AMARAVATI, October 16 — The Andhra Pradesh State Cabinet has formally cleared the comprehensive operational guidelines for the 'Thalliki Vandanam' scheme, extending an annual financial assistance of ₹15,000 directly to the bank accounts of mothers for every child enrolled in Class 1 through Class 12.
Key features of the welfare initiative: 1. Universal Child Coverage: Scrapped the former cap of single-child assistance per household; every school-going child in eligible BPL families is now entitled to the annual ₹15,000 benefit. 2. Attendance Conditionality: Enforces a strict 75% minimum academic year attendance verified transparently through the state Child-Info and biometric attendance portals. 3. Institutional Scope: Covers students enrolled across government, local body, social welfare residential, government-aided, and recognized private junior colleges and schools. 4. Direct Benefit Transfer: Integrated with Aadhaar-enabled bank accounts (NPCI mapper) to eliminate intermediaries and ensure zero-leakage financial delivery.
The scheme's macroeconomic and demographic impacts on literacy, Gross Enrolment Ratio (GER), female child retention, and state fiscal allocation under educational heads represent vital study areas for APPSC Group-1 and Group-2 candidates.
