Electrical and mechanical engineering graduates in Andhra Pradesh often search for "APPSC Assistant Engineer (Electrical/Mechanical)" and expect a single exam with two streams. The official notifications tell a more specific story. This guide reads those notifications line by line so that you know which Assistant Engineer posts APPSC has actually advertised, where a mechanical engineer fits, where an electrical engineer should look instead, and how to prepare for each route.
All time-sensitive facts below are marked "As on October 2026" and name the official document they come from. The main sources are the APPSC notifications at psc.ap.gov.in and the APGENCO recruitment page at apgenco.gov.in. Where a fact could not be confirmed from an official page, the text says so and asks you to check the latest notification.
The short answer: who recruits which engineer
As on October 2026, the APPSC recruitment list at psc.ap.gov.in shows two recent Assistant Engineer style notifications: Notification 11/2021 (Assistant Engineers in various engineering sub-services) and Notification 20/2025 dated 24.09.2025 (Assistant Engineer in various engineering subordinate services). In both, the vacancies are civil-heavy. Mechanical appears in a few departments and, in the 2025 notification, only inside a post that the department later earmarked for civil candidates. An electrical Assistant Engineer post does not appear in either document.
That does not mean electrical engineers have no state-government route. It means the route runs through other recruiters. The table below summarises what the official documents show.

Read the last row carefully. The Andhra Pradesh power sector, not APPSC, advertised Assistant Executive Engineer posts for electrical and mechanical branches in June 2026. If you hold an electrical degree and you are waiting for an APPSC electrical Assistant Engineer notification, you may be waiting for something that APPSC has not issued in its recent cycles.
What the 2025 Assistant Engineer notification contains
Notification 20/2025 invited applications for Assistant Engineer posts in various engineering subordinate services. The facts, as printed in the notification and valid as on October 2026, are these.
- Vacancies: 11 carried-forward vacancies, all zonal.
- Pay scale: Rs 48,440 to Rs 1,37,220 under RPS 2022.
- Age: 18 to 42 years as on 01.07.2025.
- Application window: 25.09.2025 to 15.10.2025, 11:00 PM.
- Mode: objective written examination in offline OMR mode, with the date announced separately.
- Posts: Assistant Engineer (Civil) in Rural Water Supply and Sanitation (4), Assistant Engineer (Civil) in Water Resources (5), and Assistant Engineer (Civil/Mechanical) in Panchayati Raj and Rural Development (2).
The Panchayati Raj post is the only one that names mechanical engineering, and the notification adds a clarifying note: because the notified vacancies for that post code are earmarked for civil engineering, only civil engineering candidates can apply. For a mechanical engineer, the 2025 notification therefore offered no open vacancy.
The 2021 notification was broader. It carried 35 carried-forward and 155 fresh vacancies. The fresh list included Assistant Engineer (Civil/Mechanical) in Panchayati Raj and Rural Development with 34 vacancies, Assistant Engineer (Civil or Mechanical) in Endowments with 3, and Assistant Engineer (Mechanical) in Water Resources with 5. The pay scale printed in that 2021 notice was Rs 31,460 to Rs 84,970, which is the older scale. Do not mix scales across notifications when you quote pay in an answer or an interview.
Qualification: diploma or degree depends on the post code
One of the most useful details in the 2025 notification is how qualification differs by post code. It is easy to assume that "Assistant Engineer" always means a B.E. or B.Tech. The notification says otherwise.
- Post code 01, Assistant Engineer (Civil) in Rural Water Supply and Sanitation: the LCE diploma issued by the State Board of Technical Education and Training, Andhra Pradesh, or an equivalent recognised qualification. The notification adds that candidates with higher qualification may also apply for this post code, citing G.O.Ms.No.282 of 2003.
- Post code 02, Assistant Engineer (Civil) in Water Resources: a diploma or bachelor's degree in civil engineering from a recognised university or institution, or an equivalent qualification.
- Post code 03, Assistant Engineer (Civil/Mechanical) in Panchayati Raj and Rural Development: a B.E. degree in civil or mechanical engineering, or a diploma such as the DCE, LCE, LME, LAE or LSE issued by the State Board of Technical Education and Training, or a recognised equivalent.
Two practical consequences follow. First, a mechanical engineer with an LME diploma or a B.E. in mechanical engineering is a recognised candidate on paper for the Panchayati Raj code, but only when the department's indent is not earmarked for civil. Second, equivalence claims need paperwork. The notification asks anyone claiming an equivalent qualification to submit a copy of the Government Order within ten days of the last date for applications, otherwise the application can be rejected.
Age, fee, reservations and local status
As on October 2026, the following rules come from Notification 20/2025 and apply to that cycle. Always read the current notification for your cycle, because age limits and fees are revised from time to time.
Age is 18 to 42 years as on 01.07.2025. Relaxations are 5 years for SC, ST, BC and EWS candidates, 10 years for persons with benchmark disabilities, 3 years plus length of service for ex-servicemen and NCC instructors, and up to 5 years for regular Andhra Pradesh state government employees. Employees of corporations and municipalities are not covered by the last relaxation.
Fee is Rs 250 as application processing fee plus Rs 80 as examination fee. The Rs 80 examination fee is waived for SC, ST, BC, persons with benchmark disabilities and ex-servicemen, for residents of Andhra Pradesh in households with a white ration card, and for unemployed youth who submit the required declaration. Candidates from other states pay both amounts and do not get these exemptions. Note that the AEE notification of 2025 printed Rs 120 as the examination fee, so the fee varies by post.
Reservation follows the State and Subordinate Service Rules. Vertical reservation applies for ST, SC, BC and EWS. Horizontal reservation applies for women and persons with benchmark disabilities, with women at one third. Zonal posts use the four zones: Zone I covers Srikakulam, Vizianagaram and Visakhapatnam; Zone II covers East Godavari, West Godavari and Krishna; Zone III covers Guntur, Prakasam and Nellore; Zone IV covers Chittoor, Kadapa, Anantapur and Kurnool, using the erstwhile district names printed in the notification. Local status needs study certificates from class IV to class X, or a residence certificate for those who did not study in an institution.
Scheme of examination for the Assistant Engineer post
As on October 2026, Notification 20/2025 prescribes a written objective examination of 300 marks followed by a Computer Proficiency Test. There is no interview and no descriptive paper in the scheme printed in that notification.

Each wrong answer is penalised by one third of the marks for that question, under G.O.Ms.No.235 of 2016. Appearing in both papers is compulsory, and absence from either paper disqualifies the candidature. The minimum qualifying aggregate is 40 percent for OC, ex-servicemen and EWS, 35 percent for BC, and 30 percent for SC, ST and persons with benchmark disabilities. Merely reaching the minimum does not give any right to selection.
The Computer Proficiency Test is a practical test of 100 marks over 60 minutes, covering office automation with a word processor, spreadsheet and presentation software. The minimum qualifying marks are 40 for OC, 35 for BC, and 30 for SC, ST and persons with benchmark disabilities. No candidate can be appointed without qualifying it. Part A is objective, and Part B is practical, with typing speed carrying 25 percent of the total marks.
Paper II in detail: the common civil and mechanical syllabus
Paper II is common to civil and mechanical candidates and is set at diploma standard. This is good news for a mechanical graduate, because the content sits inside what you studied in your second and third year. It is divided into two blocks.
Solid mechanics covers forces and their laws, centre of gravity and moment of inertia, simple machines, stress and strain with the stress-strain diagram for ductile materials, elastic constants and Poisson's ratio, riveted and welded joints, thin cylinders, shear force and bending moment diagrams, theory of simple bending, deflection of beams, pin-jointed trusses, torsion, principal stresses with Mohr's circle, and columns with the Euler and Rankine formulae.
Fluid mechanics covers fluid properties, pressure and its measurement with piezometers and manometers, pressure on immersed surfaces, Bernoulli's theorem and its use in the pitot tube, venturimeter and orificemeter, flow through orifices and mouthpieces, notches and weirs, losses in pipes, hydraulic gradient, water hammer, laminar and turbulent flow, impact of jets, water turbines (Pelton, Francis and Kaplan), and centrifugal pumps with priming and cavitation.
Worked examples that mirror the syllabus
Numerical practice beats theory reading for this paper. Work through these until the steps feel automatic.
Bending moment on a cantilever. A cantilever of length 4 m carries a 5 kN point load at the free end. The shear force is 5 kN throughout the length, and the bending moment is zero at the free end and grows linearly to 5 x 4 = 20 kN-m at the fixed support. Exam trap: students write the maximum moment as W x L / 2, which belongs to a different loading.
Simply supported beam under a uniformly distributed load. A 6 m span carries 10 kN/m. The total load is 60 kN, each reaction is 30 kN, and the maximum bending moment at mid-span is wL squared over 8, which is 10 x 36 / 8 = 45 kN-m. Check yourself by taking moments of the left half: 30 x 3 minus 10 x 3 x 1.5 equals 45.
Elastic constants. For a material with Poisson's ratio 0.25 and shear modulus 80 GPa, E = 2G(1 + nu) = 2 x 80 x 1.25 = 200 GPa. The companion relation is E = 3K(1 - 2 nu). If a question gives you two constants, you can always find the third, so memorise both relations.
Thin cylinder. A cylinder of diameter 1 m and wall thickness 10 mm holds internal pressure of 2 MPa. Hoop stress is pd over 2t, which equals 2 x 1000 / (2 x 10) = 100 MPa. Longitudinal stress is pd over 4t, which equals 50 MPa. The hoop stress is always double the longitudinal stress, a fact that appears in many options lists.
Shaft power. A shaft transmits 100 kW at 600 rpm. Torque is 60 P over 2 pi N, which equals 60 x 100000 / (2 x 3.1416 x 600), about 1,591 N-m. The unit handling is where marks are lost: convert kW to W before dividing.
Euler's column. The critical load is pi squared EI over the square of the effective length. Effective length is L for both ends hinged, 2L for one end fixed and one free, L over 2 for both ends fixed, and about 0.7L for one end fixed and one hinged. A column fixed at one end and free at the other therefore carries one quarter of the load of a hinged-hinged column of the same size.
Continuity and Bernoulli. A pipe narrows from 200 mm to 100 mm in diameter. Area scales with the square of diameter, so the area ratio is 4 and the velocity rises fourfold. If the water moves at 2 m/s in the wider section, it moves at 8 m/s in the narrow one, and the pressure head falls by the difference in velocity heads, (64 minus 4) over 2g, about 3.06 m of water.
Paper I: General Studies and Mental Ability
Paper I is the same ten-topic syllabus used across many APPSC engineering and lecturer posts. It covers current events at international, national and Andhra Pradesh level, general science and technology, history of India with a focus on Andhra Pradesh and the national movement, geography of India with a focus on Andhra Pradesh, Indian polity and governance, Indian economy and planning, sustainable development and environment, disaster management with remote sensing and GIS, logical reasoning, and data analysis.
Engineers often postpone this paper because they feel secure in the technical paper. Treat it as a scoring opportunity instead. A practical split of preparation time is about forty percent on the engineering paper, forty percent on Paper I and twenty percent on mock tests and revision, because both papers carry 150 marks and both are penalised at the same rate for wrong answers. Where a mechanical engineer fits in the AEE route
For degree holders, APPSC advertised Assistant Executive Engineer posts in 2022 under Notification 19/2022 dated 28.09.2022. That notification had 23 carried-forward vacancies in the pay scale Rs 57,100 to Rs 1,47,760, with applications from 26.10.2022 to 15.11.2022. The posts were AEE (Civil) in Rural Water Supply, Roads and Buildings, Water Resources and Panchayat Raj, and one AEE (Mechanical) in Water Resources. The written examination had three papers of 150 marks each, 450 in total: General Studies and Mental Ability, Civil and Mechanical Engineering (common), and a third paper in the candidate's own branch, civil or mechanical.
The mechanical syllabus in that notification is a useful map of degree-level expectations. It lists thermodynamics, heat transfer, refrigeration and air conditioning, turbomachines, theory of machines, machine design, machine drawing and solid modelling, engineering materials, manufacturing science, computer integrated manufacturing, industrial engineering, and modelling and simulation. As on October 2026, the most recent AEE notification in the APPSC list is 17/2025, and it is a civil post in Rural Water Supply and Sanitation. A mechanical vacancy is not currently advertised, so treat the 2022 syllabus as a guide to the standard, and confirm the real syllabus in whichever notification appears next.
Note also that the older Notification 09/2018 for Assistant Executive Engineers used a screening test followed by a main examination, with main-examination lists for civil and mechanical and for electrical candidates, as shown on the Commission's page for that notification. The pattern has since moved to the direct three-paper written examination plus the Computer Proficiency Test. If you use older question papers, remember that the pattern, the pay scale and the branches advertised can all differ from the present one.
Where an electrical engineer fits
An electrical engineer has two realistic options in the material reviewed here.
The first is the Assistant Electrical Inspector post in the AP Electrical Inspectorate Service, advertised by APPSC under Notification 10/2024 dated 06.03.2024 with 3 vacancies in the pay scale Rs 57,100 to Rs 1,47,760. It requires a bachelor's degree in electrical engineering plus three years of practical experience in electrical engineering, of which at least one year is in an electrical and mechanical workshop, generation, transmission, distribution or in administering the Indian Electricity Act. The examination was Paper I General Studies and Mental Ability (150 marks) and Paper II Electrical Engineering at engineering degree standard (300 marks), 450 in total, in computer-based mode. The Paper II syllabus covers circuits, electromagnetic theory, measurements, control systems, electronics, DC machines, transformers, induction machines and synchronous machines. Vacancies are very few, and the experience requirement excludes fresh graduates.
The second is the power sector. As on October 2026, APGENCO's recruitment page lists Notification 01/CGM (Adm, IS&ERP)/2026 dated 25.06.2026 for Assistant Executive Engineer (Electrical, Mechanical, Electronics) and Assistant Executive Engineer (Civil). Applications ran from 30.06.2026 to 20.07.2026. The notification states that a common recruitment examination covers electrical and civil vacancies notified by APGENCO, APTRANSCO and the three distribution companies, while a separate examination covers the mechanical and electronics vacancies in APGENCO. Key printed details are: age 18 to 42 as on 01.07.2026 with 47 for SC, ST, BC and EWS and 52 for persons with benchmark disabilities, a computer-based test of 100 marks with 70 marks for the core subject and the rest for reasoning, general awareness, English, quantitative aptitude and computer knowledge, no negative marking, an application fee of Rs 1,000, and minimum qualifying marks of 40, 35 and 30 percent by category. The selected candidates receive a consolidated remuneration during probation before moving to the time scale.
This is a different exam from the APPSC pattern, so do not use APPSC negative-marking habits there. If you attempt both, practise guessing strategy separately.
A twelve-week plan for a mechanical graduate
The plan assumes about three hours on weekdays and five on weekends, and it is built around Paper II first because it is a diploma-level paper where preparation compounds quickly.
- Weeks 1 and 2: engineering mechanics, forces, centre of gravity, friction and simple machines. Finish with 40 numericals.
- Weeks 3 and 4: strength of materials, stress and strain, elastic constants, shear force and bending moment diagrams. Draw every diagram by hand.
- Weeks 5 and 6: bending, torsion, columns, thin cylinders, principal stresses and Mohr's circle.
- Weeks 7 and 8: fluid statics, Bernoulli, flow measurement, orifices, notches and pipe flow.
- Week 9: jets, turbines and pumps, with classification charts for Pelton, Francis and Kaplan.
- Week 10: full revision of Paper II with a timed set of 150 questions in 150 minutes.
- Weeks 11 and 12: Paper I revision, current affairs and two complete 300-mark mocks, followed by error analysis.
In parallel, spend one evening each week on Paper I topics and one hour each weekend on the spreadsheet, document and presentation skills needed for the Computer Proficiency Test. Typing speed is the part most candidates underestimate because it is practical and carries a quarter of the CPT marks.
How to keep an error log
After each practice set, record every wrong answer with a reason: concept gap, formula slip, unit error, or reading mistake. After three sets, count the reasons. Most engineers find that unit and reading errors outnumber concept gaps, which is good news because it is fixable by slower first reads rather than more textbooks.
Common mistakes to avoid
- Waiting for a notification that does not exist. If you hold an electrical degree, watch the power-utility recruitment pages and the APPSC list for the Assistant Electrical Inspector post instead of an Assistant Engineer electrical notice.
- Quoting an old scale. The 2021 notification printed Rs 31,460 to Rs 84,970; the 2025 notification printed Rs 48,440 to Rs 1,37,220.
- Assuming an interview. The notifications reviewed here select on written merit plus the Computer Proficiency Test.
- Ignoring the zone and local rules. Zone and local status decide which vacancies you can compete for.
- Skipping the negative marking arithmetic. One third of the marks is deducted for every wrong answer in APPSC objective papers, so random guessing carries a cost.
- Applying without equivalence papers. If your qualification is not the one printed, send the Government Order within the stated window.

APPSC did list an electrical post, Assistant Electrical Inspector, in 2024. Check the Commission's current notification list, because new notifications can appear at any time.
Can a mechanical engineer apply to the 2025 Assistant Engineer notification? The only post mentioning mechanical was Civil/Mechanical in Panchayati Raj, and its vacancies were earmarked for civil engineering. In 2021 there were mechanical vacancies in Water Resources, Endowments and Panchayati Raj.
Is there an interview? The notifications reviewed select candidates on written merit and the Computer Proficiency Test. No interview stage is printed.

Can I attempt the APPSC and APGENCO exams together? Yes, but they differ in pattern. APGENCO uses a 100-mark computer-based test with no negative marking, while APPSC uses a one-third penalty. Practise each pattern separately.
Is the examination in Telugu or English? The general studies paper is set in English and translated into Telugu, and the English version is authoritative. The subject paper is in English only, as printed in the notification.
