The Upper Division Clerk (UDC) is the senior clerical post in a Goa government office. Where a Lower Division Clerk mostly types, files and records, a UDC is expected to handle notings, check bills, deal with rules and guide juniors. For a graduate in Goa who wants a stable government career without moving out of the state, this is one of the most sensible targets. Recruitment for such Group C posts is handled largely through the Goa Staff Selection Commission (Goa SSC), and some posts are advertised by departments or corporations directly. This guide describes the job, the typical process, the syllabus and a practical preparation plan.

Please read this first. Goa is a small state and does not run a fixed annual clerical examination. Advertisements appear when departments send requisitions, and a single notice may combine several posts with different rules. The UDC post is also often filled partly by promotion from Lower Division Clerks and partly by direct recruitment, according to the recruitment rules of each department, so direct openings can be limited and irregular. This article therefore avoids vacancy numbers, dates, fees, marks and cut-offs. Where a detail matters, we tell you to check the current official advertisement.

Latest Notification and How Recruitment Cycles Work

There is no standing "Goa UDC exam" with a yearly date. The usual sequence is that a department identifies vacancies in the direct recruitment quota, sends a requisition, and the recruiting agency publishes an advertisement stating the posts, pay level, qualification, age, reservation and selection method. The selection then follows the steps in that advertisement.

Points that follow from this:

  • Promotion is a large route. In many clerical cadres, a portion of UDC posts is reserved for promotion of Lower Division Clerks with a stated number of years of service. Direct recruitment gets only the remaining quota, and sometimes none in a given year. Read the recruitment rules of the department if you are already in service.
  • Rules can differ between notices. One notice may ask for a degree in any subject and a typing speed, another may add a computer certificate, and another may prefer commerce graduates for accounts related posts.
  • Watch official channels. Follow the Goa SSC website, the Goa Gazette, local newspapers and the news page on pareeksha.in. Social media dates without a notice are rumours.
  • Prepare in a way that is transferable. The UDC syllabus overlaps with the central SSC CGL and CHSL, bank clerk and other state clerical exams, so your preparation is not wasted if the Goa notice is delayed.

What the Job Is: A Day in the Role

A UDC works one step above the Lower Division Clerk and one step below the Assistant or Superintendent. The role has more paperwork of judgement and less of pure typing.

  • Noting and drafting. A file moves through an office by "noting". The UDC reads the incoming letter, checks the earlier correspondence, quotes the relevant rule or precedent, summarises the issue in a note and proposes a course of action for the senior to approve. A good note is short, correct and complete.
  • Drafting replies. Preparing letters, office memoranda, orders and replies to public queries, including replies under the Right to Information Act 2005 where the office is a public authority.
  • Accounts and bills. Preparing salary bills, travel allowance claims, contingent bills and other simple vouchers, maintaining the cash book and checking that expenditure is within the sanctioned budget head. Larger accounts work may be with an accountant, but the UDC is often the first to prepare it.
  • Establishment work. Maintaining service books, leave records, increments, seniority lists and annual confidential or performance records.
  • Supervision. Guiding Lower Division Clerks, allotting tasks and checking their work.
  • Public interface. Explaining procedures to applicants and dealing with grievances in a calm way.

A UDC who knows the rules, writes clearly and does not delay files is valued by every officer. Errors in notings and bills have financial and legal consequences, so accuracy matters more than speed.

Post and Vacancy Structure

The UDC is a Group C, non-gazetted, ministerial post. Recruitment may be by direct selection, by promotion, or by a mix, as the department's rules provide. Vacancies vary and are shown in the advertisement with category-wise details. Never rely on a number from a coaching poster or a video.

Eligibility

Educational Qualification

The usual requirement for direct recruitment to a UDC post is a bachelor's degree from a recognised university, generally in any discipline. Some advertisements ask for additional conditions such as a computer certificate, typing speed in English (and sometimes in Konkani, Marathi or Hindi), or a preference for commerce graduates. Check the notice for these points:

  1. Is any graduation acceptable, or is a particular degree named?
  2. Is a minimum percentage required?
  3. Is a computer or typing qualification required at the time of applying?
  4. Is prior experience in a government office counted?

If you are an in-service Lower Division Clerk, check the promotion rules for the required period of service and any departmental test.

Age Limit

Normally 18 is the minimum age and the upper limit sits in the late twenties or early thirties for direct candidates, with relaxations for reserved categories, persons with disabilities, ex-servicemen and sometimes government servants. The calculation date and limits are in each advertisement.

Language and Residence

Konkani is Goa's official language, written in Devanagari, and Marathi may be used for official purposes under the state's Official Language Act. Recruitment rules for many state posts require knowledge of Konkani, and some also require domicile or long residence in Goa. Keep a school certificate that shows Konkani as a subject, if you have one, together with a residence proof. Read whether a Konkani test is conducted.

Other Conditions

Indian citizenship, good conduct, medical fitness and valid reservation certificates in the prescribed format are standard requirements. Documents such as a graduation mark sheet, a provisional certificate if the degree is recent and a caste or category certificate should be ready before the advertisement.

Application Process

Applications are normally online. Register, fill in details exactly as on your certificates, upload a photograph and signature, pay the fee if any, submit and keep a copy. Fee amounts and exemptions vary by notice. Apply well before the last date, because portals slow down at closing time, and make sure your mobile number and email are working since admit cards and notices are often delivered there.

Selection Stages

A clerical selection in Goa is usually short. A notice may use some or all of the following steps.

  1. Written examination. Objective in most cases, covering general awareness, reasoning, quantitative aptitude and English. For the UDC level, some notices add a paper on general administration, office procedure or accounts.
  2. Typing or computer proficiency test. Frequently qualifying in nature.
  3. Language test. A Konkani or Marathi check where rules require it.
  4. Interview. Included in some notices and left out of others.
  5. Document verification and medical. Original certificates are checked before the appointment.

The scheme, weightage and any minimum qualifying marks are decided by the notice. Read it three times.

Detailed Syllabus and How to Study It

The following is a framework built from what graduate-level clerical recruitment usually covers. Match it to the actual notice.

General Awareness and Polity

  • Constitution and governance. Preamble, Fundamental Rights (Articles 12 to 35), Directive Principles, Fundamental Duties, the Union and the State executive, the Governor's role, the Legislative Assembly, the High Court and the subordinate courts, the panchayats and municipalities after the 73rd and 74th Amendments, and constitutional bodies such as the Election Commission, the State Public Service Commission and the Comptroller and Auditor General.
  • Financial provisions. The Consolidated Fund of the State is under Article 266, the Contingency Fund under Article 267 and the annual financial statement (state budget) under Article 202. These are easy marks for a clerk-level paper.
  • Important laws for office work. The Right to Information Act 2005, and awareness of the Prevention of Corruption Act and the service conduct rules that govern government servants. Know the outline, not the fine print.
  • History and geography. Freedom struggle milestones, Indian geography and the economic geography of the Konkan coast.
  • Economy. Budget, GST in outline, banking, RBI, inflation and welfare schemes.
  • Current affairs. Six to twelve months, national and Goa.

Goa Knowledge

  • Capital: Panaji. Districts: North Goa and South Goa.
  • The Portuguese took Goa in 1510 under Afonso de Albuquerque, and rule ended in December 1961 after Operation Vijay. Liberation Day is 19 December.
  • The Goa Opinion Poll of 16 January 1967 asked residents whether to merge with Maharashtra or remain a separate Union Territory. The result favoured remaining separate.
  • Goa became a state on 30 May 1987, the 25th state of India. Konkani became the state's official language in 1987, and it entered the Eighth Schedule in 1992.
  • Rivers: Mandovi, Zuari, Chapora, Terekhol and Sal. Dudhsagar Falls is on the Goa and Karnataka border.
  • Goa University, at Taleigao, was established in 1985. The Bombay High Court has a bench at Panaji.
  • Old Goa churches and convents, including the Basilica of Bom Jesus, are a World Heritage Site.
  • Village communities known as communidades, a Portuguese era institution of collective land ownership, still operate in Goa.

Quantitative Aptitude

The level is graduate, but the mathematics remains Class 10. Focus on percentage, ratio, profit and loss, simple and compound interest, average, time and work, speed and distance, mixtures, number system, simplification, and data interpretation. Data interpretation with tables and bar or line graphs is especially important at this level. Practise finding percentage change, ratios of two columns and averages across years without a calculator.

Reasoning

Analogy, classification, series, coding, blood relations, direction sense, ranking, syllogism, statement and conclusion, seating arrangement of a basic kind, and data sufficiency. Practise a diagram for every question. For syllogisms, learn to draw Venn circles for "all", "some" and "no".

English and Office Language

Vocabulary, grammar, error detection, sentence improvement, cloze test, reading comprehension, precis writing and formal drafting. At UDC level, note the difference between a letter, an office memorandum, an office order, a notification and a circular, and the language of a courteous, precise note. If Konkani or Marathi is included, practise translation of short official sentences.

Accounts and Office Procedure

Where the notice includes this, expect elementary topics.

  • Government accounting basics. Receipts and payments, revenue and capital expenditure, budget heads, sanction, appropriation and re-appropriation, vouchers, cash book and bank reconciliation in outline.
  • Bills and allowances. Pay bill, arrears, dearness allowance, travelling allowance, advances and their adjustment.
  • Office procedure. Receipt and issue of papers, file movement, note sheet, correspondence, movement register, filing and record retention, "pending", "urgent" and "priority" markings, and the idea of delegation of powers.
  • Leave and service matters. Types of leave, service book entries, increments, probation and confirmation, at an introductory level.

How to study: get the service rules and the office manual of your own department if you are already in service. If not, read a basic government accounting and office procedure book and simply learn the vocabulary. The questions are at the level of definitions and simple calculations.

Computer Knowledge

Basic hardware, memory, operating system, MS Word, Excel formulas (SUM, AVERAGE, IF, COUNT), PowerPoint, email, internet and cyber security. Practise on a real machine.

Salary and Career Growth

Pay is set on the state government pay matrix, at the level stated for the UDC in the advertisement. In addition to basic pay, employees receive dearness allowance and other allowances according to the rules and posting. We do not quote a figure because levels and rates change. Read the advertisement for the level, and compute from it.

Career growth in a ministerial cadre runs through promotion: UDC to Assistant, Head Clerk or Superintendent, then possibly to Section Officer or Administrative Officer level, depending on the department's rules. Some departments provide a departmental examination or a quota for higher posts. A graduate UDC can also use the service to sit for the Goa Civil Service exam or the central examinations, subject to age and other rules. Previous-Year Trend Discussion

There is no neat annual series of Goa UDC papers to analyse, and we will not pretend there is one. From how comparable clerical recruitment behaves, the following qualitative points are fair.

  • Level is graduate but content is basic. Questions test Class 10 mathematics, standard reasoning and everyday English.
  • Data interpretation and English carry weight. These sections separate candidates at the graduate level.
  • Polity and administration questions are common. Articles on state finance, the Governor, the State Public Service Commission and the RTI Act are frequent choices.
  • Goa GK is direct. Statehood, liberation, language, rivers and heritage repeat.
  • Speed matters. Papers are usually not conceptually deep, but time is short.
  • Competition is stiff. A small number of direct posts attracts graduates from all disciplines.

Use central SSC CHSL and CGL Tier 1 papers and bank clerk prelims for practice, remembering that the source is not Goa's.

Worked Practice Questions

1. Compound interest. What is the compound interest on Rs 10,000 at 10 percent per annum for 2 years, compounded annually?

Answer: Rs 2,100. The amount is 10,000 x 1.1 x 1.1 = 12,100. The interest is 12,100 minus 10,000 = 2,100.

2. Profit. An article bought for Rs 500 is sold for Rs 575. What is the profit percentage?

Answer: 15 percent. Profit is 75, and 75 / 500 x 100 = 15.

3. Time and work. A can finish a job in 12 days and B in 18 days. Working together, how many days will they take?

Answer: 7.2 days. Together they do 1/12 + 1/18 = 5/36 of the work per day. So the job takes 36/5 = 7.2 days.

4. Data interpretation. A department's receipts were Rs 40 lakh in one year and Rs 46 lakh in the next. What is the percentage increase?

Answer: 15 percent. The rise is 6 and 6 / 40 x 100 = 15.

5. Syllogism. Statements: All files are folders. Some folders are red. Conclusion: Some files are red. Does the conclusion follow?

Answer: No, it does not necessarily follow. The red folders may not include any file. Only "all files are folders" is certain.

6. RTI. Under the Right to Information Act 2005, within how many days should a Public Information Officer normally provide the information requested?

Answer: 30 days. Where the request concerns the life or liberty of a person, it is 48 hours.

7. Polity. Under which Article of the Constitution is the Consolidated Fund of a State established?

Answer: Article 266. Article 267 concerns the Contingency Fund, and Article 202 is the annual financial statement of a State.

8. Accounts. Which book records day to day receipts and payments in cash in an office?

Options: (a) Journal (b) Cash book (c) Ledger (d) Stock register.

Answer: (b). The cash book is the primary record of cash receipts and payments.

9. English. Choose the correct sentence.

Options: (a) Each of the clerks have submitted their report. (b) Each of the clerks has submitted his or her report. (c) Each of the clerk has submitted the report. (d) Each of the clerks are submitting the report.

Answer: (b). "Each" is singular, so it takes "has" and a singular pronoun.

10. Goa GK. Goa became a full state of India on 30 May 1987. Which number state was it?

Answer: 25th state. Konkani was made the state language in the same year, and Daman and Diu stayed as a Union Territory.

Month-by-Month Preparation Plan

Because the notice date is unclear, treat this as a four-month plan that you can repeat.

Month 1: Base building. Revise arithmetic from Class 6 to 10, learn tables and squares, and read NCERT polity. Start a Goa fact notebook. Begin typing practice for 20 to 30 minutes a day.

Month 2: Quantitative and reasoning. Cover percentage, ratio, interest, profit and loss, time and work, and speed and distance. Add series, coding, blood relations and syllogisms. Start reading a national daily and a Goa newspaper.

Month 3: English, administration and accounts. Work on grammar, vocabulary, comprehension and drafting. Read basic office procedure and government accounting terms. Study state finance Articles and the RTI Act. Practise data interpretation sets every day.

Month 4: Mocks and revision. Attempt full-length timed mocks twice a week. Maintain an error log. Revise Goa facts, polity and current affairs. Take a weekly typing test.

If the notice is delayed, continue with two mocks a week, one hour of quantitative practice daily and a weekly revision of static facts.

  • Quantitative aptitude: one standard arithmetic book with graded exercises, and a data interpretation workbook.
  • Reasoning: one verbal and non-verbal book, finished completely.
  • English: a grammar book, a dictionary habit and a newspaper editorial daily. A book on official drafting or letter writing.
  • General awareness: NCERT Class 6 to 12 polity, history, geography and economy, and a monthly current affairs digest.
  • Office procedure and accounts: a basic book on government office procedure and accounting for non-accountants, or the department's own manual if you have access.
  • Goa material: Goa government publications, reputable local sources and your own fact sheet.
  • Practice papers: central SSC CHSL and CGL Tier 1, and bank clerk prelims.

Common Mistakes

  1. Assuming there is a fixed calendar and then losing motivation when a year passes without a notice.
  2. Neglecting data interpretation. It is easy to prepare and heavy in marks.
  3. Learning polity as a list of Articles without meaning. Link each Article to a real office example.
  4. Ignoring the RTI Act and office procedure. These are sensible areas for a UDC paper.
  5. Delaying the typing test. Speed cannot be created overnight.
  6. Careless applications. A mismatched name or a missing certificate can end the process at verification.
  7. Reading too many sources. Choose a few and revise them.
  8. Skipping Goa facts because they seem too simple.
