The 29 entries should be read in groups, but AP SI and Constable papers can test an individual item. Entries 1-7 cover agriculture and extension; land improvement, reforms, consolidation and soil conservation; minor irrigation, water management and watershed development; animal husbandry, dairying and poultry; fisheries; social and farm forestry; and minor forest produce. Entries 8-15 cover small-scale industries including food processing; khadi, village and cottage industries; rural housing; drinking water; roads and related communication works; rural electrification including distribution; and non-conventional energy. The exact wording helps separate a village service from a broad state policy.
Entries 16-23 cover poverty alleviation; education including primary and secondary schools; technical and vocational training; adult and non-formal education; libraries; cultural activities; markets and fairs; and health and sanitation including hospitals, primary health centres and dispensaries. Entries 24-29 cover family welfare; women and child development; social welfare including disability concerns; welfare of weaker sections, particularly Scheduled Castes and Scheduled Tribes; the public distribution system; and maintenance of community assets. The constitutional text uses older terminology in places; use respectful current language in explanation without silently altering a legal quotation. The list is a scope of possible devolution under Article 243G, not a proof that every village administers every institution.
Worked example: The Eleventh Schedule's 29 subjects include several connected services. A village road may improve market access, but a state highways department can still control a particular route. Water, health and education subjects also require actual transfer of functions and resources. In a test, identify whether an item asks what is listed in the Schedule or which AP agency currently executes a named work.
