NTPC Green Energy and Andhra Pradesh Sign Concession Agreement for ₹65,000 Crore Pudimadaka Green Hydrogen Hub Near Visakhapatnam

VISAKHAPATNAM, October 24 — NTPC Green Energy Limited (NGEL), the wholly owned renewable flagship of India's largest power generator NTPC Limited, and the Andhra Pradesh Energy Department formally executed the final concession agreement for the establishment of a mega ₹65,000-crore Integrated Green Hydrogen and Green Ammonia Production Hub at Pudimadaka, near Visakhapatnam.

The project represents the single largest green energy manufacturing investment in South India and stands as a flagship anchor under the Union Government's National Green Hydrogen Mission (NGHM) and Andhra Pradesh's ambitious Integrated Clean Energy Policy 2024–29.

Key Technical Parameters of the Pudimadaka Hub

- Production Capacity: Designed for 1,500 tonnes per day (TPD) of green hydrogen and corresponding green ammonia derivative conversion. - Dedicated Power Linkage: Powered entirely by an interconnected 20 GW captive renewable energy generation basket, integrating off-site solar arrays in the Rayalaseema belt and closed-loop pumped storage hydropower (PSHP) facilities in the Eastern Ghats. - Land Footprint: Spread across 1,200 acres at the Pudimadaka industrial coastal zone allocated by the Andhra Pradesh Industrial Infrastructure Corporation (APIIC). - Desalination Intake: A dedicated 120 million litres per day (MLD) sea-water reverse osmosis (SWRO) desalination plant will cater to electrolysis requirements without competing with municipal freshwater reserves.

Export Orientation via Visakhapatnam and Gangavaram Ports

The Pudimadaka complex is strategically situated 35 kilometers south of Visakhapatnam port and 18 kilometers from Gangavaram port. The concession pact incorporates a dedicated cryogenic pipeline corridor and dedicated deepwater liquid ammonia export berths, designed to ship green fuel consignments to European Union member states and East Asian maritime hubs complying with CBAM (Carbon Border Adjustment Mechanism) thresholds.

Employment & Value Chain Spillover

State Energy Department projections indicate the project will generate approximately 25,000 direct and indirect employment opportunities across high-technology fabrication, chemical plant operations, instrumentation, and port logistics over its 42-month construction and commissioning lifecycle. Downstream manufacturing units for electrolyser stack components and balance-of-plant assemblies are scheduled for co-location in the adjacent APIIC Special Economic Zone.

Alignment with National & State Clean Energy Milestones

The agreement reinforces Andhra Pradesh's strategic goal of achieving 78.5 GW of installed non-fossil capacity by 2029 under the newly notified AP Clean Energy Policy. For NTPC, Pudimadaka serves as the vanguard of its corporate target to operationalize 60 GW of renewable energy by 2032.

Exam Relevance: APPSC Group-1 Mains (GS Paper III — Science, Technology & Environment; Energy Transition, Industrial Development in AP); APPSC Group-2 Prelims & Mains (AP Economy, Natural Resources & Infrastructure Planning); AP Police SI & Constable (General Science & Contemporary National Issues); AP State Engineering Services (Power Systems & Renewable Energy). Key facts to remember — Project location: Pudimadaka (Anakapalli / Visakhapatnam district); Total capital expenditure: ₹65,000 crore; Daily capacity: 1,500 TPD green hydrogen/ammonia; Dedicated clean power capacity: 20 GW captive solar and pumped storage; Executing agency: NTPC Green Energy Ltd (NGEL) in partnership with AP Government; State policy link: AP Clean Energy Policy 2024–29 (78.5 GW target).
