13 | The Eleventh Schedule: 29 rural subjects

The Eleventh Schedule contains 29 subjects associated with possible panchayat responsibilities under Article 243G. They span agriculture and land improvement; minor irrigation; animal husbandry and fisheries; social forestry; rural housing, drinking water and roads; primary and secondary education; health and sanitation; welfare; public distribution; and maintenance of community assets. This breadth reflects local needs, but a list of subjects is not an automatic staffing or funding order.

Use a cluster memory method: livelihood and natural resources; infrastructure and services; human development and welfare; community assets. Then test a concrete village problem. A handpump repair relates to drinking water, yet the responsible asset owner may be a department or village institution under a current scheme. A minor irrigation channel belongs in the rural subject list, but a major inter-state river project has different legal and technical authority. An MCQ may mix an Eleventh Schedule item with an urban-specific Twelfth Schedule wording; read the noun carefully.

Worked example: The Eleventh Schedule includes agriculture, minor irrigation, roads, education and health-related subjects. If a question says that listing automatically transfers every teacher or engineer to a gram panchayat, reject the leap. Ask what AP law and subsequent orders actually devolved, with which funds and personnel. The constitutional schedule is a menu for state legislative action, not a complete operating manual.
