27 | Direct transfers, records and privacy

DBT can make an authorised payment traceable, but the database is only as good as its underlying records. A spelling mismatch, duplicate ID, inactive account, missing school enrolment or outdated occupation record can delay or misdirect a payment. The proper administrative response is correction through authorised channels and a clear audit trail. A WhatsApp forward asking for OTPs or bank credentials is not a government verification process.

Public information should describe rules, aggregate expenditure and appeal routes without displaying beneficiary bank details or sensitive medical evidence. Staff need role-based access and documented changes to records. An error corrected late in a financial year can make an allocation appear unused even when the intended need remains. An exam question may ask why digital delivery improves transparency but does not remove exclusion risk.

If a crowd forms over a rumour that every resident will receive a benefit, accurate and timely communication is safer than an improvised promise. Police can protect access and public order, while the competent department confirms eligibility and payment status.

Worked example: A direct-transfer record can fail through duplicate identity, a mistaken account number or stale family data. Use an official correction process and retain an audit trail; never ask a beneficiary to share an OTP or bank PIN. Aggregate dashboards can show coverage without exposing personal details. This is both a public-service design issue and a fraud-prevention point relevant to policing.
