19 | Revenue division and Revenue Divisional Officer

For administrative convenience, an AP district is divided into revenue divisions, each containing mandals. A government district page describes a Revenue Divisional Officer as heading a division, often with Sub-Collector or Deputy Collector rank, and serving as Sub-Divisional Magistrate within jurisdiction. Districts differ in their number and names of divisions, and recent reorganisation may change the list. Learn the hierarchy first and consult the current district portal for a place-specific mapping.

An RDO's office connects the Collectorate and mandal revenue offices. It may hear statutory matters and supervise records as provided by law. A revenue division is not an elected local-government tier; no RDO is automatically an MPP president. For a case involving a certificate or land record, ask whether the citizen should first approach a service channel, tahsildar or RDO under the relevant rule. Do not assume every appeal goes straight to the Collector.

Worked example: A land dispute moves beyond a mandal office. The Revenue Divisional Officer works at an intermediate district revenue level under the applicable rules. A revenue division is administrative territory, not an elected Panchayat Raj tier. A Mandal Praja Parishad may cover the same localities for rural self-government, but it does not hear every land-record appeal. Use the notice or statute to identify the correct appellate route.
