A State Public Service Commission is created under Article 315 of the Constitution and is entrusted under Article 320 with conducting examinations for appointments to state services and with advising the government on recruitment rules and disciplinary matters. In Goa, the Goa PSC handles many gazetted and some non-gazetted posts, and college teaching posts often fall within this list when the recruitment rules say so.

Eligibility
Educational Qualification for Assistant Professor
The University Grants Commission regulations set the minimum qualification for college and university teachers, and the state follows them. The commonly used framework is:
- A Master's degree in the relevant subject with at least 55 percent marks, or an equivalent grade, from a recognised university, with relaxation for reserved categories as per the rules.
- Qualifying in the National Eligibility Test (NET) conducted by the UGC, or the State Eligibility Test (SET) or SLET where accepted, in the concerned subject. For Maharashtra and Goa, the state level test has been conducted jointly as MH-SET, and its recognition for a Goa post should be checked in the notice.

The minimum age is normally 21 or as per rules. The upper age limit is set in the notice and is commonly relaxed for reserved categories and for persons with disabilities. Some notices offer relaxation to candidates with a PhD or teaching experience, so read the fine print.
Language and Domicile
Some state recruitment rules require knowledge of Konkani and sometimes Marathi, and some carry a domicile or residence condition. Keep evidence such as a school certificate with Konkani as a subject. For subject areas such as Konkani, Marathi, Portuguese or Hindi, the expected competence in the language is obviously higher.
Application Process
Applications are made online on the Commission's portal. Prepare scanned copies of degree certificates, mark sheets, the NET or SET certificate, the PhD certificate if you have one, category certificates, experience certificates, photograph and signature. Fill the form in the name shown on your certificates. Pay the fee if any, and keep the confirmation. Because eligibility is examined on a stated date, note whether your NET or SET result declaration date falls before that date.
Selection Stages
The scheme differs by notice. The stages you may meet are:
- Screening. Applications are checked for eligibility. Where many candidates apply, the Commission may shortlist on academic merit or hold a screening test.

Salary and Career Growth
Assistant Professors in government colleges are usually paid according to the UGC pay structure as adopted by the state, with an academic pay level for the entry post. In the seventh pay commission structure, the entry level for Assistant Professor was placed at a level called Academic Level 10 in the central scheme, but the state may follow its own adaptation, and allowances such as dearness allowance and house rent depend on the rules.
