NEW DELHI, October 20 — The Ministry of Environment, Forest and Climate Change (MoEFCC) notified 56,825 square kilometres across six Peninsular States as an Ecologically Sensitive Area (ESA) in the Western Ghats on Monday under the Environment (Protection) Act 1986.
Traversing ecologically fragile terrain across Gujarat, Maharashtra, Goa, Karnataka, Kerala, and Tamil Nadu, the notification imposes a complete statutory ban on commercial mining, quarrying, sand extraction, red-category heavy polluting industries, and large-scale township infrastructure exceeding 20,000 square metres. Traditional agrarian practices, community horticulture, and existing residential habitations remain completely exempted from operational restrictions.
The Ministry underscored that the final notification—synthesized from recommendations of the High-Level Working Group chaired by Dr. K. Kasturirangan—is critical to mitigating recurring monsoon landslides and protecting catchments that feed major peninsular river systems including the Godavari, Krishna, and Cauvery.
The ecological significance of the Western Ghats (one of the world's 36 recognized biodiversity hotspots and UNESCO World Heritage site), comparative policy differences between the Madhav Gadgil Report (WGEEP) and Kasturirangan Committee findings, and statutory powers under Section 3 of the EPA 1986 are foundational for UPSC GS-III.
