Chapter 6 — May: Commencement, Awards and the Difference Between Two Dates

Coverage window: 1–31 May 2026

Revision checked: 11 October 2026

Question set: CA26-MAY-001 to CA26-MAY-030

May provides two high-value revision themes: an Act whose commencement was notified for a later date, and civilian awards whose announcement and conferment occurred at different times. Both test whether a candidate reads the whole record rather than memorising a headline.

1. VB–G RAM G: Act, Gazette and commencement

The Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin), abbreviated VB–G RAM G, is the title used for the 2025 Act in the Ministry of Rural Development release. On 11 May 2026, the Central Government issued a commencement notification. The Gazette of India, Extraordinary, identifies it as S.O. 2382(E) and sets 1 July 2026 as the date on which the provisions of the Act come into force across all States and Union territories.

The source sequence matters:

1. The Act is titled as a 2025 Act.

2. The commencement notification was issued on 11 May 2026.

3. The appointed commencement date was 1 July 2026.

4. The interim book cutoff is 10 October 2026, after that appointed date.

Thus, at the cutoff of this volume, the commencement date was in the past. Do not write that the Act “commenced on 11 May”: that is the notification date. Do not say the new law had already commenced in May: the Gazette sets 1 July. On the other hand, a dated update written after 1 July should not keep describing it merely as a future commencement.

The source release describes a 125-day statutory employment guarantee for rural households whose adult members volunteer for unskilled manual work, subject to the law’s terms. It also describes DBT for wage payments, payment timelines, carry-over arrangements for ongoing work, and a central budgetary allocation for FY 2026–27. These provisions must be attributed to the Act/release and not expanded beyond their legal wording. This chapter is a current-affairs study guide, not a substitute for the Act, rules, commencement Gazette or legal advice.

The Ministry’s release says the MGNREGA 2005 framework would stand repealed from the same commencement date and that existing e-KYC-verified job cards would remain valid until replacement cards were issued. Those transition statements are legally consequential. For any question that asks for current legal entitlement or implementation detail, the Gazette and the operative Act/rules—not an old summary—must be checked again on the date of use.

What the numbers mean

For FY 2026–27, the release reports a Central Government budgetary allocation of ₹95,692.31 crore at the Budget Estimate stage. It separately estimates total programme outlay, including the likely State contribution, at more than ₹1.51 lakh crore. One figure is a central budget allocation; the other is a combined programme estimate. They are neither interchangeable nor evidence that the entire amount has already been spent.

The employment figure is also a guarantee expressed in days of wage employment per financial year, under the Act’s conditions. It is not a promise of 125 days for each individual adult, nor a record that every household received that number. Preserve “household,” “statutory guarantee,” “adult members volunteer,” “unskilled manual work,” and “financial year” when making a study note.

2. Padma Awards 2026: announcement and conferment

The Ministry of Home Affairs announced the Padma Awards list on 25 January 2026. The official announcement records 131 awards, including two duo cases counted as one award each. Its category totals are five Padma Vibhushan, thirteen Padma Bhushan and 113 Padma Shri. It also reports 19 women recipients, six recipients in the foreigner/NRI/PIO/OCI grouping, and 16 posthumous awards.

The awards are announced on Republic Day, while the President confers them at ceremonial functions at Rashtrapati Bhavan, usually around March or April. In this cycle, the Ministry’s PIB Vijayawada release dated 25 May reports the conferment of Padma Shri awards on two recipients from Andhra Pradesh:

  • Prof. Vempaty Kutumba Sastry — Literature and Education.
  • Shri Garimella Balakrishna Prasad — Arts, posthumously; his son received the award on his behalf.

The state release describes the ceremony at Rashtrapati Bhavan and names the President as the conferer. The January award list is the record for the announcement and award classification; the May record is useful for the ceremony and AP recipient context. This separation protects against an easy error: “announced” is not the same as “conferred.”

A compact award-retrieval method

For any award, keep four fields: award year, announcement date, category, conferment/ceremony date. For a person, add the source’s spelling, field and posthumous status. Avoid merging different award lists or inferring a recipient’s home state from a biography unless the official award list or state source provides it.

The 2026 national list says “131 awards” and explicitly counts a duo case as one. A question may use that counting rule. Do not add the names in duo cases and silently convert the official count into a different total. The category subtotals add to 131: 5 + 13 + 113.

3. Read official summaries with a source hierarchy

For this chapter, use the Ministry’s announcement for the award list; the dated PIB Vijayawada record for the AP ceremony details; the Rural Development release for the explanatory account; and the Gazette for the operative commencement date. An explanatory release helps candidates navigate an update, but the notification establishes the date of commencement. If question wording turns on a statutory clause, read the Act and current rules.

This hierarchy is useful throughout the compendium:

  • Act or rule: the legal text and its provisions.
  • Gazette notification: formally notified dates or legal instruments.
  • Department or ministry release: official explanatory or event account.
  • Index page: a route to documents, not proof by itself.
  • News summary: may help discovery, but must not replace the underlying official record for a factual answer.

4. Andhra Pradesh relevance and limits

The Act applies nationally according to the Gazette notification, including Andhra Pradesh. However, the chapter does not assert AP-specific implementation totals, work demand, wage delays or transition performance. Those would require state-level official records such as AP Rural Development Department data, district reports, the state’s implementation portal or authenticated accounts. A central commencement date can be memorised nationally; a local outcome needs a local source.

Likewise, the two named Padma Shri recipients are reported by PIB Vijayawada as being from Andhra Pradesh. The chapter records category and ceremony facts; it does not derive additional biographical details from unrelated web pages. For an exam question, the answer should stay within the source-backed fields.
