Every online application to the Andhra Pradesh Public Service Commission begins with a profile. Aspirants usually call it the OTR, and the Commission's own pages call it the One Time Profile Registration, or OTPR. The profile holds your name, date of birth, category details, address, school-by-school study record, higher education and your photograph and signature. Once it exists, you do not retype those details for each notification; you log in, choose the notification and complete only the application-specific fields.
The profile also matters more than it used to. A web note dated 29.09.2026 asks all applicants to update their profile from 30.09.2026, before applying for any notification, because the district, zone and multi-zone used to decide local status are now worked out from study and residence particulars. So a registration guide has two jobs: to help a first-time user get the profile right, and to help an existing user bring it up to date. This guide is written from the Commission's own user manual for Direct Recruitment OTPR, its FAQ document, and recent notifications. Anything time-sensitive is labelled "As on October 2026" with its source, and anything that could not be confirmed is marked as unverified.
OTR or OTPR: the name
The two names refer to the same thing. The Commission's website, manuals and notifications use OTPR, and the portal's home page has a link called OTPR Registration. People who search for "APPSC OTR registration" will find the official page by looking for that link. Because the names are interchangeable, nothing is lost by using either, but when you search the Commission's website, use OTPR.
There are three kinds of OTPR, and the Commission provides a separate user manual for each: Direct Recruitment, Departmental and Others. Direct Recruitment is for candidates who apply to notifications for recruitment to posts. The Departmental manual is for serving employees who take departmental tests. The Others manual covers a further sub-category of the departmental group. This guide is about the Direct Recruitment profile, which is what most aspirants need.
Why the Commission asks for a profile first
The Commission's FAQ document, which is written in Telugu and hosted with the other guidance on the website, sets out the logic in its first answer. Before applying to any recruitment notification, a candidate first registers details on the website and receives a unique number. That process is the OTPR registration, which is one time and need not be repeated. Before registering, the candidate should check that the information is correct, as the Commission does not verify it at that time, and the candidate remains responsible for errors or falsehoods in what was submitted. After registration, the candidate can apply to any notification for which he or she is eligible before the last date, but the OTPR number is needed to apply, so registration must come first.
The second answer in the FAQ says that changes can be made at any time by following the modification procedure in the user manual. The third answer explains that the Commission issues a notification only for the number of posts that departments have indented, following the State and Subordinate Service Rules and the special rules of each service, and that eligibility such as qualifications and age is determined by those rules and not by the Commission's discretion. A later answer says that decisions on doubts about local status, creamy layer, qualification, age, reservation and roster are governed by rules and orders of government, and that the Commission's main duties are to conduct examinations, publish results and send lists of selected candidates to departments; the certificate verification is part of that process. The FAQ also states that the Commission does not give recognition to any coaching institute.
The practical lessons are plain. The profile is the foundation of the application. The Commission does not check it at registration. Mistakes are the candidate's responsibility. And questions about eligibility are answered from the notification and the rules, not from guesswork.
Before you start: what to keep ready
The manual's modify screen carries a note at the top that is useful for first-time registrants as well. It says that before filling in the form, the applicant must have all basic educational and study certificates and any other required documents ready for reference, and must have scanned images of the photograph and signature ready for upload. It says that the particulars furnished will be treated as final and that the data will be processed on these particulars only, and that the applicant should note the Reference ID generated after registration for future correspondence. It also says that the OTPR, once registered successfully, is treated as confirmed and no further confirmation is required.

The mobile field in the modify screen carries a note that the number should be Aadhaar-linked. That detail comes from the screenshot in the manual; it is wise to use the number that is linked to your Aadhaar and to keep it active.
Photograph and signature limits are printed in the manual's current screens. The photograph must be in JPG or JPEG format, below 50 KB, 3.5 cm wide and 4.5 cm high, in colour or black and white with clear contrast, without a cap or goggles (spectacles are allowed), and not a Polaroid; the candidate's name and the date on which it was taken must be clearly printed on the photograph itself. The signature must be in JPG or JPEG format, below 30 KB, 3.5 cm wide and 1.5 cm high. A mismatch in size or format is the most common reason that an upload fails, so prepare the files before you open the form.
New registration, step by step
The sequence below follows the Commission's Direct Recruitment OTPR User Manual. The screen layout may change, so follow the labels you see.
- Open the Commission's website, psc.ap.gov.in. The manual advises turning off the pop-up blocker, because the reference ID appears in a pop-up.
- Click OTPR Registration on the home page. On the next screen, click One Time Profile Registration, then click New Registration for Direct Recruitment.
- Fill in the form. The screen has sections for the basic details as per the SSC certificate (name, date of birth, gender, birth district, mandal and village, community, religion, mother tongue, father's and mother's names, identification marks, email and mobile number); other details including disability, ex-servicemen, meritorious sports person, temporary employment in the Census Department, service as an N.C.C. instructor, existing employment and ex-employee status; address details; schooling details; X class details; higher education details; and photograph and signature.
- Click Preview. A screen shows all details together with the photograph and signature. Read every item. If you find an error, use the Cancel button, which the manual says was added to return to the form and correct mistakes.
- Enter the captcha and click Submit.
- A pop-up shows the Reference ID, which begins with the letters AP. Click OK. The manual says that the application is treated as successfully registered once the Reference ID is generated, and that the ID is also sent to your mobile number and email.
- Click Print to take a printout of the candidate details. You can also use Download Receipt later: enter the registered mobile number and date of birth and click Search to reach the receipt page.
Do not register twice. If the ID did not appear on screen but you suspect it was generated, check your mobile messages and email, and use Download Receipt, or Recover OTPR, before you try again.
Sign up and login
A reference ID alone does not let you apply. You must create login credentials. The manual describes the sequence as follows.
- After the reference ID is generated, use the link to the Commission's website and click Login.
- A first-time user clicks Sign Up. A user who already has login details enters them and logs in.
- Enter the OTPR ID and click Get OTP. An OTP is sent to the registered mobile number.
- Enter the OTP and click Validate OTP.
- On the New User Registration page, set a password. The manual stresses that you should choose carefully and remember it.
- After submitting, click Login Here, enter the OTPR ID, the password and the captcha, and click Login. You reach the Commission's home page for logged-in users.
The login page shows links for Sign Up, Forgot Password and Recover OTPR. The password reset flow is behind the Forgot Password link on the live site, and the user manual opened for this guide does not describe its steps, so follow the on-screen instructions.
Candidates often stop after the reference ID appears. They find, when a notification arrives, that they have no password. Complete the sign-up on the same day and check that you can log in.
The schooling and local-status section
The OTPR form has a Schooling Details section that was revised for the new local-status rules. Its instructions distinguish regular study, private study, open schooling and migration from Telangana, and tell the applicant what certificate will be needed at verification in each case: a study certificate for regular study, a residence certificate for private study with the residence particulars filled in the form, a Distance Education Council recognised degree for open schooling, and a Migration or Local Status Certificate for those who moved to Andhra Pradesh from Telangana. The grid then has one row per class, with the type of study, district, mandal, village or town, year of passing or residence and school name, and a tick box that copies the first class details to all classes.

Make a worksheet with the years down the left and, against each year, the class, school, village, mandal and district. Fill it from the study certificates. Enter the grid from the worksheet. Where you studied privately or took a break, fill in the residence particulars for those years truthfully, and note which document will support them.
Modifying a registered profile
The Commission's FAQ says that changes can be made at any time. The manual's steps for modification are these.
- Open psc.ap.gov.in, click OTPR Registration, then click Modify One Time Profile Registration.
- On the login page, enter the OTPR ID, the password and the captcha, and click Login.
- The modify screen opens with the details you registered, in the same sections as the registration form. The manual says that the screen can also be used to correct fields entered wrongly.
- Make the changes and click Preview.
- Enter the captcha and click Submit. A pop-up confirms that the details were updated and shows the Reference ID. Click OK and then Print.
A related feature is OTPR Reprint. After login, choose OTPR Reprint and click Print to get your details on paper whenever you need them.
The notifications add an important limit. The data displayed from the OTPR at the time of submitting the application is considered for that notification, and changes made later are not considered for it. If something in the profile needs correction, make the correction before you click Save and Submit on the application, not afterwards.
If you forget the OTPR ID or the password
The home page has a Recover OTPR link. On the recovery page, you give the OTPR type, either Direct Recruitment or Departmental, your date of birth, your registered mobile number or email ID, and the captcha, and press Search. That is why the date of birth and the contact details you registered with matter: they are the keys to recovery. The login page also has a Forgot Password link for passwords. If the registered mobile number has been discontinued, the manual does not say what to do; the Contact Us page on the website is the place to ask.
From the profile to an application
An OTPR is not an application. The notifications state in a note that OTPR is not considered as an application for any post. The application process printed in recent notifications has these steps:
- Log in with the OTPR number and the password.
- Click Online Application Submission, found at the bottom right of the website's home page, then click Fill Application against the notification number.
- Check the data pre-filled from the profile. Fill the application-specific data, such as local or non-local status and white ration card details, which are also used to calculate the fee. If anything needs changing, use the modify link, save and return to the application.
- Fill the qualification details, post preferences where asked, and the examination centre, and click Save or Save and Submit. Only Save and Submit generates the payment link, and the application counts only when payment succeeds.
- Download the application PDF and keep it with the payment reference.
For fee and corrections, Notification 14/2025 prints Rs. 250 as the application processing fee and Rs. 120 as the examination fee, with listed exemptions. Notification 07/2026 also prints Rs. 250 as the processing fee, though the examination fee figure is not legible in the copy opened. Both say that corrections after submission are enabled for 7 days after the last date at Rs. 100 each, except for name, fee and age relaxation. These amounts are specific to those notifications, so check the notification you apply to. The OTPR registration itself is not described in the manual as carrying any fee, and this guide has not seen a charge for it.
The 30.09.2026 update, in brief
The Commission's web note says that, in line with the Andhra Pradesh Presidential Order 2025 and Para 7 of G.O.Ms.No.45 dated 20.04.2026, changes have been made in the OTPR regarding district, zone and multi-zone based on study and residence particulars to determine local status. It advises all applicants to update their OTPR from 30.09.2026, without fail, before applying for any recruitment notification, to ensure that the particulars are accurate, complete and in conformity with applicable provisions, and warns that incorrect information or a false declaration may lead to rejection of candidature. In practice, an existing user logs in, uses Modify, and completes the Schooling Details and address details with care. A new user simply fills the new form completely. A note on security. Do not share your password or OTP with anyone. If you log in on a shared computer, log out when you finish. Be cautious about anyone who offers to register for a fee; the profile is free of charge as far as the manual shows, and you are responsible for what is in it.
A suggested one-week plan
A profile takes more time to prepare than to fill. A sensible schedule for a first-time user is as follows.

For an existing user with a profile made before the update, Days 2, 3 and 6 are the ones that matter. Compare the worksheet with the schooling section and correct whatever is incomplete.

Frequently asked questions
Is OTR different from OTPR? No. OTR is the common short name and OTPR is the Commission's official name for the same registration.
How many times must I register? Once. Changes are made through Modify. The Commission's FAQ says the registration is one time and need not be repeated.
Is there a fee for the OTPR? The manual does not describe a fee for the registration, and this guide has not seen one. Fees apply to the application for a notification, as the notification states.
What if the reference ID pop-up did not appear? Check your mobile messages and email, and use Download Receipt with your mobile number and date of birth, or Recover OTPR, before trying to register again.
