09 | Student materials and school infrastructure

The department lists Sarvepalli Radhakrishnan Vidya Mitra for school kits and Mana Badi-Mana Bavishyathu for infrastructure improvement. A kit reduces direct costs for an enrolled child; infrastructure spending changes the school environment over several years. A classroom, toilet, water point or electrical repair has a different procurement and maintenance chain from a bag or workbook. Neither is a substitute for teachers or learning assessment.

Scheme names sometimes survive while procurement design changes. The detailed annual order controls kit contents, eligible grades, delivery window and supplier obligations. A photograph of distribution does not establish statewide coverage. For buildings, sanctioned works, completed works and usable works are distinct counts. A school can have an unfinished facility or one that lacks water or staffing.

The February 2026 budget speech groups these initiatives with education reforms and proposes school infrastructure provision for 2026-27. In an exam, do not merge an infrastructure allocation with a per-child transfer amount. In local administration, verify whether a complaint concerns non-delivery of goods, defect in an asset or a child's exclusion from the underlying school register.

Worked example: A kit is procured, delivered to a school and handed to a student. Count those as three checkpoints. A building follows a different chain: sanction, contract, construction, inspection and usable facility. If the building has no working water supply, 'completed work' may still overstate the service provided. Exam options often swap kits, transfers and infrastructure because all concern education; classify each by what reaches the student.
