Lecturer posts in the government polytechnic colleges of Andhra Pradesh are advertised by the Andhra Pradesh Public Service Commission under the A.P. Technical Education Service. They suit engineering and science graduates who want to teach diploma students. Many online summaries describe a master's degree requirement, an interview and a demonstration lesson. The official notification describes something different, and the difference changes how you should prepare.

This guide is based on APPSC Notification 13/2023 dated 21.12.2023, the most recent Polytechnic Lecturer notification in the Commission's recruitment list as on October 2026. Facts that can change are marked "As on October 2026" with the source. Where the notification does not say something, the guide says that too.

The notification at a glance

As on October 2026, Notification 13/2023 (Lecturers in Government Polytechnic Colleges, Engineering and Non-Engineering, in the A.P. Technical Education Service) is the latest in the Commission's list. It was advertised as Limited Recruitment against carried-forward vacancies. A supplemental notification dated 20.04.2023 also appears in the list for the same cadre. The central facts of Notification 13/2023 are below.

The largest groups were Civil Engineering (15), Commercial and Computer Practice (12), Electronics and Communication Engineering (10), and Automobile Engineering, Chemistry and Computer Engineering (8 each). Several disciplines had a single vacancy, and in a single-vacancy discipline the reservation category of that vacancy decides who can be selected.

Qualification: what is and is not required

This is the part most often described wrongly. The notification prescribes the following, as on October 2026.

  • Engineering disciplines (architectural, automobile, bio-medical, ceramic, civil, computer, electronics and communication, electrical and electronics, electronics and instrumentation, mechanical, metallurgical, mining and textile): a first class bachelor's degree in the appropriate branch of engineering or technology. A master's degree is not named as a requirement in the printed qualification.
  • Textile Technology: a first class bachelor's degree in textile technology.
  • Garment Technology: either that or a first class master's degree in Home Science with clothing and textiles as subjects.
  • Chemistry, English, Geology, Mathematics and Physics: a first class postgraduate degree in the appropriate subject.
  • Commercial and Computer Practice: a first class master's degree in commerce, plus the higher grade in typewriting in English and the higher grade in shorthand in English conducted by the State Board of Technical Education and Training.
  • Pharmacy: a first class bachelor's degree in pharmacy.

A concession applies for SC and ST candidates: a relaxation of five percent marks, so that candidates with 55 percent and above in the appropriate branch are eligible, under G.O.Ms.No.178 of 2005. Subject equivalence is dealt with in an annexure to the notification, and anyone claiming an equivalent qualification must send a copy of the Government Order within ten days of the last date for applications.

Two points follow. First, if you hold a first class B.E. or B.Tech, you can apply for the engineering discipline without waiting for an M.E. or M.Tech. Second, "first class" is a hard condition. A candidate with a pass class has to look for another route.

Age, fee and reservations

Age is 18 to 42 years as on 01.07.2023. Relaxations printed in the notification are 5 years for BC and EWS candidates, 10 years for SC, ST and persons with benchmark disabilities, 3 years plus length of service for ex-servicemen and NCC instructors, and up to 5 years for regular state government employees (employees of corporations and municipalities are not eligible). These are different from the relaxations in some other APPSC notifications, which is a reminder to read each notification rather than reuse numbers.

The fee is Rs 250 as application processing fee plus Rs 120 as examination fee. The examination fee is exempt for SC, ST, BC, persons with benchmark disabilities and ex-servicemen, for white-card households of Andhra Pradesh residents and for unemployed youth with the declaration. A candidate who is eligible for more than one post must submit a separate application for each.

Reservation follows Rules 22, 22A and 22B of the State and Subordinate Service Rules, with vertical reservation for ST, SC, BC and EWS, and horizontal reservation for persons with benchmark disabilities, women and meritorious sports persons. Women get one third horizontally. Local reservation applies as provided under Article 371-D and the Presidential Order, the vacancy table is zone-wise, and candidates from other states are not entitled to local reservation.

Scheme of examination

The scheme follows Annexure III of G.O.Ms.No.141 of the Finance Department dated 01.08.2016, as read with G.O.Ms.No.100 of 2022. The written test is objective and has two papers.

For engineering streams, the concerned-subject paper is of engineering bachelor's degree standard. For non-engineering streams, it is of postgraduate degree standard. Each wrong answer is penalised by one third of the marks, so in Paper 2 a wrong answer costs two thirds of a mark and in Paper 1 one third.

That detail is easy to miss. Because Paper 2 has 150 questions for 300 marks, each question carries two marks. A wrong answer therefore costs two thirds of a mark. Guessing without elimination is much more expensive in the subject paper than in the general paper.

Appearance in both papers is compulsory. Minimum qualifying marks on aggregate are 40 percent for OC, sports persons, ex-servicemen and EWS, 35 percent for BC and 30 percent for SC, ST and persons with benchmark disabilities. The selection is on merit in the written examination, followed by the Computer Proficiency Test for shortlisted candidates, which is a 100-mark practical test in 60 minutes with minimum marks of 40, 35 and 30 for the three groups. The notification does not print an interview or a demonstration lesson.

The Commission's printed instructions on calculators say that non-programmable calculators would be permitted wherever necessary, and that mobile phones, programmable calculators, tablets and similar devices are not allowed in the examination hall. Confirm the rule on your hall ticket.

The selection stages one by one

The sequence printed in Notification 13/2023 is: online application, computer-based written test, initial answer key, objections, final key, shortlisting on merit for the Computer Proficiency Test, certificate verification and the selection list. Knowing what happens at each stage removes last-minute surprises.

One Time Profile Registration (OTPR) is required before applying, and the notification states that OTPR alone is not an application for any post. Keep the mobile number and email registered in OTPR unchanged, because the Commission sends communication to them. The notification also points to a mock test facility on the Commission's website so that applicants can practise the answering pattern of the computer-based test. Since the test is on a computer, practise doing calculations from the screen and managing rough work.

After the examination the Commission publishes an initial answer key. Objections must be filed in the prescribed format within three days of publication, and late objections are not entertained. Each objection costs Rs 100, refunded if it is sustained. Three subject experts examine the objections and finalise the key, and the finalised key is not reopened. If any question is deleted, the marks for that part are scaled up proportionately to the maximum marks of the paper and rounded to two decimals to decide merit.

If candidates have equal total marks, they are bracketed and ranked by age, the older candidate first, and if age is also equal, the candidate with the earlier educational qualification is considered. Zone preferences are taken at the time of the online application and again at certificate verification, where the preference is mandatory and final according to the notification. The preferences are indicative only, and the Commission can assign a qualified candidate to any notified post. After selection, the marks list is displayed on the Commission's website, and an individual memorandum of marks can be obtained after one month by paying Rs 200 within a three-month window. Appointment is subject to medical fitness.

How the Computer Proficiency Test marks are divided

Part A of the CPT is objective and carries 20 percent of the total marks. Part B is a computer-based practical: typing speed carries 25 percent, organising and inserting objects such as tables and images in a document carries 15 percent, an Excel task with data entry, merging and splitting cells, formulae, conditional formatting and graphs carries 20 percent, and a presentation task using standard layouts carries 20 percent. The annexure says typing speed may be made mandatory for qualifying under the existing norms, so do not treat it casually.

Paper 1: General Studies and Mental Ability

Paper 1 is the same ten-topic paper used in other APPSC degree-level recruitments. It covers current events at international, national and Andhra Pradesh level, general science and technology, history of India with a focus on Andhra Pradesh and the national movement, geography of India with a focus on Andhra Pradesh, Indian polity and governance, Indian economy and planning, sustainable development and environment, disaster management with remote sensing and GIS, logical reasoning, and data analysis.

The paper has 150 questions for 150 marks, one mark each, with a one-third penalty. Use our Andhra Pradesh notes for static material: history from the Satavahanas to the Eastern Chalukyas, medieval history, freedom struggle and social reform, geography, polity and economy.

Paper 2: the subject paper, branch by branch

The syllabus for each of the 21 disciplines is printed in Annexure II of the notification. The following summaries cover the five largest engineering branches. For other disciplines, read the annexure for your branch.

Civil Engineering

The syllabus has eight areas: analysis of structures; structural design (reinforced concrete by working stress and limit state methods, structural steel, prestressed concrete elements); fluid mechanics and hydraulic machines; water resources engineering (open channel flow, hydrology, groundwater and Darcy's law); surveying; geotechnical engineering; transportation engineering (highways and railways); and environmental engineering. The analysis of structures includes deflection by double integration, Macaulay's, moment-area and conjugate-beam methods, and indeterminate analysis by flexibility, stiffness, slope-deflection, moment distribution and Kani's method.

Mechanical Engineering

The syllabus covers fluid mechanics, thermodynamics, material science, engineering mechanics and strength of materials, manufacturing processes, applied thermodynamics (IC engines, turbomachines, boilers and condensers, reciprocating air compressors), heat transfer and refrigeration, machine design, machine drawing and solid modelling, theory of machines, production engineering, metrology and industrial engineering.

Electrical and Electronics Engineering

The syllabus runs through nine sections: electric circuits, electromagnetic fields, signals and systems, electrical machines, power systems, control systems, electrical and electronic measurements, analog and digital electronics (including the 8085 microprocessor) and power electronics. The machines and power systems sections are the most detailed, with transformer tests, regulation and efficiency, induction motor torque-speed characteristics, synchronous machine regulation, load flow by Gauss-Seidel and Newton-Raphson methods, symmetrical components, fault analysis, protection, and the equal-area criterion.

Electronics and Communication Engineering

The syllabus has seven sections: networks, signals and systems; electronic devices; analog circuits; digital circuits; control systems; communications; and electromagnetics. It includes the 8085 microprocessor, data converters, modulation schemes, information theory, transmission lines, waveguides and antennas.

Computer Engineering

The syllabus has twelve topics: hardware and computer organisation, discrete mathematics, theory of computation, compilers, programming in C, C++ and Java, data structures and algorithms, DBMS, operating systems, computer networks, computer graphics, AI techniques and software engineering.

Worked problems at lecturer level

Because Paper 2 is at degree standard, calculations are central. Practise the following until you can do them without notes.

Synchronous speed and slip. A 4-pole induction motor on a 50 Hz supply has a synchronous speed of 120 f over P, which is 120 x 50 / 4 = 1500 rpm. If it runs at 1440 rpm, the slip is (1500 - 1440) / 1500 = 4 percent, and the rotor current frequency is slip times supply frequency, which is 2 Hz.

Maximum transformer efficiency. Efficiency is maximum when copper loss equals iron loss. If the iron loss is 1 kW and the full-load copper loss is 4 kW, the load fraction for maximum efficiency is the square root of 1 over 4, which is 0.5, so the transformer is most efficient at half load.

Resonance. For a series RLC circuit with L = 10 mH and C = 10 microfarad, the resonant frequency is 1 over 2 pi times the square root of LC, which is 1 / (2 x 3.1416 x 0.000316) = about 503 Hz.

Rectifier output. A single-phase full-wave bridge rectifier fed from a source of peak voltage 325 V has an average output voltage of 2 Vm over pi, which is 2 x 325 / 3.1416 = about 207 V (ignoring diode drops).

Carnot efficiency. An ideal engine operating between 600 K and 300 K has an efficiency of 1 minus 300 / 600, which is 50 percent. Temperatures must always be in kelvin.

Conduction. Heat flux through a plane wall of thermal conductivity 0.5 W per metre-kelvin, thickness 0.1 m and temperature difference 40 K is k times delta T over L, which is 0.5 x 40 / 0.1 = 200 W per square metre.

Open channel flow. A rectangular channel 4 m wide with depth 1 m, Manning's n = 0.015 and slope 0.0004 has hydraulic radius 0.667 m and velocity of about 1.02 m/s, so the discharge is about 4.07 cubic metres per second.

Euler's column. A column fixed at one end and free at the other has an effective length of twice its length, so it carries one quarter of the buckling load of the same column with both ends hinged.

A twenty-week preparation plan

The plan assumes you hold the first class degree and want to cover your own discipline for Paper 2 and the general paper for Paper 1.

  • Weeks 1 to 2: read Annexure II for your discipline and list every topic, marking each as strong, medium or weak.
  • Weeks 3 to 10: study the weak and medium topics for Paper 2 in syllabus order, solving ten to fifteen problems per topic, and revising with notes limited to one page per topic.
  • Weeks 11 to 12: study Paper 1 static topics, using the linked Andhra Pradesh notes, and start a current-affairs notebook.
  • Weeks 13 to 15: take topic-wise tests and a full-length Paper 2 every week, in the format of 150 questions in 150 minutes.
  • Weeks 16 to 18: full-length mocks of both papers, 450 marks in all, with analysis the next day.
  • Weeks 19 to 20: Computer Proficiency Test practice, document and certificate preparation, and a revision of your error log.

Using the one-third penalty wisely

Because each Paper 2 question is worth two marks and a wrong answer costs two thirds of a mark, the break-even point for guessing is a probability of one third. If you can eliminate two of four options, guessing is favourable. If you cannot eliminate any, skipping is better. Practise this rule during mocks, so that it becomes automatic in the examination hall.

Teaching-oriented preparation

The notification does not print a demonstration lesson, but a lecturer's work is teaching. While you study, explain each major concept aloud in plain words as if to a diploma student, and write a short worked example. This builds depth, helps recall in the examination and prepares you for the classroom.

As on October 2026, these are the figures printed in the three notifications. Pay scale labels differ: the lecturer scale is stated under AICTE 2016 scales and the engineering scales under RPS 2022.

Common mistakes

  • Assuming a master's degree is compulsory. Notification 13/2023 asks for a first class bachelor's degree for engineering disciplines.
  • Preparing a demonstration lesson as a selection stage. The notification prints none.
  • Using the wrong penalty arithmetic. The same one-third rule applies, but each Paper 2 question carries two marks.
  • Overlooking the vacancy table. Many disciplines had one to four vacancies, and the reservation category of each vacancy matters.
  • Ignoring the Computer Proficiency Test. No appointment is possible without qualifying it.
  • Relying on an old notification. The qualification, age cut-off date and relaxations differ between notifications.

Frequently asked questions

Is a master's degree compulsory for Polytechnic Lecturer? For engineering disciplines, Notification 13/2023 prints a first class bachelor's degree in the appropriate branch. For the non-engineering subjects (chemistry, English, geology, mathematics, physics), it prints a first class postgraduate degree, and commerce requires a master's degree in commerce with typewriting and shorthand.

Is there an interview or a demonstration lesson? The notification prints selection on written merit followed by the Computer Proficiency Test. It does not print an interview or a demonstration lesson.

Can I apply for more than one discipline? A candidate eligible for more than one post must submit a separate application for each eligible post, as the notification states.

Is the examination in English or Telugu? As printed in Notification 13/2023, the subject papers are in English medium only, and the General Studies and Mental Ability paper is set in English and translated into Telugu, with the English version authoritative.

Is a new Polytechnic Lecturer notification expected? As on October 2026, the latest notification in the Commission's list is 13/2023. The Commission announces notifications on its website. The guide cannot confirm any future notification.

Can I use a calculator? The printed instructions say non-programmable calculators would be permitted wherever necessary and prohibit programmable calculators, mobile phones and other devices. Check the hall ticket instructions for your examination.

Does the age limit depend on the notification date? Yes. The age limit is counted as on the date printed in the notification, 01.07.2023 for Notification 13/2023. A new notification will print its own date and may use a different limit.
