25 | Scheduled communities and scholarship support

Post-matric scholarship, fee reimbursement, residential hostels and economic-support schemes serve different educational or livelihood stages. The 2026-27 budget speech discusses tuition reimbursement and maintenance assistance for students from eligible communities. Tuition support can be paid to or through an institution, while a maintenance allowance helps living costs. A hostel provides accommodation and services; a renovated hostel is an infrastructure output. The separate rules determine income, course, institution and community criteria.

Budget statements often aggregate social, tribal, backward-class and minority welfare allocations. A broad total should not be presented as one student's scholarship amount. A sanction letter or student portal record is closer to an individual's case. Delayed institutional claims can affect a student even if the state allocation is adequate on paper.

For exams, learn the distinction between targeted community support and universal school initiatives such as meals. Note the responsible department and whether the benefit is pre-matric, post-matric, higher education or livelihood-related. A current order is required for exact rates and income ceilings.

Worked example: A scholarship may depend on social category, income, institution type, enrollment and attendance. A community development allocation can finance hostels or other services without becoming a direct scholarship transfer. Separate beneficiary-level assistance from institution-level spending. Where a state and Union component coexist, identify both funding sources before calling the programme solely state-funded.
