There are degree colleges in Itanagar and Naharlagun, in Pasighat and Tezu, in Bomdila, Tawang, Ziro, Along and many smaller towns, and each of them needs teachers who are willing to work far from the plains and who are qualified enough to satisfy UGC norms. The Assistant Professor post in the Department of Higher and Technical Education is the entry-level teaching post in these colleges, and it is one of the most respected jobs a postgraduate can get in the state.

Recruitment to this post is not an annual event with a fixed calendar. Vacancies arise when the department sends its requisition and when the recruiting authority advertises. For college teaching posts, the Commission typically publishes an advertisement giving the subject-wise vacancies, the qualifications as per UGC regulations and the state's own recruitment rules, the application window and the selection method.

Selection methods for Assistant Professor posts across Indian states fall into a few patterns:

  1. A written examination (subject-specific, sometimes with a general paper), followed by an interview.
  2. Shortlisting on academic merit, followed by an interview and, in some cases, a teaching demonstration.
  3. A combination, where the number of candidates called for interview is a multiple of the vacancies, based on written test performance.

Which pattern the Commission uses for a particular Arunachal Pradesh advertisement is something to read in that advertisement, not something anyone can predict from old notices. Eligibility

Educational Qualification

The standard UGC requirements for Assistant Professor in colleges have long been:

  1. A Master's degree in the subject or a relevant allied subject with at least 55 per cent marks (or an equivalent grade), with a relaxation of five per cent for SC/ST, OBC (non-creamy layer), differently abled and some other categories.
  2. Qualifying in the National Eligibility Test (NET) conducted for the subject by the agency designated by UGC, or in the State Level Eligibility Test (SLET/SET) where the state has one; or
  3. A PhD awarded under the UGC regulations in force, which has been treated as an exemption from NET in several versions of the rules.

The UGC has been revising its regulations on minimum qualifications and appointment of teachers and has issued and consulted on new drafts in recent years. Which version applies to a given Arunachal Pradesh advertisement, and how the state has adopted it, is stated in the advertisement. If you are close to completing your PhD or your NET, check whether the certificate is required by the last date of application or by the date of appointment.

For subjects in professional education (B.Ed colleges, physical education, library science and so on) there may be separate rules.

Age Limit

Government teaching posts usually have an upper age limit, with relaxation for reserved categories and existing government employees. The exact numbers and the cut-off date are in the notification. Assistant Professor posts sometimes have a higher upper limit than clerical posts, but do not assume.

APST, PRC and Domicile

Arunachal Pradesh has substantial reservation for Arunachal Pradesh Scheduled Tribes in state jobs, and the Permanent Residence Certificate is an important document for state recruitment. Whether a particular Assistant Professor advertisement is open to non-APST candidates, has all posts or a share reserved, and requires PRC or an equivalent, must be checked in the advertisement and in the recruitment rules.   1. Register on the commission's online portal or the portal named in the advertisement.
  2. Choose the post and subject code carefully; you cannot easily change it later.

Prepare a folder with scanned copies of every marksheet from Class 10 to Master's, your NET or SET result or PhD notification, category and PRC certificate and any experience certificate. Many applicants lose a chance because of one blurry document.

Selection Stages

As said above, the format is decided by the advertisement. The commonly seen stages are:

Written test. An objective or descriptive test on the subject at postgraduate level, sometimes with a paper on teaching and research aptitude, general knowledge or English. Details of duration, marking scheme and negative marking are in the advertisement.

Screening on academic record. If the number of applicants is large, the Commission may shortlist on the basis of academic marks and additional qualifications such as NET, PhD, publications and teaching experience.

Interview. Usually a panel including a Commission member and subject experts. The interview covers your subject depth, your teaching approach, your view of higher education and your knowledge of the state.

Document verification and medical. Before appointment.

Detailed Syllabus

Part A: Your Subject at Master's Level

Take the syllabus of your subject in UGC-NET as the baseline. If you have cleared NET, your preparation is already close. For a written test, expect the emphasis to be on the core papers of a master's course. For example:

  • English: literary history from Chaucer to the present, Shakespeare, Romantic and Victorian poetry, modern drama, novel, literary theory and criticism, Indian English writing, postcolonial and North-East writing, and language and linguistics.
  • Political Science: political theory, Indian government and politics, comparative politics, international relations, public administration and Indian political thought.
  • History: ancient, medieval and modern India, the history of the North-East and of Arunachal Pradesh in outline, world history and historiography.
  • Geography: physical geography, human geography, geography of India, regional planning, remote sensing and GIS, and the geography of the Eastern Himalaya.
  • Economics: micro and macroeconomics, statistics and econometrics, Indian economy, development economics and public finance.

The best method is to divide your master's syllabus into 40 to 50 units, put each unit on a card with three headings (key concepts, key thinkers or laws, one likely question), and revise these cards repeatedly.

Part B: Teaching and Research Aptitude (as in UGC-NET Paper 1)

Even if the Commission's test does not have such a paper, interviews reward candidates who know this material, and some advertisements do include it. The standard topics are:

  • Teaching aptitude: teaching and learning, characteristics of adult learners, methods of teaching, teaching aids, evaluation systems, and the learner's characteristics.
  • Research aptitude: meaning and types of research, steps of research, hypotheses, sampling (probability and non-probability), methods (survey, experimental, case study), data collection tools, reliability and validity, and research ethics including plagiarism.
  • Comprehension and communication: passage reading and the barriers to communication.
  • Reasoning and mathematics: series, analogies, syllogisms, percentages and data interpretation.
  • ICT: basics of computers, the internet, MOOCs and SWAYAM, digital tools in teaching.
  • People, development and environment; higher education system: environmental issues, sustainable development, institutions of higher education in India, the National Education Policy 2020, NAAC and NIRF, and the roles of UGC and AICTE.

Part C: Education and Arunachal Pradesh Awareness

Interview boards in state commissions like to hear that you know where you will be teaching. Make a short note on the following, and stay within what you are certain of:

  • Rajiv Gandhi University (Rono Hills, Doimukh), the state's central university, and other higher education institutions, such as the NIT at Yupia and NERIST at Nirjuli.
  • The language landscape: many tribal languages, Hindi as a common link language and English as the official language of the state.
