Clerk is the classic government office job: the person who keeps files moving, drafts letters, enters data, deals with the public at the counter and keeps the department's records in order. In Haryana, clerks work in a wide range of offices, from district administration and revenue offices to boards, universities, corporations and directorates. The post attracts a very large pool of Class 12 pass candidates every time it is advertised, because it is a Group C government job with a modest qualification requirement and a clear route for promotion.

Recruitment is handled by the Haryana Staff Selection Commission (HSSC), and in recent years it has been linked to the Common Eligibility Test (CET) for Group C. What distinguishes the clerk post from the others in the same family is the typing test: even a candidate with an excellent CET score can be knocked out at this stage if their typing is slow or inaccurate. This guide therefore gives equal attention to the written stage and to the skill that many candidates leave too late. Confirm dates, vacancies, fees and typing standards in the current notification at hssc.gov.in.

Latest Notification and How the Cycle Works

Clerk vacancies come from many departments and are usually pooled. The sequence in recent cycles has looked like this:

Stage What happens
CET (Group C) Common written test, score used for ranking; see HSSC CET Group C
Clerk advertisement Posts and qualification for clerk are announced; eligible CET candidates apply
Merit list Prepared from the CET score and any additional criteria in the advertisement
Typing test Speed and accuracy check in English, Hindi or both, as notified
Document verification Certificates, category and residence proofs, family ID details
Allocation Department and district allotment by merit and preference

The number of stages and the order can change, for example whether the typing test is a qualifying test held before or after merit is prepared. Read the current advertisement for the sequence.

What a Clerk Does

A clerk's work has a rhythm. In the morning, dak (incoming post and applications) is received and entered in a register. Files are created or moved to the concerned officer, with a note sheet attached. The clerk drafts replies, types letters and forwards copies. Data entry into departmental software, maintenance of leave and attendance records, preparing salary bills and dealing with the public at the reception counter are common tasks. Over time, a clerk learns the rules of the department and becomes the source of institutional memory.

Office procedure has its own vocabulary. Noting is the written opinion on a file; drafting is preparing the reply; a D.O. letter (demi-official) is a personal letter between officers, and an endorsement forwards a copy to another office. A circular is a general instruction to many offices, and an office order is a formal internal directive. Digital work has become common through e-office systems, where files move electronically. A clerk who is comfortable with computers and clear in writing is a valuable colleague.

Post and Vacancy Structure

Clerk vacancies are spread over departments and categories, and each advertisement carries its own numbers. Reservation applies category-wise, with horizontal quotas for groups such as ex-servicemen where provided. Do not trust any number not found in the official notice.

Eligibility

Educational Qualification

Class 12 (senior secondary) from a recognised board is the usual minimum, though some advertisements specify a different requirement or extra conditions. Hindi or Sanskrit up to matriculation is generally required. A candidate with a degree is normally also eligible, since the requirement is a minimum. Read the current advertisement.

Typing and Computer Requirement

Clerk posts commonly require a specified typing speed in English or Hindi, and sometimes basic computer knowledge. In the past, advertisements have asked for a minimum speed in words per minute in English and a slightly lower speed in Hindi, with the option of qualifying in either. The exact speed, the medium and the software used in the test are set out in each advertisement, so verify them. Do not assume that a speed from an old notice is still valid.

Age Limit

The minimum age is generally 18. The general upper limit has typically been in the twenties to early thirties, with relaxation for reserved categories, ex-servicemen, women and persons with disabilities. Confirm the cut-off date and the exact limit in the notification.

Nationality and Domicile

Indian citizenship is required. The state's rules on Haryana residents, reserved categories and the family ID (Parivar Pehchan Patra) apply.

Application Process

  1. Register on the HSSC portal and complete the CET application if you have not done so.
  2. When the clerk advertisement is out, apply with your CET details and confirm your qualification.
  3. Upload photograph, signature and certificates, including any typing or computer certificate if asked.
  4. Pay the fee, if applicable. The amount depends on category and gender: check the notification.
  5. Submit and keep a copy of the confirmation.
  6. Watch for the admit card or call letter for the typing test and other stages.

Selection Stages in Detail

CET score. The first and main filter, and the basis for ranking.

Typing test. Usually a qualifying test. In a computer-based typing test, you are given a passage on screen and asked to type it in a fixed time, and your speed and accuracy are computed. If the advertisement provides for both English and Hindi, you may need to qualify in one or both according to the rule.

Document verification. Original certificates and proof of identity, category, residence, and any special claims.

Allocation. Posting to a department and location on the basis of merit, preference and vacancy.

Exam Pattern (Typical Structure, Verify in Notification)

Feature Typical structure
Written stage CET; objective multiple choice, in Hindi and English
Questions Around one hundred in about one and a half hours
Negative marking A fraction of a mark for each wrong answer, verify
Sections Reasoning, arithmetic, general awareness including Haryana, Hindi, English, computer basics
Typing test Qualifying, speed and accuracy as notified

Detailed Syllabus

Reasoning

Series, analogy, classification, coding-decoding, blood relations, direction sense, ranking and order, calendar and clock, syllogism, Venn diagrams and simple non-verbal reasoning. Clerical work involves attention to detail, so questions on letter-number matching and alphabetical arrangement are relevant.

Arithmetic

Simplification, percentage, ratio and proportion, average, profit and loss, simple and compound interest, time and work, speed and distance and basic mensuration. Since clerks handle bills and salary calculations, this is a real job skill.

General Awareness and Haryana GK

  • Haryana: formation on 1 November 1966, districts, rivers, national parks, fairs, personalities, sports achievers and state schemes.
  • Governance and office awareness: the structure of the state government (Governor, Chief Minister, Council of Ministers, Vidhan Sabha of 90 seats), departments, the Right to Information Act, 2005 (a public authority is generally expected to reply within 30 days) and the Haryana Right to Service Act, 2014 (which sets time limits for notified services).
  • India: polity, geography, history, science, awards and sports.
  • Current affairs: twelve months of national and Haryana news.

Hindi

Vyakaran, sandhi and samas, paryayvachi and vilom, muhavare and lokoktiyan, ashuddhi shodhan and comprehension. Official Hindi is used in Haryana government offices, so the language section is strongly connected with the job.

English

Grammar, vocabulary, spelling, error spotting, sentence improvement, and comprehension. Since letters and notes are drafted in English in many offices, the spelling and punctuation rules matter.

Computer Awareness

Basics of hardware and software, MS Word, Excel and PowerPoint operations, keyboard shortcuts, internet and email, file management and common terms.

The Typing Test: How to Prepare

The typing test is the part of the clerk recruitment where preparation is measurable and directly under your control.

Learn touch typing properly. Two-finger typing rarely crosses the required speed with accuracy. Learn the home row and use all fingers. A reasonable plan is 20 to 30 minutes a day for four to six weeks, starting slowly and building accuracy before speed.

Understand how speed is computed. In most standards, five keystrokes (including spaces) equal one word. Speed in words per minute is usually gross words divided by time. Some tests deduct for errors, so net speed is lower than gross speed. For example, 1,500 words typed in 50 minutes is 30 words per minute. The advertisement states the method used, so read it.

Prepare for the Hindi layout in use. Hindi typing is done in different layouts. Inscript is the standard layout on modern computers, while Remington is a legacy layout with its own key positions. Tests may specify one layout or allow a choice, and the software (such as Mangal or Kruti Dev fonts) may differ. Verify which is used and practise on that layout. Switching layouts in the last week is a bad idea.

Practise passages, not random words. Government-style passages with punctuation, numbers and dates are more realistic than simple word lists. Include proper nouns, abbreviations and figures in your practice.

Guard accuracy. A test can reject a fast typist with too many errors. Aim for accuracy above 95 percent before pushing speed.

Practise on a real keyboard. A laptop keyboard is fine, but if the test is at a centre with a full desktop keyboard, spend the final weeks on a similar one.

Salary and Career Growth

A Clerk is placed at an entry-level Group C pay level of the Haryana pay matrix, with allowances such as dearness allowance and house rent allowance. Confirm the current pay level in the advertisement. The career path in most departments runs from Clerk to Senior Clerk (or Assistant) to Superintendent and above through seniority-cum-merit promotion and departmental exams. Many clerks also use their service years to prepare for higher exams, and some become Assistants, Section Officers and, with the right qualifications and exams, gazetted officers.

Previous-Year Trends

  • The number of applicants is very large, so the CET score decides the ranking, and a small difference in marks can change your position by many places.
  • The written paper is moderate, with speed and accuracy being decisive.
  • Typing tests eliminate a visible number of candidates who prepared only for the written part.
  • Certificates and family ID details are examined during verification. Small mismatches between records have caused delay.
  • Rules on preference, bonus criteria and required qualifications have been revised over time. Use only the current advertisement.

Worked Practice Questions

Q1. A typist types 1,500 words in 50 minutes. What is the speed in words per minute? Answer: 30 words per minute. Explanation: 1,500 / 50 = 30.

Q2. Arrange in alphabetical order for a file index: Sharma, Sandhu, Singh, Saini. Answer: Saini, Sandhu, Sharma, Singh. Explanation: All start with S. Compare the second letter: a (Saini, Sandhu), h (Sharma), i (Singh). Between Saini and Sandhu compare the third letter: i comes before n, so Saini comes first. Then Sandhu, Sharma and Singh.

Q3. In office procedure, what is "noting" on a file? Answer: The written opinion or comments of an official on the matter in the file, recorded on the note sheet. Explanation: Noting is distinct from drafting, which is the preparation of a reply or letter.

Q4. Find the simple interest on Rs 12,000 at 6 percent per annum for 2.5 years. Answer: Rs 1,800. Explanation: SI = 12,000 × 6 × 2.5 / 100 = 1,800.

Q5. If 1 January 2026 is a Thursday, what day of the week is 1 February 2026? Answer: Sunday. Explanation: January has 31 days, which is 4 weeks and 3 days. Moving 3 days ahead from Thursday gives Sunday.

Q6. What is the angle between the hour and minute hands of a clock at 3:00? Answer: 90 degrees. Explanation: The hour hand is at 3 and the minute hand at 12, which is three hour-marks apart, and each mark is 30 degrees.

Q7. Choose the correctly spelt word. (a) Corespondence (b) Correspondance (c) Correspondence (d) Corrispondence Answer: (c) Correspondence. Explanation: The word has double r and ends in -ence.

Q8. Which of the following is a synonym of "पृथ्वी"? (a) धरा (b) गगन (c) नीर (d) अनल Answer: (a) धरा. Explanation: Dhara, dharti, bhu and vasudha are synonyms of prithvi. Gagan is sky, neer is water and anal is fire.

Q9. What is the keyboard shortcut for "Undo" in MS Word? Answer: Ctrl + Z. Explanation: It reverses the last action. Ctrl + Y repeats or redoes it.

Q10. Bhagavad Gita is believed to have been preached at which place in Haryana? Answer: Jyotisar, near Kurukshetra. Explanation: Kurukshetra is also home to Brahma Sarovar and hosts the Gita Mahotsav each year.

Q11. The average of five numbers is 24. When a sixth number is included, the average becomes 26. What is the sixth number? Answer: 36. Explanation: The total of five = 120. The total of six = 156. The sixth number = 156 − 120 = 36.

Q12. Within how many days is a public authority generally required to reply to an RTI application under the RTI Act, 2005? Answer: 30 days. Explanation: The Act sets a period of 30 days for the Public Information Officer to provide the information, with a shorter period of 48 hours for matters concerning the life or liberty of a person.

Office Procedure Basics Worth Knowing

You do not need a manual of procedure to clear the CET, but a working picture of how a government file moves helps with general awareness questions and with your first weeks on the job.

The life of a file. An application or letter is received and registered, given a diary number and sent to the concerned section. A clerk opens a file, attaches a note sheet and puts up the case with relevant rules and previous papers. The supervisor comments, the officer approves or rejects, and the clerk then drafts the reply, gets it approved, dispatches it and records the dispatch.

Parts of a formal letter. Sender's office and address, reference number, date, name and designation of the addressee, subject line, a salutation, a short body that states the matter and the request or decision, a closing and the signature block with designation. Copies to other offices are marked with "copy to" or an endorsement.

Good drafting habits. One subject per letter, short sentences, dates and numbers written carefully, and no unexplained abbreviations. Always double-check names and figures against the file.

Records. Files are classified, indexed and, after their period of active use, weeded out according to a retention schedule. Registers such as the dak register, the file movement register and the attendance register are basic tools.

Digital work. In e-office systems the same steps happen on screen: a receipt is scanned and diarised, a file is created digitally, notes are typed on the file, and approvals are given electronically. Comfort with scanning, saving files in the right format and naming them properly will help you settle in quickly.

A short practice task: write an application to your Block Development Officer requesting a copy of a document, in about 100 words, in Hindi and English. Check the format above. Two or three such letters make the structure automatic.

Month-by-Month Preparation Plan (Four to Six Months)

  • Month 1: Diagnostic CET-style mock. Start touch typing from the home row for 20 to 30 minutes a day. Arithmetic basics, Hindi grammar.
  • Month 2: Percentage, ratio, interest, average; reasoning series and coding. Typing accuracy above 90 percent at a slow pace; begin practice in the Hindi layout required.
  • Month 3: Time and work, speed and distance; direction sense, blood relations, calendar and clock. English grammar and vocabulary. Typing speed building with passages.
  • Month 4: Haryana GK, governance and office awareness, computer basics. Weekly sectional tests and one timed typing test.
  • Month 5: Current affairs. Full CET-style mocks twice a week. Typing at or above the required speed with accuracy.
  • Month 6: Revision, documents check and a final fortnight of steady typing practice with the actual test format if known.

Books and Resources

  • A Group C level arithmetic book and a reasoning book.
  • Hindi and English grammar books.
  • A Haryana GK reference and a short note on the RTI Act and the Right to Service Act.
  • A free or paid typing tutor that supports English and Hindi in the required layout.
  • A monthly current-affairs summary.
  • Mock tests on pareeksha.in for the written stage.

Common Mistakes

  1. Delaying typing practice until the CET result. It takes weeks to build speed properly.
  2. Practising typing in one Hindi layout and then finding a different one in the test.
  3. Prioritising speed over accuracy.
  4. Skipping computer basics.
  5. Not checking whether the advertisement wants English or Hindi typing or both.
  6. Inconsistent details across documents and family ID.
  7. Depending on old news for vacancies and cut-offs.
