Most government job guides assume a written exam and a syllabus. Lab Technician recruitment in the Andhra Pradesh health system often works differently. In the official district notifications I opened, the selection is made on marks, not on a competitive test: a candidate's qualifying-examination percentage forms three-quarters of a 100-mark score, and the rest comes from weightage for course completion and service. If you prepare as for a written test and ignore the scoring rules and documents, you can lose the post on paper before anyone asks you a technical question.

This guide explains who recruits, what the eligibility conditions are, how the 100-mark merit score is calculated, which documents decide the outcome, and how to prepare for the technical side that matters once you are employed or if a written test is announced. As on October 2026, the facts come from the notifications and pages named at the end, mainly a district notification of February 2025, the state's own public alert of August 2026, and the recruitment board's notification list. Terms change between districts and cycles, so treat the numbers as an illustration of how the process works and confirm them in the notification you apply under. What the post is

A Lab Technician Grade-II works in a laboratory of the public health system, such as an Urban Primary Health Centre, a Primary Health Centre, a Community Health Centre, an Area Hospital, a District Hospital or a teaching hospital. The Health, Medical and Family Welfare Department's website describes the system as 15,004 sub-centres, 1,787 PHCs and UPHCs, 174 CHCs, 54 Area Hospitals, 9 District Hospitals and 21 Teaching Hospitals. That is the setting in which a technician collects and processes samples, runs tests, keeps records and reports results to the medical officer.

Many Lab Technician posts that are publicly advertised are on a contract basis, tied to a programme or a facility. The district notification I read states that a person appointed on contract is not a member of the service and that the contract can be ended by one month's notice on either side. That is different from a regular post on a pay scale. Read the terms carefully when you apply.

Who recruits: three different routes

There are at least three routes, and a lot of confusion comes from mixing them.

  1. District Medical and Health Officer (DM&HO) notifications. District offices have issued notifications for contract Pharmacist and Lab Technician posts in Urban Primary Health Centres. The Kurnool DM&HO notification (No. 08/UPHCs/NUHM/2022, walk-in interview on 15 February 2025) and a Visakhapatnam DM&HO process in 2026 are examples. These are published on the district websites.
  2. National Health Mission programme posts. NHM notifications fill posts for specific programmes, often on outsourcing or contract. The NHM notification of 2 December 2022 for Senior Lab Technician and Lab Technician posts under the TB programme is an example. The age limit in that notice was 35 years, the fee was Rs 500 for General and Rs 250 for others, the initial appointment was for one year, and selection was by merit in the qualifying examination and experience.
  3. The Andhra Pradesh Medical Services Recruitment Board (APMSRB). The state's Health Department says that recruitment for the department is conducted only through this board, and that candidates should trust only its website. The board's notification list is the place to look for regular and contract posts across the department.

As on October 2026, the APMSRB notifications page I opened lists items such as hospital administrators (June 2026), staff nurse, pharmacist and multi-rehabilitation worker posts under NHM (13 June to 20 July 2026), and several programme posts. It lists no Lab Technician notification. District-level contract recruitment was nevertheless visible on the Visakhapatnam district website: a DM&HO notification of 18 February 2026 for Pharmacist, Lab Technician and other posts, with a provisional list notice of 16 May 2026 that gave candidates until 23 May 2026 to submit objections. So both channels exist, and the safest course is to check the district website and the board's website, and to ignore any message that comes from elsewhere.

The fake-recruitment warning

On 3 August 2026, the office of the Commissioner of Health and Family Welfare and the Mission Director, National Health Mission, issued a public alert. It says that fraudsters are circulating fake recruitment notifications, interview call letters, certificate verification letters and appointment orders, and it advises people not to pay money to anyone for a government job and not to trust WhatsApp messages, emails or social media posts about recruitment. It states that recruitment for the Health Department is conducted only through the Andhra Pradesh Medical Services Recruitment Board. Medical and paramedical jobs are a favourite target for such scams. If a person asks for a payment, a "seat" fee or an advance, treat it as fraud.

Eligibility: what the notification asked for

As on October 2026, the Kurnool DM&HO notification (No. 08/UPHCs/NUHM/2022, February 2025) gives these conditions for Lab Technician (contract).

Qualification (any one of the following):

  1. A one-year Lab Technician course after Intermediate, or
  2. A two-year vocational DMLT course after Intermediate, with one year of clinical training in a selected government hospital (area hospital, district hospital or teaching hospital) permitted for such training, or one year of apprenticeship training in an identified hospital with an "Apprenticeship Completion" certificate from the Board of Apprenticeship Training, Government of India, Southern Region, Chennai, or
  3. A B.Sc degree with Medical Laboratory Technology as one of the optional subjects, or
  4. A B.Sc degree with Botany, Zoology and Chemistry in first class, or a B.Sc (Life Science) in first class, with a postgraduate diploma in MLT from NIMS or SVIMS, or
  5. A postgraduate diploma in clinical biochemistry from a University Grants Commission recognised university.

Registration: the candidate must be registered with the Andhra Pradesh Para Medical Board. The registration certificate is a required document for the Lab Technician Grade-II post.

Age: 18 to 42 years, with five years' relaxation for SC, ST and BC, ten years for physically challenged candidates, and three years plus length of service in the armed forces for ex-servicemen. The notice printed the reckoning date as 31 December 2025, which looks unusual for a notice issued in early 2025. Read the date in your own notice and do not assume.

Local status: the post was a district cadre post, with 80 percent reserved for local candidates of the district under the 1975 local cadre order. Local status is based on study from class 4 to class 10, or residence certificates. For rules, see the Telugu guide on local status and reservation.

The qualification options show why you must read the notice itself. A candidate with an Inter vocational MLT and no apprenticeship certificate is not eligible, while a B.Sc (MLT) holder is. Two candidates with the same job title can have different eligibility.

Pay, fee and contract terms

In the Kurnool notice, the Lab Technician (contract) remuneration is shown as Rs 23,393 per month, consolidated. The fee was Rs 400 for OC candidates and Rs 200 for others, paid into the DM&HO's bank account, with the receipt attached to the application. The notice said the service conditions were those of a contract: no private practice during the period, and discontinuation with one month's notice. In the NHM notification of 2022, a Lab Technician in the TB programme was shown at Rs 19,019 per month, and a Senior Lab Technician at Rs 21,000. These figures are examples from different programmes and years, so the amount that applies to you is the one in your notification.

How the 100-mark merit score is calculated

This is the core of the process. The Kurnool notice states that selection follows a government order of the Health Department of 8 May 2021, with a total of 100 marks.

A minimum of six months of service is required for service marks, and the notice says that resignation or discontinuation should be made with two months' notice for the service to count in future recruitments. Only service as a Lab Technician, for the same post applied for, counts. A service certificate in the prescribed format, signed by the controlling officer, with no corrections, is required, otherwise no weightage is given.

Consider two candidates. Candidate A has an aggregate of 78 percent in the qualifying examination, passed three years ago, and has worked 18 months in a rural facility. The qualifying marks are 78 percent of 75, which is 58.5. The course weightage is 3. The rural service gives three blocks of six months at 2 marks, which is 6. The total is 67.5. Candidate B has 85 percent but passed this year and has no service. The qualifying marks are 63.75, with no weightage, so the total is 63.75. Candidate A is ahead despite the lower percentage. That is why working in a service role, even a short one, and keeping the certificates, changes the result.

Note two details. The qualifying marks are the aggregate across all years of the course, not just the final year, so find your complete mark lists. And the course weightage runs from the year you passed, so an old pass certificate is valuable.

The documents that decide eligibility

The Kurnool notice lists the following to be submitted with the application. Missing one can mean rejection, and no fresh documents are accepted during the grievance period.

  • Passport size photograph affixed to the form.
  • SSC or equivalent certificate for date of birth.
  • Latest caste certificate for SC, ST and BC, with the category, from the competent authority. Without it you are treated as OC.
  • Certificate of the Medical Board for physically challenged candidates; the discharge certificate for ex-servicemen.
  • EWS certificate valid for the year, issued by the Tahsildar, where relevant, with family income below Rs 8 lakh.
  • Study certificates from class 4 to 10, or residence certificates for the previous seven years if SSC was done privately. Without these you are treated as non-local.
  • Andhra Pradesh Para Medical Board registration certificate.
  • Mark lists of all years of the qualification.
  • For Inter vocational MLT candidates, the one-year clinical training certificate or the apprenticeship completion certificate.
  • Service certificate from the controlling officer in the prescribed format, if you claim service weightage.
  • Bank receipt of the fee.

The notice calls the day of submission a walk-in interview, but its method of selection is the marks scheme above, and I found no technical test in it. The merit list is therefore prepared from your documents.

A step-by-step process, as seen in the notices

  1. The DM&HO or the board publishes a notification with vacancies, roster points and remuneration.
  2. Applications are received offline at the district office or online on the board's portal.
  3. A provisional merit list is published on the district website, for example on 16 May 2026 in Visakhapatnam.
  4. Candidates submit objections, with proof, in the format given, by a stated date and time.
  5. A final provisional selection list and a waiting list are published.
  6. Selected candidates are called for verification and counselling, and then joining orders are issued.

At each stage the notice says that the website is the source of information. If you are not in a list, do not assume that the process has ended. Waiting lists and later notices are normal.

Preparing for the technical side

Selection by merit does not remove the need for technical knowledge. If a notification announces a written test or an interview, the questions will come from the core subjects of medical laboratory technology. Even where there is none, a new technician is judged in the first weeks by competence at the bench. The following summary is a preparation guide, not an official syllabus. Use your course textbooks for depth.

Sample collection and handling. Know the tube colours and what each is used for. EDTA (lavender top) is used for complete blood counts, sodium citrate (light blue) for coagulation tests at a blood to anticoagulant ratio of 9 to 1, sodium fluoride (grey) for blood glucose, heparin (green) for some biochemistry tests, and plain or gel tubes for serum. Know the order of draw, patient identification, labelling and rejection criteria such as haemolysis and wrong tube.

Haematology. Haemoglobin estimation, total and differential leucocyte counts, platelet count, ESR by the Westergren method, peripheral smear staining, reticulocyte count, bleeding time and clotting time, and prothrombin time. Learn the common reference ranges, for example that the total leucocyte count in adults is roughly 4,000 to 11,000 per microlitre and the platelet count roughly 1.5 to 4.5 lakh per microlitre.

Clinical biochemistry. Blood glucose, HbA1c, urea, creatinine, bilirubin, liver enzymes, lipid profile and electrolytes, with the principle of colorimetry and the Beer-Lambert law. Know the diagnostic thresholds for diabetes: a fasting plasma glucose of 126 mg/dL or more, or an HbA1c of 6.5 percent or more.

Microbiology. Gram stain (crystal violet, iodine, decolouriser, safranin), the Ziehl-Neelsen stain for acid-fast bacilli (carbol fuchsin, acid decolouriser, methylene blue counterstain), culture media, sputum smear examination for tuberculosis, and malaria diagnosis by thick and thin smears and by rapid tests. Know the serological tests used in the field, such as Widal for enteric fever, rapid tests for HIV and hepatitis B, and NS1 antigen for dengue.

Blood banking. ABO and Rh grouping by forward and reverse methods, cross-matching, the roles of anti-A, anti-B and anti-D reagents, and storage conditions. Know that ABO groups were described by Karl Landsteiner in 1901, and that O negative red cells are called the universal donor type.

Urine and stool examination. Physical, chemical and microscopic examination of urine, stool microscopy for ova and cysts, and occult blood.

Laboratory safety, waste and quality. Use of personal protective equipment, hand hygiene, spill management, and the colour coding of biomedical waste containers: yellow for anatomical and soiled waste, red for contaminated plastics, white translucent puncture-proof containers for sharps, and blue for glassware. Know sterilisation: an autoclave at 121 degrees Celsius and 15 pounds per square inch for 15 to 20 minutes, and a hot-air oven at 160 degrees Celsius for two hours. For quality, know internal quality control with Levey-Jennings charts and the idea of external quality assessment.

A good routine is to build a one-page sheet per section with the principle, the specimen, the reference range and the common errors. Review one sheet per day, and use short questions to test recall.

A twelve-week plan

Weeks 1 and 2: collect and scan every document. Obtain the Para Medical Board registration if you do not have it, and get the complete mark lists. Without these, nothing else matters.

Weeks 3 to 5: haematology and biochemistry, one chapter at a time, with practice problems on dilutions and calculations.

Weeks 6 to 8: microbiology, serology and blood banking.

Weeks 9 and 10: urine, stool, safety, waste and quality control. Revise the tube colours and reference ranges.

Weeks 11 and 12: mock tests on laboratory subjects and general knowledge in case a written test is announced, and a final document check against the notification.

If you can, get service in a laboratory even on a short contract. Under the weightage rules, six months of service in the right category and a signed service certificate add marks, and they also give practical skill.

Common mistakes

  • Preparing for a written exam that is not announced. Read the method of selection in the notice first.
  • Letting the Para Medical Board registration lapse or not obtaining it. It is a required document.
  • Applying with an Inter vocational MLT but no apprenticeship or clinical training certificate. The notice requires it.
  • Getting a service certificate for the wrong post. Only service as Lab Technician counts for this post.
  • Using a certificate with overwriting. The notice says such certificates are not accepted.
  • Ignoring the local-status certificate. Without it you are treated as non-local, which affects the 80 percent local quota.
  • Paying through an unofficial channel. The public alert says to trust only official sources.

Frequently asked questions

Is there a written exam for Lab Technician? In the district notice I read, no. Selection was by merit scoring. A board notification may use a different method, so read the one you apply under.

Does a B.Sc (MLT) holder get preference over a DMLT holder? Both are listed as eligible qualifications. The scoring uses the marks of the qualifying examination you present, and a candidate with both qualifications may be asked to choose the one used, as in a 2022 NHM notice that took the higher percentage.

What is the Para Medical Board registration? It is a registration with the Andhra Pradesh Para Medical Board, and the notice lists the certificate as a required document.

Is the job permanent? The contract posts in the notices I read are not regular posts. The terms of regular posts are fixed in the regular notifications.

Where can I verify a notice? On the district website and the board's website. The Health Department has warned against messages from other sources.

Can I claim service weightage from a private lab? The notice I read refers to service certificates issued by the controlling officer or authority who appointed the applicant in government facilities. Do not assume that private service counts; check your notice.

How soon should I collect certificates? Before any notification. Several are time-consuming to get, such as study certificates and the apprenticeship certificate.
