NEW DELHI, October 3 — The Department of Biotechnology (DBT), Ministry of Science and Technology, on Saturday unveiled the operational roadmap and financing architecture for the 'BioE3 (Biotechnology for Economy, Environment and Employment) Policy for Fostering High-Performance Biomanufacturing', following its approval by the Union Cabinet.
According to the policy blueprint released by scientific secretaries, the BioE3 framework is engineered to drive India's green industrial transition from fossil-fuel feedstocks toward sustainable biological alternatives. The strategy focuses on six high-impact technological verticals: bio-based chemicals and biopolymers, smart proteins and cellular agriculture, precision biotherapeutics (including monoclonal antibodies and mRNA vaccines), climate-resilient genomic crops, biological carbon capture and utilization (CCU), and futuristic space biomanufacturing.
The framework outlines dedicated fiscal incentives and infrastructure support to establish advanced Biomanufacturing and Bio-AI Innovation Hubs connected to industry incubators nationwide. The policy is positioned to expand India's national bioeconomy valuation from the current \$150 billion to \$300 billion by 2030, generating approximately 5 million high-skilled green biotechnology jobs.
The strategic pillars of the BioE3 Policy, historical milestones under the National Biotechnology Development Strategy, the regulatory role of the Genetic Engineering Appraisal Committee (GEAC under MoEFCC), biotechnology industry incubation under BIRAC, and biomanufacturing applications in climate mitigation are essential topics across UPSC Civil Services (GS-III: Science, Technology & Environment) and State Scientific Services exams.
