Whenever an Andhra Pradesh recruitment notification appears, applicants ask the same four questions. How many posts are there for my category? What does the roster mean? Am I local or non-local? Which certificates must I hold? These four topics cause more lost applications than any weak subject, because a wrong category choice or a missing certificate can turn a good score into a rejection. This guide explains them in one place, from the government orders and notifications themselves.

The guide has to be read with a date in mind. Two things changed within the last eighteen months. In April 2025, the Scheduled Castes were sub-classified into three groups for direct recruitment. And on 15.12.2025, the President made a new Presidential Order that replaced the 1975 order on local cadres, which changed what "local" means and how many posts go to local candidates. As on October 2026, the Commission's notification of 06.10.2026 for Group-I Services applies the new order. The guide labels each time-sensitive point with its source. Where the earlier posts on this topic relied on older rules, the corrections are stated plainly in the relevant section.

This split comes from Rule 22(2)(a) of the Andhra Pradesh State and Subordinate Service Rules, 1996, as substituted by G.O.Ms.No.73 of the General Administration (Services-D) Department dated 04.08.2021. The order says the unit of appointment for direct recruitment is one hundred vacancies, of which fifteen are for Scheduled Castes, six for Scheduled Tribes, twenty-nine for Backward Classes, ten for Economically Weaker Sections, and the remaining forty are filled on open competition. Two points follow. First, the numbers apply to direct recruitment. In promotions, reservation is given to SC, ST and persons with benchmark disabilities, and not to Backward Classes, ex-servicemen, sportspersons or EWS, as the horizontal reservation order states. Second, a special rule for a particular service can vary the arrangement, so the notification for your post is the final word.

The Backward Class groups

The 29 Backward Class posts are divided among five groups, A to E. The roster itself shows how many points each group has in a hundred.

These counts can be checked directly against the roster table printed in the order of 2023 that is explained later in this guide: BC-A holds points 4, 20, 29, 45, 54, 70 and 79; BC-B holds 10, 24, 35, 49, 60, 74, 81, 85, 95 and 99; BC-C holds 14; BC-D holds 18, 39, 43, 64, 68, 89 and 93; and BC-E holds 19, 44, 69 and 94.

Two notes from the Commission's notifications deserve attention. The first is that, in the notifications opened for this guide, reservation for the BC-E group is stated to be subject to the adjudication of litigation before the courts, including the orders in a Civil Appeal of 2010 in the Supreme Court, and orders from the government. The second is that a candidate who claims Backward Class status must have a non-creamy-layer certificate issued by the Tahsildar, under G.O.Ms.No.3 of the Backward Classes Welfare Department of 04.04.2006 and G.O.Ms.No.26 of 09.12.2013. If the candidate cannot produce it on the day of verification, the candidature is considered against the open category, provided that the candidate is otherwise eligible. Your certificate should therefore show the group, since the group decides the roster point.

Scheduled Castes: three groups since April 2025

On 17.04.2025, the State issued an ordinance sub-classifying the Scheduled Castes into three groups, and the General Administration (Services-D) Department, in G.O.Ms.No.46 dated 19.04.2025, amended the Service Rules to give effect to it in direct recruitment. The notification was deemed to have come into force from 18.04.2025. The order divides the 15 percent reserved for Scheduled Castes, and does not enlarge it.

Since the shares do not divide neatly into a hundred points, the order introduces a 200-point roster that runs in two cycles, each numbered 1 to 100. In each cycle, the points that were already assigned to Scheduled Castes in the old roster, namely 2, 7, 16, 22, 27, 41, 47, 52, 62, 66, 72, 77, 87, 91 and 97, are distributed among the three groups. In the first cycle, point 2 goes to Group I, point 7 to Group II, point 16 to Group III, point 22 to Group II, point 27 to Group III, point 41 to Group II, point 47 to Group III, point 52 to Group II, point 62 to Group III, point 66 to Group II, and point 72 to Group III, followed by 77 to Group II and 87, 91 and 97 to Group III. In the second cycle, the pattern is the same up to point 87, and the last point, 97, goes to Group II instead. Counted over the two cycles, the thirty SC points divide into 2 for Group I, 13 for Group II and 15 for Group III, which is 1, 6.5 and 7.5 percent of 200.

The order adds three operating rules that applicants rarely hear about. If no eligible candidate of a group is available in a recruitment, the vacancy is carried forward to the next recruitment. Backlog vacancies follow the 200-point cycle from the original carried forward roster point, with an example in the order: if the carried forward points are 27, 41, 72 and 77, the cycle starts from 27 and goes to Group III, and 41 goes to Group II. And the one-third reservation for women is applied horizontally within each of the three SC groups.

For an SC applicant, the consequence is direct. The Commission's notifications ask SC applicants to specify the group, as Group I, Group II or Group III, and the community certificate should carry the caste, from which the group follows. In notifications issued after April 2025, the vacancy table shows SC posts under the three group columns.

Economically Weaker Sections

G.O.Ms.No.73 of 2021, repeating the operational guidelines of G.O.Ms.No.66 of 14.07.2021, defines EWS in employment. A person is EWS if he or she is not covered by the existing reservation schemes for Scheduled Castes, Scheduled Tribes and Socially and Educationally Backward Classes, and the gross annual family income is below Rs. 8 lakh from all sources, including salary, agriculture, business and profession, for the financial year before the year of application. The family includes the candidate, parents, siblings below 18, spouse and children below 18. The certificate is issued by the Tahsildar concerned, and the Commission's notifications say that the EWS certificate must be for the financial year before the year of application. One third of the EWS posts are reserved horizontally for women.

The same order assigned ten roster points to EWS: 12, 21, 32, 42, 50, 61, 73, 82, 88 and 96. EWS is not a separate social group in the sense of caste; it is a 10 percent quota within the open category for those outside the SC, ST and BC schemes, and so a candidate from an SC, ST or BC community cannot claim it.

Horizontal reservations

Horizontal reservations cut across the vertical categories. They are for women, persons with benchmark disabilities, ex-servicemen and meritorious sportspersons. The General Administration (Services-D) Department issued a comprehensive order on 2 August 2023 that rewrote Rule 22 and added Rule 22-B on operational guidelines. The notifications of the Commission cite it as G.O.Ms.No.77 dated 02.08.2023, together with G.O.Ms.No.3 dated 17.01.2024; the scanned copy that was opened for this guide shows the number in a partly illegible header, so the notifications' citation is used here.

Women. The one-third quota is a compartment within each category. Under the guidelines in Rule 22-B, the correct procedure for, say, 15 SC posts of which five are for women, is to list the 15 best SC candidates and count the women in that list. If there are five or more, nothing changes. If there are only three, the next two SC women by merit are added and two men are removed from the bottom of the list. Women selected on merit within a vertical quota count towards the women's quota. This is the difference from the vertical rule, where a candidate selected on own merit in the open category does not use up the community quota.

Persons with benchmark disabilities. The order provides four percent reservation, with one percent each for blindness and low vision, deaf and hard of hearing, locomotor disability including cerebral palsy and others, and a fourth group for autism, intellectual disability, specific learning disability and mental illness; multiple disabilities are placed from among these in posts identified for them. A register of 100 points in four blocks keeps track, with points 1, 26, 51 and 76 earmarked for the four categories. If the vacancy at an earmarked point is unsuitable, one of the vacancies in the rest of that block is used, and if no vacancy in a block is suitable, the requirement is carried to the next block. A candidate selected under this quota is adjusted against the point of the community to which he or she belongs, and the application form therefore asks the candidate to state SC, ST, BC, EWS or unreserved. The Commission's notification defines persons with benchmark disability as those with at least forty percent disability, as certified by a medical authority, except for hearing impairment, which has its own definition.

Ex-servicemen. The 2023 order provides two percent in direct recruitment, of which one percent is for women, and says that roster points are not assigned to this reservation. It also says the quota lapses if no eligible ex-servicemen are available. This replaces the old arrangement in which the 13th and 37th roster points were reserved for ex-servicemen for some categories of posts. Older articles still mention those points, which is why this guide points it out.

Meritorious sportspersons. G.O.Ms.No.47 of 19.04.2025 provided three percent horizontal reservation, replacing the two percent of earlier orders, and the first version said that it applied without a competitive examination. On 15.05.2026, G.O.Ms.No.56 superseded that order and amended the Service Rules again, to implement revised guidelines of the Youth Advancement, Tourism and Culture (Sports and Youth Services) Department for sportspersons who qualify in the prescribed recruitment examination. A summary that says sportspersons are appointed without an examination is therefore out of date as on October 2026. The order also lists the recognised sports in two categories and defines the meritorious sportsperson by reference to representation of the State or country, or medals at the State level or the All India Inter-University level.

The order of selection

The 2023 guidelines prescribe a three-step sequence. The first step fills the open competition quota on merit. The second fills the vertical reservations: SC, ST, BC and EWS. The third looks at the horizontal quotas, women, persons with benchmark disabilities, ex-servicemen and sportspersons, within the lists filled in the first two steps and corrects any shortfall by adjustment.

The principle that follows from the first step is important. A candidate from a reserved community who is selected in the open category on his or her own merit is not counted against the community quota. The Commission's notifications say that candidates belonging to SC, ST, BC, EWS and PwBD categories who use an age relaxation are also considered for the open vacancies. Open competition is therefore not a quota for any particular group; it is the merit list that anyone can enter.

The 100-point roster

A roster is a fixed order of rotation. Vacancies are assigned to points as they come, in sequence, and each point is earmarked for a category. When the hundredth vacancy has been filled, a new cycle starts from point one. This is how the percentages hold whether there are ten posts or ten thousand. The table below groups the 100 points of the vertical roster, as printed in Rule 22(2)(e) after the order of 2 August 2023.

A worked example shows why small notifications leave some categories out. Suppose a department notifies ten posts. They fall on points 1 to 10: five open (points 1, 3, 5, 6 and 9), two SC (points 2 and 7), one BC-A (point 4), one ST (point 8) and one BC-B (point 10). No post is shown for EWS, BC-C, BC-D or BC-E, because their first points come later. The roster does not forget those categories; the next recruitment starts from point 11, where the roster stopped. If the department notifies twenty posts, points 11 to 20 add EWS at 12, BC-C at 14, BC-D at 18 and BC-E at 19, as well as a second BC-A at 20. The Commission's notifications also say that the roster point where the last recruitment stopped, and the point where the new one starts, are specified in the indent from the department.

Rosters are an aid. They tell the department which community's turn it is. Within each point, the selection is by merit among the candidates of that community, subject to the horizontal quotas. Under the 2025 Presidential Order, each local cadre in each unit maintains its own roster, so a district, a zone or a multi-zone has a separate cycle. A summary of G.O.Ms.No.172 of the General Administration (Services-D) Department dated 02.09.2026, read on a secondary site, says that where there is no change in a category's local cadre status or unit of appointment, the existing roster continues from the point after the last appointment, and that in newly constituted units a fresh roster starts from point one. That order was not opened in full, so the guide treats the detail as indicative.

Local status: the old rule and the new Order

Local status exists because of Article 371-D of the Constitution. It lets the President provide for equitable opportunities in public employment in parts of the State by dividing posts into local cadres and reserving a share of direct recruitment for candidates local to the area. Until December 2025, the instrument was the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, published as G.O.Ms.No.674 of the General Administration (SPF-A) Department dated 20.10.1975.

Under the 1975 order as applied in the Commission's notifications of 2023 and 2025, there were four zones, and a candidate was local if he or she had studied for four consecutive academic years ending with the year of the relevant qualifying examination in the area, or if not studying, resided there for four years. If not local to any area, a seven-year State-wide rule applied. In recruitment, the provisional list was divided into two parts, 30 percent of the posts on a combined merit list of locals and non-locals and 70 percent on locals only.

The President's Order of 15.12.2025, notified as S.O. 5777(E), came into force at once and superseded the 1975 order. The State republished it through G.O.Ms.No.45 dated 20.04.2026. The main features are as follows.

The Commission's Notification 07/2026 for Group-I Services, dated 06.10.2026, shows how this works for applicants. It says that reservation for local candidates applies to the posts organised into zones and multi-zones, and not to the one state-cadre post in the notification. It prints the 95 percent benefit for local candidates of each multi-zone or zone, and a provisional list divided into 5 percent on a combined list of locals and non-locals and 95 percent on locals only. It defines a local candidate as one who studied in the local area for not less than four consecutive academic years before and including the year of appearing for the seventh class or equivalent examination, or resided there if not studying, with a seven-year fallback where the maximum period decides. It asks for study certificates from class one to class seven, or a residence certificate from a revenue officer not below the Mandal Revenue Officer, and a Local Status Certificate from those who migrated from Telangana between 02.06.2014 and 01.06.2024.

Some older explanations of this subject say that the qualifying years are counted to the SSC examination and that study certificates from class four to class ten were needed. That was the position under the 1975 order as printed in the Commission's notifications of 2023 and 2025. For notifications issued under the 2025 order, the printed wording is the seventh class, and the Commission's online profile now records schooling class by class. Two districts, Polavaram and Markapuram, were notified from 31.12.2025, after the Order was made. The Order's Schedule and the Commission's notification list 26 districts. The treatment of the two new districts is for the notification of each post to state, and the guide does not assume it.

The notifications also say that candidates belonging to SC, ST, BC and EWS from other States are not entitled to reservation, and that a candidate must produce proof of the community claimed at all stages and that a subsequent claim of change of community is not entertained. As printed in the notification of 2025, an Explanation to Rule 2(28) says that, in claiming SC reservation, no person who professes a religion different from Hinduism is deemed a Scheduled Caste, though a Scheduled Caste convert to Buddhism is. Apply the notification's wording as it stands.

One more point. A notification asks for certificates to be produced "at appropriate time". For local status, the Commission's notifications say that a single certificate, whether of study or residence, is enough to apply as a local candidate, but a residence certificate is not accepted from someone who studied in an institution. Keep both ready where both may apply.

Cut-offs and minimum marks

A cut-off is the mark of the last selected candidate in a category. It varies because posts, applicants and score levels vary by category. The Commission also prints minimum qualifying marks, which are not cut-offs: in the notifications opened, 40 percent for open, ex-servicemen, sports and EWS candidates, 35 percent for Backward Classes and 30 percent for SC, ST and PwBD candidates, with the remark that securing the minimum does not confer a right to selection. Because of the open-merit principle, a reserved-category candidate who scores above the open cut-off competes in the open list, and the community post goes to the next candidate of that community. For that reason, a candidate from any category does well to aim at the open cut-off.

Before you apply: a checklist

Read the vacancy table for your category and your zone, and see whether posts are shown against it. Identify whether the post is a district, zonal or multi-zonal cadre. Read the definition of local candidate in that notification. Make sure your certificates are current and show the group. Confirm the PwBD, ex-servicemen or sports claims against the notification. Check the age relaxation and the fee exemption. Keep the printouts, and do not rely on a forwarded message for any number.

Frequently asked questions

What is the reservation percentage for AP government jobs? In direct recruitment, in every 100 vacancies, SC 15, ST 6, BC 29, EWS 10 and open 40, with women one third horizontally in each category. The notification for your post is final.

Is the SC sub-classification in force? Yes. G.O.Ms.No.46 of 19.04.2025 made it effective from 18.04.2025: Group I 1 percent, Group II 6.5 percent and Group III 7.5 percent, within 15 percent.

What is a roster? A fixed rotation that assigns each vacancy, in order, to a category. After 100 points, it starts again. SC points run in a 200-point cycle.

Can I choose open category if I am from a reserved community? You are considered for open vacancies on merit. Your community quota is not used up if you are selected on your own merit in the open list.

Do sportspersons get posts without an exam? The revised order of 15.05.2026 speaks of sportspersons who qualify in the recruitment examination. Check the notification.
