NEW DELHI, August 3 — The new Public Examinations (Prevention of Unfair Means) Act, commonly known as the Anti-Paper Leak Law, officially came into force on Monday, introducing strict punishments and security rules to stop recruitment fraud.
The law covers public examinations conducted by the Union Public Service Commission (UPSC), Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs), Institute of Banking Personnel Selection (IBPS), and the National Testing Agency (NTA). It imposes a jail term of up to ten years and a fine of up to ₹1 crore for individuals and service providers found guilty of leaking question papers or tampering with computer systems.
Under the new regulations, all exam centres must implement biometric verification, digital log entries, and secure CCTV monitoring. A high-level national committee will supervise security audits of testing agencies and database systems.
