05 | NTR Bharosa: pension purpose and categories

NTR Bharosa is the state social-security pension system described by the AP Rural Development/SERP portal. Its categories include old age, widow, disability, weavers, toddy tappers, fishermen, single women, transgender persons and specified medical conditions, among others. Each has its own conditions. The portal describes common requirements such as a qualifying low-income family, district residence and no other pension coverage; the controlling order and current portal should be checked before advising an individual.

Government Order 43 of 13 June 2024 revised pension scales across categories. The February 2026 budget speech described pensions ranging from Rs 4,000 to Rs 15,000. Those endpoints do not mean every pensioner receives the same amount. A disability or chronic-disease category can require medical certification, while an old-age category turns on age and means. Amounts and subcategories should never be inferred from the general programme title.

The economic purpose is to provide predictable income to people who may have limited earnings. The administrative test is whether the right person receives the right rate on time. A dated district webpage can lag behind a later statewide order, so use the higher-authority, newer source when amounts conflict.

Worked example: Consider two pensioners under NTR Bharosa, one in an old-age category and one in a specified medical category. The programme name is shared, but conditions and rates can differ. Find the category in the controlling order before assigning an amount. The speech's stated lower and upper payment range does not make every beneficiary eligible for the upper amount.
