A large part of Chhattisgarh is covered by forest. Roughly 44 percent of the state's geographical area is reported as forest cover (check the latest figures in the report of the Forest Survey of India). In such a state, the forest department carries the responsibility of protecting forests, conserving wildlife, managing forest produce and working in step with tribal communities. For officer-level posts in this department, the Chhattisgarh Public Service Commission (CGPSC) conducts the State Forest Service Examination. It is different from the State Service Examination, with its own notification, its own eligibility conditions and its own examination scheme.

In this article we have tried to write only what can be said reliably about the lasting shape of this examination. The number of posts, age limit, physical standards, marking structure and dates can differ in every advertisement and have often been revised, so we are not giving numbers. Where we cannot be certain, we have used words such as "generally" and "in past cycles". The final basis will always be the current notification published on the Commission's website, cgpsc.gov.in.

Latest Notification and How the Recruitment Cycle Works

The Commission issues the advertisement for the State Forest Service Examination when a requisition for vacancies comes from the forest department. It is not certain that this happens every year. At times the examination has been held as a separate notification linked with the State Service Examination, and at times as an independent advertisement. So do not assume that its calendar will be the same as the State Service Examination's calendar.

At which stage and in what form the physical test or standards take place should be seen in the advertisement. In some cycles it has been held after the main examination and before the interview, but it cannot be said with certainty that the order will be the same every time. Our suggestion is that you look first at the table of physical standards in the advertisement and shape your daily routine accordingly.

The Posts and the Work

Through the State Forest Service, appointments are generally made to gazetted officer-level posts in the forest department. In past cycles, posts such as Assistant Conservator of Forests (ACF) and Range Forest Officer (RFO) have been discussed. Which posts will be included in which cycle depends on that year's advertisement, so understand this only as "generally".

Work of a Range Forest Officer. Administering a forest range, watching the forest boundary, preventing illegal felling, encroachment and wildlife crime, plantation, implementing forest management plans, coordinating activities connected with forest produce (such as tendu leaves, mahua and lac), working with forest committees and village communities, and immediate action during disasters such as fire.

Work of an Assistant Conservator of Forests. Managing a sub-division or a group of ranges, supervising range officers, guiding investigations of forest offences, monitoring schemes and administrative work.

Foot patrols in the forest, postings in remote areas and hard weather are normal in these posts. That is why the department values physical fitness. But the job is not merely physical; legal understanding, report writing, dialogue with village communities and sensitivity are just as necessary.

Structure of Posts

The number and category of posts differ in every advertisement. Reservation is arranged for unreserved, Scheduled Caste, Scheduled Tribe, Other Backward Classes and Economically Weaker Section, along with horizontal categories such as women, persons with disabilities and ex-servicemen as per state rules. The rules on the suitability of forest service posts for persons with disabilities are different and are clearly written in the advertisement. We are not giving any post number. You too should trust only the table in the official advertisement.

Eligibility

Educational Qualification

For forest service, generally a science-related bachelor's degree is asked for. Subjects that have been discussed in past cycles include forestry, agriculture, botany, zoology, physics, chemistry, mathematics, geology and sometimes engineering. Which subjects' degrees will be accepted, what the minimum percentage will be and what the rule is for postgraduates are made clear only in the advertisement. So look at your degree's combination of subjects and decide whether you are eligible. Whether final-year candidates will get a chance also depends on the advertisement.

Age Limit

The minimum and maximum age and the date of calculation are given in the advertisement. Natives of the state and reserved-category candidates generally get relaxation in age. How much, confirm from the advertisement.

Physical Standards

Physical standards are important in forest service. They generally include height, chest, eyesight, medical fitness and sometimes tests such as a walking or running test. Standards may be different for men, women and tribal categories. We are not writing any measurement or time here, because these have changed from one advertisement to another. Give direction to your preparation only after seeing the table in the advertisement, and read the conditions on the medical certificate too.

Domicile and Language

To claim reservation you need the Chhattisgarh domicile certificate and a caste certificate. The examination is generally held in the Hindi and English medium, but see the advertisement for rules on language.

Application Process

Registration and application are done on the Commission's online portal. Keep ready educational certificates, photograph, signature, and caste and domicile certificates. The fee is fixed by category and written in the advertisement. If you have already registered for the State Service Examination, first check whether the information in your profile is updated for the new advertisement. Do not leave the application for the last day.

Stages of Selection

Generally the State Forest Service has had a structure of preliminary examination, main examination, a physical test or check of standards, and an interview. But the order of these stages and the marking scheme can change. In past cycles the preliminary examination has sometimes been linked with the State Service preliminary examination and sometimes kept separate; this is made clear in the advertisement. The safest method is therefore to prepare a common syllabus base that works for both examinations, and then to add the special parts when the advertisement comes.

There has been variation in past cycles in what form the science or forest-related papers in the main examination take. So, without making a firm claim on it, it can be said that subjects such as environment, forests, ecology and related sciences will certainly be important. The precise details will come only from the advertisement.

Overlap with the State Service Examination

The good news for candidates preparing for the State Forest Service is that a large part of general studies is common to both examinations. Where we are confident, these areas can be treated as similar:

  • Chhattisgarh GK: history, geography, culture, tribes, economy and administration.
  • Basic topics of Indian history, the Constitution and governance.
  • General concepts of geography and environment.
  • Current affairs and general science.
  • Basic parts of reasoning and mathematics, where these are included in the preliminary examination.

The parts that are different or more important in forest service are: ecology, biodiversity, forest management and conservation laws, wildlife, forest produce and the role of tribal communities. Detailed Syllabus and How to Study

1. Chhattisgarh General Knowledge (shared and important)

  • Forest and wildlife areas: national parks and sanctuaries in the state, such as Kanger Valley National Park (Bastar), Indravati National Park (Bijapur region), Achanakmar Sanctuary and the Achanakmar-Amarkantak Biosphere Reserve, and the Udanti-Sitanadi Tiger Reserve. Make a table of their districts, main species and features.
  • State symbols: the state animal is the wild buffalo (van bhainsa), the state bird is the Bastar hill myna and the state tree is sal (sarai).
  • Rivers and geography: the Mahanadi, Sheonath, Indravati, Hasdeo and Arpa, and the areas of plateau and plains.
  • Tribes and culture: a general introduction to the Gond, Baiga, Muria, Halba, Kamar, Abujhmadia and others, folk arts and festivals such as the Bastar Dussehra.
  • Administration and history: formation of the state on 1 November 2000, divisions and districts, and an introduction to ancient Dakshin Kosala.

2. Ecology and Environment

Ecosystems, food chains and food webs, energy flow, biogeochemical cycles, levels of biodiversity, endangered species, biodiversity hotspots, categories of protected areas (national park, sanctuary, biosphere reserve, conservation reserve), wetlands and Ramsar, climate change, pollution, and international conventions and days related to the environment. Study it to the level where you can say "I can frame a question on this", that is, you should be able to give examples along with definitions.

3. Laws Related to Forests and Wildlife

The Indian Forest Act 1927, the Wildlife (Protection) Act 1972, the Forest (Conservation) Act 1980, the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act 2006 (the Forest Rights Act) and the Biological Diversity Act 2002. Remember the objective, main provisions and year of these Acts. Memorise exact section numbers only when you are certain; otherwise it is more useful to understand the objective and structure of the Act.

4. Basics of Forest Management and Forestry

Types of forests (categories such as tropical dry deciduous and moist deciduous, which are prominent in Chhattisgarh), trees such as sal and teak, forest produce (timber and non-timber forest produce such as tendu leaves, mahua, lac and chironji), plantation, forest fire, joint forest management and community participation, and soil and water conservation. Forestry students will find this part like their own subject; for others, the introductory chapter of a standard textbook is a sufficient start.

5. General Science

Biology (plants and animals), photosynthesis, respiration, reproduction, basics of genetics, environmental chemistry, and basic principles of physics and chemistry. For science graduates it is relatively comfortable, but still revise school-level concepts again.

6. Indian History, the Constitution and Geography

Major milestones of the freedom movement, basic elements of the Constitution, fundamental rights and duties, Directive Principles, Panchayati Raj, India's climate, soils, river systems and natural resources. These can be studied jointly with State Service preparation.

7. Reasoning, Mathematics and Language

Number system, ratio and percentage, averages, time and work, data, logical reasoning and comprehension in Hindi and English. For the level of questions, practise past papers.

8. Descriptive Writing

For the main examination, practice of answer writing is the most necessary thing. In every answer keep an introduction, two to three main points, examples and a conclusion. In answers on forests and the environment, mentioning examples from the state, such as biodiversity conservation in Bastar or the implementation of the Forest Rights Act, strengthens the answer.

Salary and Career Growth

The salary of State Forest Service officers is fixed according to the state's pay structure, and the pay level for the post is written in the advertisement. Allowances and facilities, such as housing, vehicle or field allowance, depend on department policy and posting, so we are not stating exact amounts. The pay scale in the current advertisement is the basis.

In career terms, progress from Range Forest Officer generally moves towards higher posts, such as Assistant Conservator of Forests, Deputy Conservator of Forests and beyond, which come under promotion rules. In many states there is also an arrangement by which senior State Forest Service officers are, over time, inducted into the Indian Forest Service, but this depends on the selection process, vacancy and rules, so do not take it as certain. The department's service conditions are explained at the time of appointment.

Trends from Past Years

  • Importance of the shared general studies. Because of similarity in the syllabus of State Service and Forest Service, many candidates have prepared for both together. This strategy has often worked.
  • Presence of environment and forest questions. In the forest service context, questions on these subjects are certainly expected, because they are the direct field of the post.
  • Impact of the physical stage. Reaching the final stage and still failing to meet the physical standards is a real risk. So do not postpone it to the last months.
  • Irregular cycles. The frequency of advertisements and the gap between stages have varied.
  • Variation in cut-offs. Cut-offs have differed by category and cycle, and we are not giving any number here.

Question 11. What does the Ramsar Convention deal with, and in which year was it held? Answer: It deals with the conservation and wise use of wetlands, and was held in 1971.

Question 12. In a forest area, 20 percent of 450 trees are diseased. How many trees are diseased? Answer: 90. 20 percent of 450 = 450 × 20 ÷ 100 = 90.

Question 13. Which gas do plants release during photosynthesis? Answer: Oxygen, while they take in carbon dioxide.

Question 14. A forest range of 240 square kilometres is divided into three beats in the ratio 2 : 3 : 7. What is the area of the largest beat? Answer: 140 square kilometres. The total ratio is 12 parts, one part is 240 ÷ 12 = 20, and the largest is 7 × 20 = 140.

Make fitness part of every weekly plan. Walking, running and endurance practice are generally helpful, but do any new exercise on medical advice and increase it gradually. Missing the final stage because of an injury is an unnecessary loss.

For laws, short material giving the objectives and main points of the Acts is a sufficient start. For current affairs, keep one reliable newspaper and a monthly compilation. Material on the websites of the Ministry of Environment, Forest and Climate Change and the state forest department can be used to verify news.

A good habit is to mark on a map of Chhattisgarh the national parks, sanctuaries, rivers and mineral areas yourself. Information you have drawn on the map yourself is far easier to remember.

Common Mistakes

  • Leaving the physical standards for the last moment. Keep them in the plan from the beginning.
  • Memorising forests and the environment only as facts. The main examination needs analysis and examples.
  • Assuming State Service preparation is fully equal to Forest Service. There is similarity, but the forest-specific part has to be prepared separately.
  • Mixing up the years and objectives of the laws. Keep the order of 1927, 1972, 1980 and 2006 clear.
  • Overlooking eligibility. Check the recognition of your degree subject first.
  • Not practising answer writing. Writing balanced answers on time in the main examination is a skill.
  • Trusting guesses without the advertisement. What held in the previous cycle can change in the new one.
