NEW DELHI, October 7 — The Union Cabinet, chaired by Prime Minister Narendra Modi, on Wednesday accorded formal administrative and financial approval for the comprehensive 'Bio-E3 (Biotechnology for Economy, Environment and Employment) Policy', committing a targeted budgetary outlay of ₹3,980 crore to foster advanced biomanufacturing capabilities across India.
Administered through the Department of Biotechnology (DBT) under the Ministry of Science and Technology, the policy establishes an overarching regulatory and capital architecture to transition domestic industries from fossil-dependent chemical synthesis toward sustainable biological fabrication. The strategic framework prioritizes six foundational verticals: bio-based polymers and bulk enzymes, cellular agriculture and functional smart proteins, precision biotherapeutics, climate-resilient microbial bio-fertilizers, carbon capture bioprocessing, and marine bio-prospecting.
A centerpiece of the Bio-E3 blueprint involves capital subsidies for erecting shared open-access bio-foundries and bio-AI computational clusters. These state-of-the-art pilot facilities will de-risk commercial scale-up for deep-tech bio-startups by providing automated fermentation, strain-engineering, and purification infrastructure, catalyzing India's trajectory toward achieving a $300 billion national bio-economy valuation by 2030.
National biotechnology policies, circular bio-economy dynamics, DBT institutional mandates, and decarbonization strategies linked to India's COP26 Net-Zero 2070 pledges are high-yield topics in the UPSC Civil Services (GS-III: Science, Technology, and Environment).
