APSRTC's official coverage page says Stree Shakti launched on 15 August 2025 under GO 27 of 11 August 2025. It covers girls, women and transgender citizens domiciled in Andhra Pradesh with valid identification on specified APSRTC services: Pallevelugu, Ultra Pallevelugu, City Ordinary, Metro Express and Express. The same page lists exclusions including non-stop, interstate, contract carriage, chartered services and package tours, with an enclave-route provision. Thus “free travel on every bus” is false.
The programme's purpose is mobility: access to education, employment, health and family obligations can improve when transport cost falls. For the operator, a zero-fare passenger still occupies a seat and creates a cost that must be financed. Ridership, route capacity, reimbursement and service frequency affect the real benefit. An older separate student or disability pass is not the same scheme, even if it operates on some overlapping buses.
For an exam scenario, identify the person, domicile evidence, service class and route. A valid category on an excluded interstate or charter service does not automatically qualify. The conductor's ticket record and APSRTC rule page are more specific than a political speech.
Worked example: A woman with valid AP domicile identification boards an APSRTC Express service within the covered route rules. The scheme's included service list matters; if she instead boards a non-stop or chartered service, the same person category does not automatically make that journey free. Read the service class and route before answering. The zero fare paid by a passenger also does not mean the bus operator has zero cost.
