Direct answer. A Sachivalayam employee's pay depends on the post and on whether the employee is still on probation. The official orders fix one thing firmly: those recruited initially in 2019 and 2020 were on probation for two years at a consolidated Rs 15,000 per month, and the department's scale applied after probation was completed satisfactorily. The scales stated in the 2019 and 2020 documents were Rs 15,030 - 46,060 for Panchayat Secretary Grade-V, Rs 14,600 - 44,870 for Grade-VI (Digital Assistant) and for the Village Revenue Officer Grade-II. As on October 2026, those are historical figures, because later pay revisions have changed pay slips, and we could not verify any current scale from an official page.
As on October 2026, the offices are called Swarna Gramam (rural) and Swarna Wardu (urban), under the Department of Swarna Gramam and Swarna Wardu (Act 17 of 2026, deemed effective from 13 January 2026). This guide still says "Sachivalayam" in the title because that is the name candidates search for, and in the text it uses the new name where the law does.
The pages that circulate on social media quote different numbers for the same post, often from different years. This guide therefore separates three kinds of statements: what an official order says, what an old notification said in its year, and what we could not verify. Wherever a figure comes only from an old document, the text says so.

2. Names and legal basis
The village and ward secretariat system began with G.O.Ms.No.110 of the Panchayat Raj and Rural Development department (19 July 2019) and G.O.Ms.No.217 of Municipal Administration and Urban Development (20 July 2019). The Andhra Pradesh Grama Sachivalayams and Ward Sachivalayams (GSWS) Act, 2023 (Act 23 of 2023) gave it a statutory framework. Act 25 of 2025 (assented 27 October 2025) adjusted ward functionaries, and Act 17 of 2026 (assented 2 April 2026, published 10 April 2026, deemed effective 13 January 2026) renamed the offices and the department.
An important point for anyone reading about pay: the Act does not set pay scales. Note 3 to Section 9 says the functionaries are governed by the service rules issued by their respective line departments. Pay, probation, tests and promotion come from those rules and from the recruitment notification of each post, not from the Act. That is why the Panchayat Secretary, the Village Revenue Officer, the ANM and the Energy Assistant can have different scales and different promotion routes while sitting in the same office.
3. Who works in a Swarna Gramam or Swarna Wardu
Section 9 of the Act, as substituted in 2026, lists eleven functionaries for the village office: Panchayat Secretary (Grade-V); Panchayat Secretary (Grade-VI), Digital Assistant; Engineering Assistant; Welfare and Education Assistant; Agriculture, Horticulture or Sericulture Assistant; Veterinary or Fisheries Assistant; Village Revenue Officer (Grade-II); Survey Assistant; Mahila Police (Grama Mahila Samrakshana Karyadarshi); Energy Assistant; and the Auxiliary Nurse Midwife.
For the ward office it lists ten: Ward Administrative Secretary; Ward Sanitation and Environment Secretary; Ward Data Processing Secretary; Ward Amenities Secretary; Ward Welfare and Education Secretary; Ward Planning and Regulation Secretary; Ward Revenue Secretary; Ward Women and Weaker Sections Protection Secretary; Ward Energy Secretary; and Ward Health Secretary.
If an older article mentions a "Village Surveyor", it refers to the post that appears in the 2026 table as "Survey Assistant". If it mentions "Ward Education and Data Processing Secretary" or "Ward Welfare and Development Secretary", it refers to posts that were reorganised and renamed by the 2025 amendment into the Ward Data Processing Secretary and the Ward Welfare and Education Secretary. When you read a salary figure, check which designation it was written for.
4. Probation and the Rs 15,000 consolidated pay
The probation rule comes from three official orders and one notification:
- G.O.Ms.No.110 (19 July 2019), paragraph 14(vii): the functionaries recruited initially will be on probation for two years at a consolidated stipend of Rs 15,000 per month; thereafter the concerned departments take action as per service rules in force for confirming the probation.
- G.O.Ms.No.148 (27 September 2019), Rule 8 as amended: direct recruits to Panchayat Secretary Grade-V and Grade-VI draw a consolidated Rs 15,000 per month for two years; after satisfactory completion of probation Grade-V is given the scale of Rs 15,030 - 46,060 and Grade-VI the scale of Rs 14,600 - 44,870; the District Collector declares the probation.
- G.O.Ms.No.149 (30 September 2019), clause 19 of the general job chart: the same two-year, Rs 15,000 consolidated stipend for functionaries recruited initially.
- The Revenue Department's 2020 notification for Village Revenue Officer Grade-II: Rs 15,000 per month consolidated for two years, then the regular scale (stated as Rs 14,600 - 44,870 under the 2015 pay scales), after satisfactory completion of probation.
What this means in numbers. Twenty-four months at Rs 15,000 is Rs 3,60,000 of consolidated stipend over the probation period. After that, the first step of the Grade-V scale in 2019 terms was Rs 15,030, which is only Rs 30 more than the stipend before allowances. The practical difference after probation came mainly from the allowances and the annual increments that the scale allows, not from the basic figure itself. We do not state the allowances, because they change with the dearness allowance orders and the place of posting.
An illustration, with invented numbers. To see why a single "salary" figure is slippery, consider a made-up basic pay of Rs 20,000, a dearness allowance of 10 per cent (Rs 2,000), a house rent allowance of 8 per cent (Rs 1,600), and deductions of Rs 3,000. The gross pay is Rs 23,600 and the net pay is Rs 20,600. The same employee could be quoted as Rs 20,000, Rs 23,600 or Rs 20,600 and each would be true. These are not Andhra Pradesh rates; they only show the arithmetic.
When probation is declared. The orders say probation is completed "satisfactorily" and is declared by an authority: for Panchayat Secretaries it is the District Collector. A declaration is an order, not an automatic event. If the declaration is delayed, the date from which the scale applies depends on the wording of that order, which is why employees keep a copy of it.
5. Tests that must be passed
For Panchayat Secretaries, Rule 10 as substituted by G.O.Ms.No.148 requires:
- Grade-V direct recruits: the Accounts Test for Local Body Employees (Paper-I and Paper-II) and the Computer Proficiency Test within the probation period.
- Grade-VI direct recruits: the Accounts Test for Local Body Employees (Paper-I and Paper-II) within the probation period.
If a person fails, probation is extended. For the Village Revenue Officer Grade-II recruited in 2020, the selected candidate had to pass the proficiency test in office automation with the use of computer and associated software within six months. Other posts have their own departmental tests under their own rules, and we have not verified them.
6. Promotion and career
Panchayat Secretary: verified. The 2019 amendment sets a ladder. Grade-VI (Digital Assistant) is a direct-recruitment post and also a feeder for Grade-V. Grade-V is filled by direct recruitment, by promotion from Grade-VI and by a third route for certain panchayat employees whose services were regularised under earlier orders. For future vacancies, the order fixes a ten-vacancy cycle: promotion from Grade-VI for the first, fifth and seventh vacancies; direct recruitment for the second to fourth and eighth to tenth; and the third feeder category for the sixth. Grade-IV is filled by promotion from Grade-V. The District Collector (Panchayat Wing) is the competent authority to post, transfer and discipline the Panchayat Secretaries of Grades III to VI within a district.
Other functionaries: not verified. G.O.Ms.No.110 says that earned leave, service records, promotions and disciplinary matters of the secretariat staff are handled by the respective line departments under their service rules. Note 3 to Section 9, as substituted in 2026, repeats that principle. We could not open the promotion rules for each post, so we do not claim a career path for the Village Revenue Officer, the ANM, the Engineering Assistant or the other functionaries. If you are comparing posts, read the service rules of the department. News reports in the past have described employees asking for clearer promotion paths; that is a demand, not an order, and this guide does not treat it as a rule.
Moving to other jobs. Any employee can apply for other government recruitments on the same terms as other candidates, subject to the age and qualification rules in each notification and to any permission requirement in the employee's own service conditions. 7. What the daily work looks like
The general job chart in G.O.Ms.No.149 applies to all village functionaries. It says that the office of the gram panchayat is the village secretariat; that functionaries are employees of the local government and responsible to the gram panchayat; that they must attend the office daily, plan field work around the availability of beneficiaries (even early morning or late evening, if necessary), maintain a daily work diary, accompany higher officers on field inspections and cross-check the needs identified by the village volunteers. It also says that every functionary shall stay or reside within the jurisdiction of the secretariat where posted. The functional assistants apply for casual leave to the Sarpanch, and they answer technically to the supervisory officers of their own departments.

The workload is a mix of office and field work. A Panchayat Secretary's day might begin with the front office, move to a house-tax collection round, then to a Gram Sabha preparation and end with updating the accounts. A Village Revenue Officer's day may be spent on field inspection and certificate enquiries, with a calamity or an encroachment complaint as an interruption. Because the job charts assign duties like "assist in calamities" and "perform election duties", availability beyond office hours is part of the job. Prospective candidates should read the job chart honestly before choosing.
8. Training
G.O.Ms.No.110 provides for induction training of one week at district or zonal level for the functional assistants, and general training at Panchayat Raj training centres, including Bapatla, Samarlakota and Kalahasti, in skills such as official correspondence, handling grievances, computer skills, communication and working in coordination with other functionaries. The order also says that line departments will make detailed training plans and that key performance indicators will be developed for each functionary, with an online monitoring system. We did not verify how these have been implemented since 2019.
9. Transfers and postings
For Panchayat Secretaries, the District Collector (Panchayat Wing) is the competent authority for posting and transfer within the district. For the other functionaries, the line department's rules apply. We did not find current transfer guidelines on an official page we could open, so we do not describe their conditions. When transfer counselling is announced, the guidelines are issued by the department and published on its portal.
The residence condition in the job chart is relevant here: functionaries are expected to live in the jurisdiction of the secretariat where posted. If you are choosing between postings, distance from home matters for both the rule and the daily routine.
10. A balanced view, as a checklist
Rather than telling you whether the job is good, here is a list of factors that candidates commonly weigh, drawn from the orders.

None of this is a judgement. A person who values a stable local job and public service may find the profile suitable; a person who needs predictable hours may weigh the field and calamity duties more heavily.
11. Recruitment status as on October 2026
Source checked: the APPSC recruitment notifications list, read on 7 October 2026. It showed notifications 07/2026 to 26/2026, all dated 15 September 2026, and none for any Swarna Gramam functionary. Because each line department can publish its own notification, and because the former Sachivalayam portal could not be reached, this is a negative result for one page only. Some websites speak of a notification for more than 14,000 posts. We could not find that on any official page, so we treat it as unverified.
When a notification does appear, read it for six items: the post and its department; the qualification and the crucial date; the age limit and relaxation; the exam scheme and negative marking; the probation and consolidated pay; and the appointing authority and local status rules.
12. How to test a salary number you see online
Ask three questions. First, from which year's order or notification does the figure come? Pay scales change at each pay revision. Second, is the figure basic pay, consolidated pay, gross or net? The same employee can be quoted four different ways. Third, which post and which place is it for? Allowances such as house rent depend on the place of posting. If the answer to any of the three is missing, do not base a decision on the number.
To check an official figure, read the recruitment notification of your post in the year you were recruited, the appointment order and the probation declaration order, and then a recent pay slip. The three together tell you the scale, the date it started and what you actually receive.
Common exam traps
- Quoting 2019 scales as current pay.
- Saying all Sachivalayam employees are on one scale. Scales come from each department's rules.
- Mixing probation stipend (consolidated, Rs 15,000) with the post-probation scale.
- Forgetting that the District Collector declares probation for Panchayat Secretaries.
- Using the older name "Village Surveyor" in an answer about the 2026 Act. The table says Survey Assistant.
- Treating the Act as the source of pay. It is not; service rules are.
- Believing that a notification exists because a website says so.
