Recruitment happens when a department sends a requisition after counting sanctioned and vacant posts. The recruiting body then advertises the posts, often branch-wise (Civil, Electrical, Mechanical) and department-wise. Points to check in every notice:
- Who is recruiting. "HSSC" for many departments; separate advertisements by state power utilities and other boards for their own cadres. If you are targeting electrical JE, look at both HSSC notices and the utility companies' notices.
- Which branch and which department. A Civil JE in the Irrigation department has a different work profile from a Civil JE in the Public Health department.
- Which qualification. Diploma holders are the usual target, but some notices also accept degree holders, and some reserve a portion for specific qualifications.

What the job is and a day in the role
The JE's daily work depends on the department, but broadly:
- Civil JE (PWD B&R, Irrigation, PHED, Urban bodies). Site supervision of roads, bridges, buildings, canals, water supply and sewerage. Measuring works, preparing and checking bills, writing measurement book entries, estimating quantities, checking the quality of materials such as cement, steel and aggregates, and reporting progress to the Sub-Divisional Officer or Assistant Engineer.
- Electrical JE. Maintenance of distribution lines, substations and transformers, meter and billing checks, fault handling, supervising contractors, and safety compliance. In the PWD, electrical wings handle building electrification and lifts.
- Mechanical JE. Maintenance of pumps, tubewells, machinery and workshops; supervision of installation; and inspection of mechanical equipment in irrigation and water-supply schemes.
The job is a mix of field work and paperwork. You are the person on site. It can be physically demanding, especially in monsoon or summer, but it also carries real responsibility for the quality of public works.

Eligibility
Educational qualification
The typical minimum qualification is a three-year Diploma in the relevant branch of engineering (Civil, Electrical, Mechanical or an allied branch specified in the notice) from a board or institution recognised by the state or the AICTE. Some notices permit a degree in the same branch as well, and some cycles have specified different qualification routes for different departments. In some notices there may be an additional requirement of experience or a Hindi/Sanskrit requirement up to Matric.
A few points that cause errors:
- Branch matching. A diploma in "Electronics" may or may not count for an Electrical JE post. A diploma in "Construction Technology" may or may not count for Civil. Check the list of eligible branches in the advertisement.
- Recognition. The board or university must be recognised. Diplomas from a private open-university system can be rejected.
- Final-year candidates. Some notices allow candidates awaiting results if they clear the qualification by a fixed date. Others do not.
Age limit
The notice gives the minimum age (commonly 18) and the maximum age on a reckoning date, with relaxations for SC, BC, EWS, ESM, PwD and government employees as per Haryana rules. Use the exact numbers from the advertisement.

- Surveying: chain, compass and levelling; theodolite work; contouring; curves; total station and GPS basics; error and correction.
- Strength of materials and structural analysis: stress and strain, elastic constants, shear force and bending moment diagrams, deflection, torsion, columns, trusses.

Salary, pay level and career growth
JE is a Group C technical post in the pay structure adopted by the Haryana government. The advertisement states the pay level and the pay scale for the post, and allowances such as dearness allowance and house rent allowance are added according to the state's rules. Because pay levels and allowances change by revision, check the advertisement and the current departmental orders for the exact amount.
Career growth is defined by departmental rules: JE to Assistant Engineer (through promotion, and in some cases through a limited departmental examination or a share of direct recruitment for diploma-holders who obtain a degree), then to Executive Engineer and above. Month 1: Syllabus and fundamentals. Collect the advertisement and syllabus, list the core subjects and make a chapter-wise tracker. Revise the diploma-level fundamentals of your branch.
