Chapter 8 — July: A Legal Commencement, a National Launch in Andhra Pradesh, and a Trade Agreement in Force

Coverage window: 1–31 July 2026

Revision checked: 11 October 2026

Question set: CA26-JUL-001 to CA26-JUL-025

July gives Andhra Pradesh candidates an especially useful location-based current-affairs item: the national launch of the VB–G RAM G rural-employment framework took place in Tirupati district. The legal commencement date and the launch-event date are different. A second major July update is the entry into force of the India–UK Comprehensive Economic and Trade Agreement (CETA) and the companion Agreement on Social Security, also called the Double Contribution Convention (DCC).

1. VB–G RAM G: commencement on 1 July

The Act’s commencement notification was issued in May and appointed 1 July 2026 as the date on which the Act’s provisions would come into force across all States and Union territories. A Ministry of Rural Development release on 1 July confirmed that the Act had come into force. This is the legal commencement date. It should not be replaced by the date of a public launch event.

The ministry described a statutory guarantee of 125 days of wage employment in a financial year for every eligible rural household whose adult members volunteer to undertake unskilled manual work, under the law’s terms. The rollout release says the previous 100-day guarantee was enhanced to 125 days. The operative Act, rules and Gazette remain the primary references for exact legal entitlements; a press release gives a summary, not a complete legal code.

For the current-affairs record, remember four pieces: VB–G RAM G Act, 2025; commenced 1 July 2026; applies across States and Union territories; 125 days per eligible rural household per financial year under the Act. The acronym is unusual, so learn its official title and do not infer that it means an AP-only programme.

2. National launch in Tirupati district

The ministry announced a national launch event in Andhra Pradesh, and the PIB Vijayawada post-event release confirms that it took place on 2 July 2026 at Mukkavaripalli village in Tirupati district. The same source gives the mandal as Obulavaripalle. The event involved Union and State leaders and distribution of Gramin Rozgar Guarantee Cards. The national location is a significant AP-specific fact for SI and Constable revision.

Use a two-line date card:

  • 1 July 2026: the Act came into force nationwide.
  • 2 July 2026: the national launch event was held at Mukkavaripalli, Obulavaripalle mandal, Tirupati district, Andhra Pradesh.

The launch venue does not define the programme’s legal coverage. A national programme commenced throughout the country; the event was held at one location in Andhra Pradesh. Do not say that the Act came into force only in Tirupati district, or that Tirupati was the only place where work was available.

The July 5 ministry update reports release of a first ₹25,863 crore instalment (mother sanction) to states for implementation. That is a separate financial/administrative step after commencement. It is not the same as a household receiving wages, and it is not a state-by-state AP expenditure figure. If you use this later milestone, label its date and mechanism precisely.

3. India–UK CETA and DCC: signature is not entry into force

India and the United Kingdom announced that the Comprehensive Economic and Trade Agreement would enter into force on 15 July 2026. The Ministry of Commerce and Industry’s 15 July post-event release confirms that CETA formally entered into force that day. It also states that the Agreement on Social Security, known as the Double Contribution Convention (DCC), entered into force alongside it.

CETA is the trade agreement. DCC concerns social-security contributions for covered temporary work assignments; the ministry release describes an exemption from double social-security contributions for up to five years. The agreements have related diplomatic context but different functions. Do not write “CETA provides the five-year social-security exemption” without naming the companion DCC.

The official release reports that first certificates of origin under CETA were issued through the eCoO 2.0 platform on a self-certification basis. A certificate of origin helps establish the origin of goods for preferential tariff treatment, subject to rules of origin. The platform and self-certification are implementation details, not the treaty’s title.

The Commerce Ministry release attributes claims about near-99% zero-duty market access for Indian exports to the agreement. Such a headline percentage must be framed as a reported market-access figure and not converted into a claim that every Indian product or every tariff line automatically enters duty-free without satisfying the agreement’s product rules. The source also says the first day saw export consignments flagged from multiple locations, with more than USD 140 million in goods reported. These are official release figures for day-one activity, not a long-run trade outcome.

4. Use a status ladder for legal and trade news

For a law or agreement, write the sequence in order:

1. Negotiated or concluded: text or negotiations are complete.

2. Signed: representatives sign the instrument.

3. Ratified / internal procedures completed: each side takes its required domestic steps.

4. Entry into force: legal obligations begin according to the agreement.

5. Implementation: customs, certificates, agencies and users apply the rules.

6. Outcome: later evidence measures trade, employment, income or service effects.

The India–UK CETA became operational on 15 July 2026 according to the official post-event record. The fact that a ceremony occurred on that date is not by itself proof that every expected benefit was achieved. On a later edition date, examine actual trade statistics from the responsible departments before discussing outcomes.

6. AP candidate’s state and district check

When an exam asks “where was the national launch held?”, give the complete hierarchy: Mukkavaripalli village, Obulavaripalle mandal, Tirupati district, Andhra Pradesh. This preserves the smallest useful location and the district as it was named by the official release. Verify the source’s spelling rather than normalising it from memory. A mandal-level name can be an exam distractor, but the official source must control the answer.

For a question about the scheme’s coverage, answer “across India” or “all States and Union territories,” not “Tirupati district.” For a question about implementation outcomes in AP, consult AP-specific dashboards, orders and accounts. The national launch does not prove that all local implementation metrics were achieved.

Recall prompts

  • On what date did the Act come into force, and when was the national launch held in AP?
  • Name the village, mandal and district of the national launch.
  • What is the difference between CETA and DCC?
  • When did the two India–UK agreements enter into force?
  • What is a certificate of origin used to establish?
  • Why is “duty-free for every product without conditions” an unsafe paraphrase of a headline percentage?

Answer the 25 questions below. If you make an error, identify whether it was a commencement/ceremony mix-up, an agreement-name mix-up, a geography error or a percentage-scope error.
