Chapter 2 — January: institutions, a future census and farm markets

January is a useful month for learning how to read a policy record without confusing an approval with an outcome. Three themes in the official 2026 record are the Census of India 2027, the CoalSETU policy and the minimum support price for copra. The Padma Awards list, announced around Republic Day, adds a separate question type: remember the award category, count and recipient only from the official list.

Census 2027: approval is a schedule, not a completed count

The Union Cabinet approved the Census of India 2027 at an estimated cost of ₹11,718.24 crore. The official announcement described it as the sixteenth Census of India and the eighth since Independence. It set out two broad phases: house-listing and housing census from April to September 2026, followed by population enumeration by February 2027. It also described use of a mobile application for data collection, a central monitoring portal and a large field workforce. These details establish what was approved and planned at that point.

The distinction matters at the October 10 cutoff. A calendar window in a Cabinet announcement does not prove that every area completed field operations on that exact schedule. An exam question may ask what the Cabinet approved, what phase was planned, or what actually occurred. Those are three different questions. For a later edition, use the Registrar General and Census Commissioner of India's dated operational instructions and completion records. Do not rewrite the January plan as a verified statewide outcome.

The Census is a decennial population count conducted under the legal and administrative framework governing census operations. It is a primary source for population data at multiple geographic levels. It supports planning, representation and public-service analysis, but a published result is not interchangeable with a sample survey or a modelled population projection. Candidates should retain the reference date and geographic unit whenever a statistic is quoted.

CoalSETU: the name is less important than the policy mechanism

The January government record describes CoalSETU as a policy framework for allocation of coal linkages by auction. It is intended to serve domestic buyers, including industrial users, with a more flexible route for coal obtained through the relevant linkage. The announcement states that linkage holders may use coal for self-consumption, export, or other permitted purposes, and that up to half of the linkage may be exported.

For exam preparation, separate the instrument from its policy claim. An auction is a method of allocating access through competitive bids. A linkage is a supply arrangement, not ownership of a coal mine. The ability to export up to a specified share is a permitted use described in the policy announcement; it should not be converted into a statement that half of all coal is in fact exported. The source describes the rules and permissions, not an achieved export share.

Coal logistics and energy security link this event to infrastructure, industrial production, trade and environmental policy. A useful answer explains the mechanism in one sentence: the policy creates an auction-based route for eligible buyers to obtain coal linkages and sets out permitted uses. Avoid unsupported claims about price effects or production increases unless a dated official evaluation measures them.

Copra support: distinguish crop, product and season

The Union Cabinet approved minimum support prices for the 2026 copra season. The January source lists ₹12,027 per quintal for milling copra and ₹12,500 per quintal for ball copra. The crop season and product forms are essential. “Copra” means dried coconut kernel used in oil and other markets; milling copra and ball copra are distinct categories. A question that asks for one category cannot be answered by memorising a single combined number.

An MSP is a government-announced price support benchmark for specified crops/produce and seasons. It does not by itself prove that every farmer sold every unit at that rate. Procurement arrangements, eligibility, quality specifications and market access affect the actual transaction. This is why a strong note preserves category, unit, season and policy stage.

Padma Awards: count the award, not the ceremony

The Government announced 131 Padma Awards for 2026, including two duo cases counted as one award each. The distribution was five Padma Vibhushan, thirteen Padma Bhushan and 113 Padma Shri. The award list records names and fields. A later ceremony is a presentation event and can occur on a different date from the announcement. Use the annual list for the recipient and category; use the President's Secretariat or PIB record for the ceremony date.

The three categories have distinct descriptions: Padma Vibhushan recognises exceptional and distinguished service; Padma Bhushan, distinguished service of a high order; Padma Shri, distinguished service in any field. Do not treat an award announcement and investiture as the same event. When studying a recipient, pair the person with the discipline in the official list. Avoid adding a superlative or personal claim that the official record does not support.

Timeline and recall method

Keep a January timeline with one line for each institution and event. Place the Census decision under population administration; CoalSETU under energy and industrial policy; copra MSP under agriculture and price support; Padma Awards under national honours. Then ask: Which body approved it? What was the status on the date of the source? What number and unit belong with it? Which category or phase changes the answer?

9. Which buyers were described as eligible to participate in the CoalSETU linkage auction?

A. Any domestic buyer requiring coal, under the policy framework

B. Only foreign governments

C. Only census enumerators

D. Only state electricity regulators

Answer: A. The source describes participation by domestic buyers requiring coal. Specific eligibility conditions must be checked against the operative policy. [CA26-005]

10. What maximum share of a CoalSETU linkage could the January source say may be exported?

A. 10%

B. 50%

C. 25%

D. 40%

Answer: B. The source says linkage holders may export up to 50%. This is a permission/cap in the described framework, not a claim that half of all coal was exported. [CA26-005]

11. Which statement best describes a coal linkage?

A. A land title to every coalfield

B. A census data record

C. A supply arrangement; it does not itself transfer ownership of a coal mine

D. A port customs duty exemption

Answer: C. A linkage concerns access/supply under a policy framework. It should not be confused with mine ownership. [CA26-005]

12. The minimum support price for milling copra for the 2026 season was set at:

A. ₹10,500 per quintal

B. ₹12,500 per quintal
