kisan." False; it includes the Union's Rs 6,000.
  5. "Stree Shakti covers the Saptagiri Express." False; reports list it as excluded.

15. Common exam traps

  • Adding the PM-Kisan Rs 6,000 on top of the Rs 20,000 total.
  • Treating "per child" as "per family" in Thalliki Vandanam, or saying the whole Rs 15,000 goes to the mother.
  • Reading a Budget allocation, such as a broad welfare line, as one scheme's allocation.
  • Equating a target or an eligibility count (canteens, beneficiaries) with a delivered count.
  • Assuming one pension amount for all NTR Bharosa categories; the main rates are Rs 4,000, 6,000, 10,000 and 15,000, with exceptions.
  • Treating a beneficiary count as cylinders delivered or payments made.
  • Confusing a cash transfer, a meal and a kit because all concern education.
  • Treating an announced promise as an implemented scheme.
  • Claiming a renamed scheme is new, or a new scheme is a rename, without checking the order.

16. How to revise this in 7 days

Is NTR Bharosa the same as the earlier YSR Pension Kanuka? It is the same pension mechanism under a restored name, with higher rates under G.O.Ms.No.43 of 13 June 2024.

Does the mother get the whole Rs 15,000 under Thalliki Vandanam? Reports say Rs 13,000 goes to the mother and Rs 2,000 is retained for school maintenance, sanitation and hygiene. Check the latest guidelines.

Are all APSRTC buses free for women? No. Only the listed service types are covered; non-stop, interstate, luxury, super luxury and air-conditioned services are excluded.

Is the unemployment allowance being paid? We found no operative order or payment evidence as on October 2026. Treat it as announced only unless a notification shows otherwise.

How much free power do weavers get? Up to 200 units a month for handloom households and up to 500 units for powerloom units, under G.O.Ms.No.44 of 26 March 2025, reported effective from 1 April 2026.
