Part IX begins with definitions in Article 243. Article 243A concerns the Gram Sabha; 243B constitution of panchayats; 243C their composition; 243D reservation; 243E duration; 243F disqualifications; 243G powers and responsibilities; 243H taxation and funds; 243I State Finance Commission; 243J accounts and audit; and 243K elections. Later provisions address application to Union territories, exceptions, continuity and court interference in electoral matters. This sequence is easier to retain if it is associated with the life cycle of a body: form, elect, fund, account and renew.

Part IXA begins at Article 243P. Article 243Q concerns constitution of municipalities; 243R composition; 243S Wards Committees; 243T reservations; 243U duration; 243V disqualifications; 243W powers; 243X taxes and funds; 243Y finance review; and 243Z accounts and audit. Article 243ZA deals with municipal elections, 243ZD with District Planning Committees and 243ZE with Metropolitan Planning Committees. Read each article with its title in the official Constitution. A candidate does not need to memorise every subclause to solve a standard question, but should not swap rural and urban article numbers.

Worked example: Create a memory strip: 243A for Gram Sabha, 243G for panchayat powers, 243K for local panchayat elections, 243W for municipal powers and 243ZA for municipal elections. Then add 243E and 243U for duration. Group by function instead of reciting the alphabetic sequence. When a question quotes a different Article, check whether it belongs to Part IX, Part IXA or another constitutional topic.
