A local post says the budget speech “proved 275 canteens are serving meals.” Read the February 2026 speech closely: it said 204 were operating then and described an increase to 275 by March as a plan. To verify later completion, use the current CDMA operator list or another official operational report. A construction or sanction count would still not establish that food is being served daily.
Even a live canteen can have variable meals served because opening hours, supplies and demand differ. A meal-count dashboard measures plates, while the number of unique people served requires different records. For accurate notes, label “operating as stated in February speech” and “target by March” separately.
Exam move: spot the tense and the date. A future target in a speech is not an achieved fact.
Worked example: A speech reports 204 Anna Canteens operating and sets a later target of 275. To answer a dated question, quote the speech's operating count and label the other figure as a plan. To establish the later actual count, use a newer municipal record. A news photo of a launch does not verify daily operation or the number of meals served statewide.
