41 | Election workflow and reservation roster

A local election starts before polling day. The competent authority identifies the relevant local body and wards, publishes electoral-roll and reservation information under law, issues an election schedule, accepts nominations, scrutinises them, permits withdrawal, conducts polling where necessary, counts votes and declares results. The State Election Commission supervises within the constitutional framework; district election machinery carries out assigned field work. Nomination rules, age, disqualification and reservation all matter before a ballot is cast.

A roster or ward reservation list is a dated election document. An old Sarpanch reservation cannot simply be carried forward, even if the village boundary appears unchanged. A casual vacancy follows the applicable by-election rule, and the winner normally serves the remaining term rather than starting a fresh five-year body term. A dispute over the electoral process has special statutory and constitutional channels; an ordinary administrative grievance letter may not be the proper election petition. For objective questions, identify whether the fact is a permanent constitutional rule, an AP statutory rule or a one-election notification.

Worked example: An election roster requires the notified ward or constituency, reservation category, electoral roll, nomination dates, polling and result record. The State Election Commission supervises the poll, while local officials perform assigned duties. A past reservation pattern is not today's roster. If a district boundary changes, use the election notification applicable to that poll rather than assuming the geographical map alone fixes the electorate.
