10 | Deepam 2.0: LPG support

The February 2026 budget speech describes Deepam 2.0 as providing three free LPG cylinders per year to women beneficiaries. It reports 1.08 crore beneficiaries and an amount credited by the speech date. This is a dated government implementation statement. The Prakasam district administration records the scheme's November 2024 launch event. The precise connection, ration-card, booking and reimbursement conditions must be read from the operational order; a short speech excerpt cannot answer every household question.

The benefit lowers cooking-fuel cost and can encourage cleaner household energy. But a “free cylinder” may operate through a booking and reimbursement process rather than a zero-rupee retail transaction at the moment of booking. A candidate should never infer the payment pathway from the headline alone. Delivery also depends on the distributor network, identity and bank linkage, and grievance correction.

For public finance, distinguish an LPG subsidy allocation from the number of cylinders actually booked or delivered. The per-year limit is a rule about benefit quantity; it is not a claim that every listed household used all three. The proper recall unit is “three per year under Deepam 2.0,” with eligibility checked separately.

Worked example: For Deepam 2.0, the rule about three LPG cylinders per year is a ceiling on the benefit, not evidence that every eligible household booked three. Verify the approved beneficiary, booking, distributor delivery and any reimbursement or subsidy credit according to the operational order. A speech's count of women beneficiaries is a dated programme claim; it is not the number of cylinders physically delivered in the same period.
