Chapter 12 — Andhra Pradesh current affairs through 10 October 2026

Coverage window: State records published or effective by 10 October 2026

Revision checked: 11 October 2026

Question set: CA26-AP-001 to CA26-AP-045

This chapter focuses on Andhra Pradesh records that can be checked in state budget documents, a dated Finance Department circular, district administration updates and a Government Order hosted by APCRDA. It does not treat a headline, tender notice or budget estimate as proof of completed work. For every state item, learn the issuing authority, date, status and the exact amount or administrative step supported by the record.

1. Andhra Pradesh Budget 2026–27: read the labels first

The official Finance Department’s Budget at a Glance presents 2026–27 as Budget Estimates (BE). It shows total receipts of ₹3,32,205.33 crore and total expenditure of the same amount. Within receipts, revenue receipts are estimated at ₹2,34,140.14 crore. Within expenditure, revenue expenditure is ₹2,56,142.64 crore and capital expenditure is ₹48,697.71 crore. The estimates are plans and projections for the financial year; they are not audited outturns.

The budget document reports a revenue deficit of ₹22,002.50 crore and a fiscal deficit of ₹75,868.09 crore. Expressed as shares of the state’s estimated GSDP, the budget gives 1.11% and 3.84%, respectively. The corresponding GSDP estimate is ₹19,75,073 crore. Keep both the rupee amount and the percentage label. The revenue deficit compares revenue receipts with revenue expenditure; the fiscal-deficit measure includes the broader borrowing requirement after the stated accounting adjustments. They are not interchangeable.

Major revenue-receipt entries include state tax revenue of ₹1,25,845.78 crore and the state’s share of central taxes of ₹64,362.16 crore. A candidate should distinguish these from public debt and other capital receipts. A simple source-side revision card is: “Which source? Which budget stage? Which year? What unit?” The official table separately displays accounts for 2024–25, BE 2025–26, RE 2025–26 and BE 2026–27. Never take a value from one column and label it as another.

The published departmental allocation chart is also a budget-stage presentation. For example, it lists School Education, BC Welfare, Panchayat Raj and Rural Development, Health and Water Resources among major departmental allocations. A department’s allocation is not the same as expenditure already incurred, beneficiaries reached or a measured outcome. To study implementation, use later release orders, treasury expenditure reports, audited accounts or the programme’s outcome indicators.

2. District and mandal budget outreach: what the circular says

A Finance (Budget-I) Department circular dated 11 March 2026 describes a structured Budget Outreach Programme at district and Assembly constituency levels. It states that the Appropriation Bill had been passed and asks departments to prepare district-wise and constituency-wise material from the 2026–27 Budget Estimates. It says the relevant NIDHI portal formats were pre-populated with BE allocations under revenue and capital heads. Heads of Departments were asked to distribute the indicated allocations by district; district Chief Planning Officers were to coordinate mandal-level distribution with district officers; and the District Collector was to verify and approve the resulting distribution for constituency-level reports. The circular gave 5 p.m. on 13 March as a data-entry deadline.

Keep that administrative sequence straight: state appropriation and BE provisions → department distribution → district and mandal compilation → collector verification/approval → constituency-level report. The circular describes allocation-distribution work. It does not prove that the allocations were released, drawn from treasury, spent, or converted into a service outcome. Those stages need separate records.

The circular instructs departments to distribute the indicated totals across 28 districts. That number is consistent with the district structure in force on the circular’s date. Andhra Pradesh’s 2022 reorganisation had raised the count from 13 to 26. Final notifications then created Markapuram and Polavaram districts with effect from 31 December 2025, taking the total to 28. The Alluri Sitharama Raju District Administration records that Polavaram was formed from 12 mandals of the former Alluri district, while the restructured Alluri district has 11 mandals and its headquarters at Paderu. The state’s Social Security Pensions portal lists Markapuram and Polavaram in its current district roster. Therefore, the March 2026 circular is not inconsistent with the structure then in force. Keep the timeline attached to the count: 13 before the 2022 exercise; 26 after the 2022 reorganisation; 28 from 31 December 2025. Sources CA26-048, CA26-069, CA26-070 and CA26-071.

3. Annadata Sukhibhava–PM-KISAN: distinguish the combined amount

The Tirupati District Agriculture page describes Annadata Sukhibhava–PM-KISAN as an annual assistance framework of ₹20,000 per farmer family, including ₹6,000 provided by the Union Government under PM-KISAN. It separately says landless cultivators receive ₹20,000 per year from the state budget. Eligibility descriptions on the page include small and marginal farmers, tenant farmers and landless cultivators; candidates should check the current operational order for detailed definitions and exclusions before advising an applicant.

A dated Eluru District release from 20 June 2026 reports the first instalment for financial year 2026–27. It gives an Eluru district total of ₹105.69 crore to 1,60,968 farmers. The report’s district figures divide this into ₹80.48 crore under Annadata Sukhibhava for 1,60,968 farmer families and ₹25.21 crore under PM-KISAN for 1,26,041 farmers. It says the per-person amounts in that instalment were ₹5,000 under the state scheme and ₹2,000 under PM-KISAN for eligible recipients. The state-level programme was held at Linganguntla village in Chilakaluripet mandal; the Eluru district account also describes a district event at Narayanapuram in Unguturu constituency.

Do not multiply the first-instalment amount and call it the complete annual benefit. The annual combined frame and a particular instalment are different facts. Nor does a district beneficiary count equal a state-wide beneficiary total. The amounts in the Eluru report are district-specific administrative figures and must remain labelled as such.

4. APCRDA Government Order: a review committee, not a project launch

Municipal Administration and Urban Development Department G.O.Rt.No.50, dated 23 January 2026, constituted a district-level committee to review exemptions under the Amaravati Land Pooling Scheme. The order names the Guntur Joint Collector as chair; a Special Deputy Collector nominated by the Revenue Department as convenor; and the Assistant Director of Survey and Land Records, District Panchayat Officer and District Project Manager for Disaster Management, Guntur, as members.

The terms of reference include field verification of exemptions exceeding 10 cents outside the gramakantam area, review of grievances and checking new grievances. The committee was directed to submit a report within 60 days. This is an administrative review order. It is not a new land-pooling scheme, a capital-city construction completion certificate or a final ruling on every individual grievance. For such questions, identify the specific order and the task it creates.

5. Quick source and status method for AP current affairs

When an AP update appears in an exam digest, open the original source and record five fields: (1) issuing authority; (2) order or publication date; (3) place and jurisdiction; (4) status verb; and (5) amount, unit and period. A Budget Estimate is not actual spending. An allocation-distribution memo is not a release order. A district release should not be converted into a statewide total. A committee’s mandate is not its later finding. If two official records disagree, preserve the conflict and seek the later or legally controlling record before presenting a number as current.
