APSSB Lower Division Clerk 2026: Eligibility, Selection Process, Syllabus and Preparation Guide
Start a free mock test Practice by topic

Every government office in Itanagar, from the Civil Secretariat to the offices of deputy commissioners in the districts, runs on file work. A letter arrives, it is entered in a register, put up with a note, signed, issued and filed. The people who keep this chain unbroken are the clerks, and the Lower Division Clerk (LDC) is the entry rank. For a young person in Arunachal Pradesh who has finished school or college, an LDC post is a stable, respectable government job that also opens a ladder to higher clerical and supervisory posts.

The Arunachal Pradesh Staff Selection Board (APSSB) is the body that has been associated with recruitment to many subordinate and non-gazetted posts in the state. However, whether a particular clerical vacancy is filled through APSSB, through the Public Service Commission, through a department or by another arrangement is stated in the advertisement, and the arrangement may change over time. There is also no standing annual exam calendar that I can point to. This guide therefore describes the stable parts: the job, eligibility norms in general terms, a typical selection structure and a study plan. Check every date, fee, mark and rule in the current official notification.

Latest Notification and How Recruitment Cycles Work

The typical path for a clerical recruitment in a state like Arunachal Pradesh is as follows:

  1. Departments report vacancies in the lower division cadre and, where the recruitment is centralised, send requisitions to the selection body.
  2. An advertisement is issued in local newspapers, the gazette and on the official website of the body or department. Sometimes one notification covers several posts, such as LDC, stenographer and other Group C posts.
  3. Applications are received, either online or offline, for a set period.
  4. A written test is held, usually at centres in Itanagar and other towns. A typing or computer skill test may follow.
  5. A merit or provisional selection list is issued, verification is done, and appointments are made by the departments.

Because gaps between advertisements can be long, do not wait. The subjects tested are stable, and preparation helps in other state and central clerical exams. Keep your certificates ready. In Arunachal Pradesh, certificates related to tribe and residence take time to obtain, so it is wise to check with the office concerned well before an advertisement appears.

What the Job Is Like

An LDC in the state secretariat or a district office does work that looks small but keeps government functioning.

  • Receipt and dispatch: logging incoming dak, marking it to the concerned section, and sending out replies and orders.
  • Filing and records: maintaining files, registers and movement records so that any paper can be traced.
  • Typing and drafting: preparing letters, office orders and notes on a computer under the supervision of a superior.
  • Data entry: keeping records in spreadsheets and department portals and generating simple reports.
  • Accounts assistance: helping to prepare bills, pay statements and vouchers.
  • Public dealing: answering enquiries and receiving applications, which in a state with diverse communities may involve speaking in Hindi, English or a local language.
  • Support to officers: getting files ready for meetings, taking notes and following up.

Postings in remote districts may mean working with limited connectivity and travelling long distances. An LDC who can use a computer well and write accurate English is quickly trusted with more responsibility.

Post and Vacancy Structure

The lower division cadre exists in the secretariat, directorates and district offices. Vacancies are decided by departments, and no number is given here. Ignore any figure that does not come from the advertisement.

Item Note
Post Lower Division Clerk

Places of posting Itanagar, district headquarters and other offices

Eligibility

Educational Qualification

The qualification for LDC posts in state recruitments commonly stands at Higher Secondary (Class 12) or graduation. Advertisements in Arunachal Pradesh have varied, so read the exact requirement. A computer certificate or a typing speed standard may be part of the conditions. If the notice mentions a computer course, check which institutions and certificates are recognised.

Age Limit

A minimum of 18 years is standard. The upper age limit for general candidates in state posts commonly falls in the late twenties to early thirties, with relaxations for Scheduled Tribes, other reserved groups, ex-servicemen and persons with disabilities. Calculate your age as on the cut-off date stated in the advertisement.

Tribe, Residence and Category

For state government posts in Arunachal Pradesh, the concepts of Arunachal Pradesh Scheduled Tribe (APST) and Permanent Residence Certificate (PRC) are often mentioned in recruitment rules. I am not certain how they apply to each advertisement, and I do not want to describe them wrongly. Some posts may be reserved or open by categories, and some candidates who are not APST may be eligible under specific conditions. Please read the eligibility and reservation paragraph in the notice with care and, if needed, ask the concerned Deputy Commissioner's office or the recruiting body about certificate requirements before you apply.

Language and Skills

English is the official language of the state, and good written English is important. Hindi is widely used as the link language. Some notices list typing speed in English, and many include a computer knowledge test.

Application Process

  1. Read the advertisement for the post, qualification, age, categories, dates and mode of application.
  2. If online, register on the official portal with a valid mobile number and email. If offline, obtain the form in the format given.
  3. Fill in the form carefully. Keep your name, father's name and date of birth exactly as in your certificates.
  4. Upload or attach photograph, signature, marksheets, tribe or residence certificate and other documents in the specified format and size.
  5. Pay the fee where applicable, using the specified method. The amount is not stated here, because it changes by notice and category.
  6. Keep a copy of the application and download the admit card when released.

Avoid the last day for applying. Networks in remote areas can be slow, and websites become busy near the deadline.

Selection Stages

Written test. The main stage in most clerical selections. It is generally an objective paper on English, general knowledge, arithmetic and reasoning, with computer awareness in some cases.

Skill test. A computer typing test, possibly qualifying, or a test of MS Office skills, may be held for shortlisted candidates. Confirm whether it is only qualifying or counted in merit.

Interview. Some selections include a short interview, particularly in states with small vacancy numbers.

Document verification and medical. Original certificates, category proof and general fitness.

Appointment and probation. The department is allotted based on the merit and vacancy position. A period of probation follows.

Exam Pattern (Typical Structure, Verify in Notification)

Feature Typical structure
Mode Pen and paper OMR-based or computer-based, as announced
Type Objective questions, and possibly a short descriptive part
Sections English language, general knowledge including Arunachal Pradesh, quantitative aptitude, reasoning, computer knowledge
Marking Confirm whether there is negative marking
Skill test Typing or computer test if notified

Total marks and time differ between notices, so I am not stating them.

Detailed Syllabus and How to Approach It

English Language

In Arunachal Pradesh, English is both the official language and the medium of many schools. It often carries the largest share of the paper and may decide the merit list.

  • Grammar: tenses, articles, prepositions, subject-verb agreement, modals, conditionals, voice, narration, and common errors. Practise "error spotting" daily for 15 minutes.
  • Vocabulary: synonyms, antonyms, idioms and phrases, one-word substitution and commonly confused words such as affect and effect, principal and principle.
  • Sentence arrangement and cloze test: rearranging jumbled sentences and filling passages.
  • Comprehension: two passages of moderate length; read fast for the main idea, then locate details.
  • Writing: if a descriptive paper is included, prepare a formal letter, an application to an officer, a short report and a précis.

A good habit is to read the editorial page of an English newspaper for 20 minutes daily and note ten new words.

Quantitative Aptitude

Arithmetic at the Class 10 level: number system, simplification, percentage, ratio and proportion, average, profit and loss, simple and compound interest, time and work, time, speed and distance, mixtures, and basic mensuration. Add data interpretation from tables and charts. Do timed practice, because clerical papers reward speed.

Reasoning

Verbal and non-verbal reasoning: series (number, letter and figure), analogies, classification, coding-decoding, blood relations, direction sense, ranking and order, syllogism, Venn diagrams and simple puzzles. Learn common patterns for each type.

General Knowledge and Current Affairs

India: Constitution basics (Preamble, fundamental rights, directive principles, structure of government), important national institutions, major freedom movement events, general science and current affairs. Also the North-East: the eight states, the North Eastern Council, Act East policy and connectivity projects.

Arunachal Pradesh deserves special attention, and the following points are commonly asked.

  • Arunachal Pradesh became a state on 20 February 1987, as the 24th state of India. It was earlier the North-East Frontier Agency (NEFA), became a Union Territory in 1972 and was named Arunachal Pradesh, which is commonly explained as "land of the dawn-lit mountains".
  • The capital is Itanagar, named after the Ita Fort.
  • Article 371H of the Constitution makes special provision for Arunachal Pradesh, including a special responsibility of the Governor for law and order.
  • Major rivers: Siang (Dihang), Subansiri, Kameng, Lohit, Dibang and Tirap.
  • Important places: Tawang, with its monastery that is often described as the largest in India; Sela Pass; Ziro valley; Namdapha National Park; Pasighat; Bomdila; Along and Roing.
  • Tribes and festivals: Adi (Solung), Nyishi (Nyokum), Apatani (Dree), Galo (Mopin), Monpa (Losar), Idu Mishmi (Reh), Tagin (Si-Donyi) and other communities.
  • State symbols: mithun as state animal, great hornbill as state bird, foxtail orchid as state flower and hollong as state tree, as commonly listed.
  • Entry of outsiders is regulated by the Inner Line Permit system.
  • The number of districts has grown over time, so use the current figure from an official source.

Computer Awareness

MS Word (formatting, tables, mail merge, shortcuts), MS Excel (formulas such as SUM, AVERAGE, IF, COUNT, MAX, MIN, cell references, sorting), PowerPoint basics, internet and email, operating system basics, input and output devices, storage units and common abbreviations. A large share of the marks in this section can be secured with two weeks of regular practice on a real computer.

Office Procedure and Noting and Drafting

Some tests include questions on parts of a file, noting and drafting, types of official communication (office memorandum, office order, circular, notification), the meaning of terms such as "endorsement" and "fair copy", and the Right to Information Act 2005 at a basic level. Learn them from a short office procedure guide.

Typing Practice Plan

Typing is a practical skill that also helps in your job. Do 20 minutes daily on a free typing tutor, using the correct finger position and looking at the screen and not the keys. Track your speed each week, but pay more attention to accuracy first: a slower but accurate typist beats a fast typist who makes many errors. If the advertisement states a minimum speed, aim to exceed it comfortably by the date of the test.

Salary and Career Growth

An LDC is placed at an entry-level Group C level in the state's pay structure, with allowances such as dearness allowance and other allowances as applicable. Confirm the pay level and the scale in the advertisement, since it changes with pay revisions. Career growth goes from LDC to Upper Division Clerk, then Assistant and Head Assistant, and further to Superintendent and other supervisory roles, according to seniority, departmental examinations, where applicable, and vacancies. Some state departments recruit officers from their own clerks through limited departmental exams. Promotions in small cadres can be slow, so patience is part of the job.

Previous-Year Trends

Detailed, verified papers and cut-offs for APSSB clerical recruitments are not something I can quote reliably, so I will not present any. From how clerical tests in North-East states typically work, the following can be said.

  • English and general knowledge usually carry heavy weight, and a strong score in English separates candidates with similar overall marks.
  • Arithmetic is not too hard, but time is limited. Speed and accuracy decide.
  • Questions about the state, such as statehood, tribes, rivers and important places, appear repeatedly.
  • The number of applicants is much larger than vacancies, so small differences in marks matter.
  • Where a skill test exists, unprepared candidates often stumble.
  • Errors in documents, particularly certificates that do not match the required format, cause avoidable rejections.

Worked Practice Questions

Month-by-Month Preparation Plan

A four-month plan you can compress or stretch.

Month 1: Foundation. Study English grammar and do 20 error-spotting questions each day. Revise fractions, percentages and ratio. Read the Indian Constitution basics from a school textbook. Begin typing practice.

Month 2: Build coverage. Continue English with vocabulary and comprehension. Cover profit and loss, interest, time and work, and speed. Begin reasoning topics. Study Arunachal Pradesh and North-East GK using a map. Begin Excel and Word practice.

Month 3: Practice and speed. Sectional tests weekly. Practise formal letters and applications. Revise the Constitution and general science. Keep a current-affairs notebook, and review it weekly. Increase typing practice.

Month 4: Full mocks. Take a full-length mock test every three or four days and review each one in detail. Revise formulas, grammar and GK notes. In the last week, avoid new topics, check documents and travel plans, and sleep well.

  • Skipping typing and computer practice.
  • Submitting incorrect or mismatched certificates, particularly for tribe and residence, or not confirming the format.
  • Waiting for the notification to start preparation.
  • Practising only easy questions and not timing themselves.
  • Using rumours about dates, patterns or vacancies rather than the official notice.

Comparison with Sibling Exams

3. Is a typing test compulsory? Some recruitments include it. Check the notice, and practise in any case.

4. Do I need APST or PRC? Rules about tribe and residence can apply to state posts. I cannot state how they apply to your advertisement, so read the notice and confirm with the concerned office.

5. Is there negative marking? It depends on the paper. Check the instructions in the notification.

6. Is there an interview? Some recruitments have one. Others are decided on written marks and skill tests. The notice will say.

7. Which language is the paper set in? English is the usual medium. Hindi may be used in parts. Confirm in the notice.

8. How long does the process take? The gap between application and appointment can be several months. Plan accordingly.

9. What are the chances of promotion? The cadre has a defined ladder, but promotions depend on vacancies and rules. They may take years.

10. How can I recognise fake recruitment messages? Use only the official websites of the recruiting body and the department and the state gazette. Do not pay anyone for a job.

Final Word

A clerical post rewards consistent preparation more than any special trick: strong English, accurate arithmetic, dependable state GK and a little daily typing. Since the notification date is uncertain, the most sensible plan is to be ready before it appears and to keep your documents in order. The mock tests on pareeksha.in offer timed practice for the written stage, but the official notice is the last word on every rule, fee and date.
