NEW DELHI, October 20 — The Department of Telecommunications (DoT) in operational synergy with the National Disaster Management Authority (NDMA) executed a comprehensive nationwide live validation drill of the Cell Broadcast Alert System (CBAS) across all 22 telecom circles on Monday.
The live test transmitted multi-lingual emergency warning messages accompanied by a standardized high-decibel acoustic alert and vibration pattern directly to hundreds of millions of 4G and 5G mobile handsets on active carrier networks. Operating on broadcast radio frequencies via cellular towers, CBAS delivers instantaneous geographical alerts without requiring cellular data connections or individual phone number indexing, bypassing network congestion entirely.
NDMA leadership emphasized that the fully operationalized capability provides district disaster authorities with an instantaneous mechanism to broadcast localized evacuation orders during severe meteorological anomalies such as cyclones, cloudbursts, tsunamis, and toxic industrial leaks.
Technological applications in disaster risk reduction, the statutory mandate of NDMA under the Disaster Management Act 2005, principles of early warning coverage under the Sendai Framework 2015–2030, and telecommunications security regulations form staple syllabus themes in UPSC GS-III.
