03 | Rural AP: the three elected tiers

The Andhra Pradesh Panchayat Raj Act, 1994, provides for Gram Panchayats, Mandal Praja Parishads and Zilla Praja Parishads. These are the village, intermediate and district tiers of rural local government. Do not substitute a revenue mandal office for a Mandal Praja Parishad: a tahsildar's office is part of revenue administration; an MPP is a local self-government institution. Likewise, a district collectorate is not a Zilla Praja Parishad. They may coordinate on the same project, but their legal identities and accountability differ.

The three-tier picture is a memory aid, not a claim that every task flows through all three institutions. Village sanitation may be handled at gram panchayat level; a district-wide plan may need coordination across bodies; a land-record correction normally follows the revenue chain. The AP Act includes detailed provisions on constitution, membership, offices, elections, finance and supervision. Its current amendments and special territorial provisions should be checked for any highly specific procedural question.

Worked example: A villager takes a land-record correction to the Mandal Praja Parishad because it has 'mandal' in its name. The MPP is an elected local body; the mandal revenue office and Tahsildar handle the revenue record under the applicable law. Both work within the same geographic mandal. The shared place name does not merge their legal jurisdictions. In an exam, pair the complaint's subject with the right institutional chain.
